Juvenile Delinquency Prevention & Early Intervention has been designated as subgrant

Enclosed is the Statement of Subgrant Award and the General/Special Conditions placed
on the subgrant. After careful study of the conditions, please acknowledge your
acceptance by signing the original Statement of Subgrant Award, General and Special
Conditions and return both to my office by October 25, 1996. It is important that you
retain a copy of the Award and Conditions for your files and reference. The subgrant
will not become effective until all signed originals are received in the CYCC office.

GENERAL CONDITIONS
1. The subgrantee agrees and understands that neither this grant award nor
its successful implementation commits the Children and Youth
Coordinating Council to any future funding.
2. All contracts and purchases must be awarded in accordance with state and
federal regulations as specified in the Subgrantee Financial Manual.
a. Purchases (individual or several on one purchase order) totaling
$500 or more must follow state regulations in regard to soliciting
three (3) competitive bids.
b. Consultant rates above $150.00 per day must have prior approval.
c. If any contract exceeds $25,000, a sole source justification for
non-competitive procurement must be submitted and approved.
3. Requests for proposals or invitations for bid issued by the subgrantee
to implement the grant project are to provide notice to prospective
bidders that the JJDP organization conflict of interest provision is
applicable in that contractors who develop or draft specifications,
requirements, statements of work and/or RFPs for proposed procurement
shall be excluded from bidding or submitting a proposal to compete for
the award of such procurement. Ref: OJARS Guideline Manual (M7100.1D)
4. The subgrantee agrees that when issuing statements, press releases,
RFPs, bid solicitations, and other documents describing the project,
funded in whole or in part with CYCC money, shall clearly state (1) the
percentage of the total cost of the project which will be financed with
federal/state money, (2) the dollar amount of federal/state funds for
the project, and (3) the source of grant funds.
5. Subgrantee must provide written notification to the Children and Youth
Coordinating Council that the project has been implemented within sixty
(60) days of the date of this grant award. FAILURE TO DO SO MAY RESULT
IN LOSS OF GRANT FUNDS.
6. An acceptable analysis of the project's success in meeting its goals as
outlined in the approved grant proposal must be included with the Final
Progress Report prior to final reimbursement. The evaluation must cover
all outcome measures outlined in the proposal unless they have been
modified with approval by the CYCC.
7. The subgrantee must provide for an annual independent audit of its
financial operations including compliance with application federal and
state regulations, in accordance with OMB Circulars A-128 and A-133, any
compliance supplements approved by OMB and generally accepted auditing
standards established by the American Institute of Certified Public
Accountants as well as all applicable state laws. The subgrantee must
provide the Children and Youth Coordinating Council with a copy of such
audit reports within 15 days of issuance and/or within 6 months of the
end of the subgrantee's fiscal year.

8. All financial records must be maintained in good order and must be
available at all times during the regular business day for audit
purposes to the CYCC, U. S. Department of Justice, the Comptroller
General of the United States, or their representatives.
SPECIAL CONDITIONS
1. Prior to the reimbursement of funds, subgrantee must submit for CYCC
approval a budget narrative outlining Personnel expenditures.
Additionally, subgrantee must submit a budget narrative describing local
matching funds in all c~tegories.
2. Prior to the reimbursement of funds for consultants, subgrantee must
submit a copy of the executed contract with consultant (s) for the
evaluation.
3. Please note that subgrantee is required to submit an annual progress
report summarizing progress in meeting each performance and outcome goal
stated in the grant application. Subgrantee should review these goals
to ensure that they can be evaluated.

Governor Miller Announces Grant for At-Risk Youth
in Richmond County
A TLANTA- Governor Zell Miller has announced the Augusta-Richmond County Board of
Commissioners in Richmond County will receive a $30,000 grant to be administered by the Children
and Youth Coordinating Council (CYCC) to help serve troubled youth.
Governor Miller approved 38 grants totaling $1,240,523.
"I have said that we must do a better job of nurturing our troubled children and youth,"
Governor Miller said. ''This grant is a step in the right direction providing Richmond County resources
to serve at-risk children and youth so they can recapture their potential to become productive citizens."
The grants are funded by the Office of Juvenile Justice and Delinquency Prevention, the U.S.
Department of Justice and the Georgia General Assembly. The CYCC advises the Governor and the
General Assembly on issues concerning children's service programs and encourages the establishment
of local coalitions on children and youth. The Council serves as a statewide clearinghouse for child-
related information and research and also provides training to individuals working in the juvenile justice
arena.
The grant will be used by local governments, state agencies and private nonprofit organizations
to provide counseling, remedial education, life skills training, cultural enrichment activities, therapy and
recreation. These programs have been designed to divert delinquent and other at-risk youth from
criminal activity, school dropout, drug use and teen pregnancy.

Important Grant Facts
I. Return the original Statement of Subgrant Award and General/Special Conditions promptly. The
grant will not become effective until receipt of both documents.
II. Special conditions must be cleared in a timely manner.
III. Funds are disbursed on a reimbursement basis only. Quarterly reporting is mandatory; however,
you may seek reimbursement on a monthly basis. Your check will be issued by the Governor's Office
of Planning and Budget. Please allow 3-4 weeks for processing.
IV. Performance data must be reported quarterly. The quarter time period is based on the grant
period, not a calendar quarter.
V. Final reports, both progress and expense, are due 30 days following the grant end date. Final
payment will not be processed until the final progress report is received and approved by CYCC.
Note: evaluation must cover all outcome measures noted in the original (or revised) grant proposal.
VI. Audits are required from each subgrantee for the fiscal years covered by the grant(s).

Grant Cycle October 1, 1996 through September 30, 1997
The Grants Committee of the Council of Juvenile Court Judges of Georgia is pleased to
announce the 1996-1997 grant awards for the Purchase of Services Program. The budget for
the forthcoming grant cycle is $330,000.00, consisting of $150,000.00 of federal funds and
$180,000.00 of state funds; subgrant number 96J-12-9504-0004.
Richmond County has been awarded $10,500.00. The maximum grant amount a county could
receive was $14,000.00 and the minimum amount was $1,500.00. Generally, counties that are
new to the program receive the minimum award.
Enclosed with this letter are the Statement of Grant Amount and the General Conditions of the
grant. Both documents must be signed and returned to the Council within ten days of receipt of
this letter. If not received within ten days, the county's funds are subject to be deobligated.
At the workshops held in August the representative from Richmond County received a Purchase
of Services Handbook. Be sure to use the new forms, which can be found in the handbook,
when submitting for reimbursements. If you should need extra copies of the handbook, or if you
have any questions or concerns, please give the Council a call. The Grants Administrator is

This project proposes to continue efforts in the areas of Juvenile Delinquency Prevention
and Early Intervention initiated with fifth graders enrolled at Hornsby and Lamar
Elementary Schools (February 1995 -July 1995), and, after delays, fifth and sixth graders
enrolled in Hornsby Elementary, East Augusta and Tubman Middle Schools (August 1995 - July
1996) .
In particular, this project proposes to follow those originally targeted students as they
enter sixth and seventh grades at East Augusta and Tubman Middle Schools and to include a
new group of fifth graders from Hornsby.
These students will be provided structured after school and summer programs, in addition
to other school and community based services, which are preventive and family focused.
Many of the targeted students and their families live in single parent households in the
inner city, communities that are predominantly minority, low income, and experience high
crime rates, placing these youth at risk for crime, gang and drug-related activities, and
failure in school and life.
