Max Hicks, P.E., Director Augusta Utilities Department 360 Bay Street, Suite 180 Augusta, Georgia 30901 Re: Inflow/Infiltration Reduction Program S&P Proposal No. G01-0006 Dear Mr. Hicks: Stevenson & Palmer Engineering, Inc. is pleased to offer this proposal to provide investigative services for Augusta's inflow and infiltration reduction program. Stevenson & Palmer understands that AUD desires assistance in identifying defects that allow the entry of extraneous flow to the sewer system. We also understand that AUD wishes Stevenson & Palmer to focus on the sanitary sewer system north of the Gordon Highway, beginning in the Rae's Creek basin. We believe that the quickest and most cost-effective means of identifying sources of inflow and infiltration are through a combination of physical inspections, flow monitoring, and smoke testing of the sanitary sewer system. Stevenson & Palmer currently has 4 area/velocity flow meters, a logging rain gauge, and smoke testing equipment to utilize in this effort. We propose to perform flow monitoring at strategic points in the collection system, to be identified with the assistance of AUD staff. Flow monitors will be left in place to monitor system response to one or more significant rain events. Following analysis of the flow data, the meters will be relocated to isolate sub- areas that exhibit the most significant wet weather response. Once problem areas have been sufficiently isolated, defects will be identified through physical inspections and smoke testing. This proposal does not include CCTV inspections services, however, Stevenson & Palmer will coordinate with AUD's staff when these efforts are required.
