Gentlemen:
In accordance with your request, we are pleased to offer the following revised proposal for
furnishing an aerial topographic map as well as the necessary land use planning and civil
engineering services for preparing a new Master Plan and cost estimate for Diamond Lakes Regional
Park. TIlis new Master Plan will include the recently acquired Mason Tract as well as the existing
park. Tiis letter outlines the project as we understand it, the scope of services offered, and the
proposed fees.
PROJEICT DESCRIPTION
lbe Augusta-Richmond County Parks and Recreation Department is in the process of
purchasi:ng approximately 80 acres of property for the purpose of expanding the existing Diamond
Lakes Regional Park. The property is located adjacent to the existing park along the eastem
property line and will include the remainder of the property inside of the old three mile race track.
lbis new property combined with the existing 203 acre park will allow for major expansion
to the ex:isting facilities. Some potential additions to the park may include additional athletic fields,
a combination library and community center, walkinglbike trails, tennis courts, par 3 golf course,
a health building, campinglhiking areas, pond enhancements, expanded parking and possibly an
amphitheater.

Because of the existence of park facilities already in place, the interest of other agencies to
locate fadlities at this site and the acquisition of additional property, it is first necessary to go
through a master planning phase, wherein the various alternatives and configurations can be
investigated, so that the most desirable siting arrangement can be determined.
DESIGN TEAM
The main design team members for this project will consist primarily of in-house staff
memben: of our firm as follows:

John Attaway, R.L.S.
VVe also anticipate employing outside consultants for certain tasks, including the Davis
Design Group and The Woodhurst Partnership for assistance in the programming and alternative
phases of the project.
SCOPE OF WORK
The scope of services proposed herein envisions a step by step process of master planning,
which will result in the preparation of an overall conceptual plan and the development of an estimate
of its probable cost for Diamond Lakes Regional Park. The process is envisioned as consisting of
four steps as described below:
I. Base Mappin~ Phase:
The first phase will consist of preparing a base map of the existing park, the newly
acquired Mason Tract and key adjacent properties totaling approximately 350 acres.
This base map will prove invaluable in both the subsequent master planning phases
and future detailed design phases for the expansion of the park.
The base map will be a topographic map of the land compiled by photogrammetric
methods from aerial photography with compiled boundaries for the new Master Plan
superimposed onto the new aerial topographic map. We propose to furnish the
photographs, the ground survey control, boundary location, and limited field
completion of topographic details. The contour interval will be 2 feet, based upon
the horizontal and vertical datum previously used by Ayercorp for the original 203

acre park. The map will show the property boundary compiled from existing plats
of record and possibly, the city's GIS data. We will present the completed
topographic map in two formats to facilitate future uses: We will furnish the map
at a scale of 1" = 50' in approximately four matched sheets. We will produce the
topographic map on a single sheet at a scale of 1" = 200' as well. We will also
compile the mapping in digital computer disc format, compatible with AutoCAD
Release 14 to facilitate scale changes in the future.
n. Goals and Prol!rammin~ Phase:
In the second phase, we will start by conducting a "brainstorming" workshop with your
pc~rsonnel and any others you deem appropriate for the purpose of setting the project goals.
We will then review data provided by your office on similar facilities for the purpose of
evaluating the pros and cons of each. Next, we propose to conduct a public meeting along
with design team members, your staff and key personnel for the purpose of defining the
program elements to be incorporated into the New Master Plan.
Architectural programming will be limited to a community center and library, the
programming process for these buildings will include the following:
1. Identify the basic elements and set up a structure for collecting information.
2. Prepare a space requirements outline (outline program).
3. Describe overall building requirements with respect to use, purpose, and general
requirements.
4. Describe the role of the project in the surrounding landscape or community.
5. Define the fimdamental, fimctional, spatial, and visual relationships among
components of the project.
6. Identify measures to allow for future growth and change.
7. Summarize key requirements of governing codes and regulations.
8. Derme energy and environmental requirements.
9. Develop a detailed room or space program.
10. Prepare a summary program.

At the end of this phase, we will provide you with a written summary which
prioritizes the defined goals and proposed program elements for the site, community
center and library.
In. Alternatives Phase:
Utilizing the approved program elements, we propose to prepare several schematic
alternatives for the Master Plan and then to meet with you to discuss them. We will
then revise and pare down the schematic alternatives based on the merits of each, the
needs of your department and the available property. It is anticipated that this phase
will produce two or possibly three potential alternatives for use in formulating the
final Master Plan. A construction cost estimate for each of these potential
alternatives will then be prepared and we will, again, meet with you to compare these
alternatives against each other and with the previously established project goals.
IV. Master Plan Phase:
Based on the results of the alternatives analysis, we will proceed with the final phase
which will consist of revising and/or consolidating the potential alternatives into the
final Master Plan for Diamond Lakes. In addition to the Master Plan, we will
provide you with a colored presentation drawing of the site and a written description
of the plan elements. We will also prepare a fmal cost estimate divided into possible
construction phases which will attempt to match your planned budget for the
development of the park.
As part of the Master Plan deliverables, we will also provide you with the following
architectural programmatic deliverables set up as written statements, forms, outlines,
tables and/or any sketches or bubble diagrams needed to describe the project.

'Drawings will be prepared in ink on mylar film at an appropriate scale. The drawings will
be accomplished using computer-assisted design and drafting (CADD) equipment, and will be
available in AutoCAD, Release 14, computer disc format if desired, at no additional fee. In the
event of difference between the disc reproduced drawings and the original tracing, the hard copy
tracing will govern.

lbe above proposal covers the surveying, engineering and planning work necessary for the
preparation of a new base map and an updated Master Plan for the Diamond Lakes Regional Park
and does not include any technical services for the actual detailed design, bidding and construction
phases to follow the master planning phase. We would anticipate providing you with a proposal to
perform these services for any or all of the proposed development phases when the scope of the
work can be determined.
