Project 10450 - Engineering Proposal Dear Mr. Rush: We are pleased to offer this proposal to provide the professional services necessary for the construction of a ground storage 3,000,000-ga1lon tank in the vicinity of Dennis Rd. near River Watch Parkway and Stevens Creek Rd. This proposal supercedes our proposal that had been approved by the Commission for an elevated tank in this vicinity. We agree with the Department's decision to construct a larger ground storage tank and suitable pumping station to serve the western end of Augusta. Our proposal includes the standard engineering contract provisions plus review and reporting in compliance with the Department's Program Management guides developed for the bond issue work. We propose to provide the engineering services for a lump sum of$11 0,000 inclusive offield surveys for design purposes. We can proceed with this work as soon as authorized to do so.. FOR AUGUSTA UTILITIES DEPARTMENT Topographic Survey (Not Property Plat for acquisition) A. Establish USGS Datum at proposed tank site. B. Perform topographic survey at proposed tank site and pipe routing including access road to pumping station and tie into Stevens Creek Road and River watch Parkway. Geo-technical Coordination ZEL will coordinate with the City's Geotechnical consultant to obtain the Subsurface Investigation and Foundation Recommendation Report. The investigation deemed required includes (Costs for the Geotechnical investigation are not included in this scope): A. A minimum of four (4) borings; Three (3) borings, equally spaced on a minimum circle equal to the tank diameter with the tank as the center. One (1) boring shall be located at the tank center. B. Tests shall include Standard Penetration Tests, Soil Classification and measurement of water table. C. Provide report with fmdings and recommendations for foundations for steel tanks with multiple leg supports and center riser in as many as three arrangements. Ground Storage Tank, Pump Station and Connecting Pipelines:.Conceptual thru Design Phase A. Provide depth-sensing system to tie into the City's SCADA system. Provide SCADA connection at pump station. B Defme tank accessories and measuring devices. C. Detennine the economical size of a pre-stressed concrete tanks available and provide a comparative analysis based on the site elevations. Evaluate available head ranges for each tank type with respect to project requirements. D. Coordinate geo-technical requirements findings and recommendations. E. Prepare contract documents including: Technical Specifications Ground storage tank arrangement type drawings, i.e. elevations, plans, details, etc. Site plans with location and layout, grading and drainage, soil erosion and sediment control plan information. Pumping Station - Complete design Drawings to include the work listed in the attached Proposal Worksheet Plan will also include driveway entrance detail, vicinity map and details. Prepare advertisement for bid and prepare plans and specifications for distribution to contractors. B. Pre-Bid Conference and Addenda. C. Assist Augusta-Richmond Utilities Department during bid opening, evaluation of bids and recommendation of lowest qualified bidder. D. Send out Notice of Award upon engineering service and commission approval for award and assist in obtaining signed contracts with insurance certificate and bonds. E. Pre-construction Conference and Notice to Proceed. Construction Phase Services A. Review shop drawings, calculations and material submittals. C. Respond to requests for information and provide technical support to Augusta Utilities Department as required. (Note: Daily inspection, as required, will be provided by the Augusta Utilities Department.) ZEL will monitor the construction activity on a weekly visit basis. D. Perform final inspection with Augusta-Richmond Utilities Department personnel. E.
