Antennae Co-Location Proposal Highland Avenue Water Tank Attached is a copy of information received from Alltel regarding their desire to rent space for nine cellular telephone antennae an the Highland Avenue Water Tank. Items I, 2 and 4 of the letter satisfactorily address questions that I had regarding the antennae installation. My expressio.n of concern for the degradatio.n o.f the tank was not focussed on RF emissions but rather on stray electric currents causing corrosion of the steel. Item 3 appears to be miss directed. In the Engineering Services Committee meeting on February 24 strong concern was expressed by Commissio.ner Lee Beard regarding interference o.f the cellular phone transmission with other radio transmission in the vicinity. I have no. objection to the co-location of the Alltel antennae on the Highland Avenue Water Tank provided that Alltel can assure us with proper documentation that there will be no stray currents to affect the tank and that there will be no interference with other radio or TV communication in the area. Box 5408 Augusta, Georgia 30906 SUBJECT: Antenna co-location/County Water Tank Walton Way Cell Site Dear Mr. Hicks: Thank you for the time spent with us last week and the information which you provided regarding the above subject project. The purpose of this letter is to summarize each of the elements discussed and the conclusions drawn from this discussion. Specifically, this letter requests permission to co-locate nine cellular telephone antenna on your VV-alto" Way water tank and install a radio equipment shelter at its base. I! (Gol/ L~N 0 fJtJ EJ-JU e . As payment, ALL TEL proposes $1,000 per month with rental increases on the anniversary of each of the five-year renewal periods (total of four additional terms). An appropriate lease format, terms and conditions, etc., can easily be developed with the appropriate authority. As you know, the quality of cellular service offered by ALL TEL in this area is not acceptable. This fact is ~used by a number of topographical and system configuration issues (see attachment I). As indicated, antennae located at the water tank site clearly resolve these coverage issues. During our meeting, you outlined a number of issues of concern. The following discussion addresses these issues: 1. Overall tower heiahtlFAA Issues: By utilizing a mounting technique on the hand rail and the utilization of recently-developed ,antennae, the overall height of the tower will not be increased (see attachment II). 2. Water Tower Maintenance Concerns: By utilizing newly-developed mounting techniques developed by Andrew Corporation, the antennae cable can be attached in such a way as to separate the cable from the face of the tower leg; thereby permitting required maintenance (see attachment III). -'1I.1.1:E[ MOBILE ;:- 3. RF Emission Concems: The attached letter (attachment IV) contains a certification that the RF energy emitted by the cellular facility will not cause any harm or degradation to the water tank. 4. Water Tower Operational Concerns: The attached site plan (attachment V) has been developed by W. R. Toole, Inc., Professional Engineers after a site visit and review of the documents you provided identifying buried water lines, etc. The building location was specifically selected to avoid interfering in any way with the operational integrity of the water tank. The benefits of the county by moving forward with this project are: 1. By co-locating with an existing utility, the need for the approval of an additional tower in this immediate area is eliminated. ' 2. Obviously, the county will enjoy the additional revenue. 3. As part of the ALL TEL installation, an engineered lightning protection and grounding system will be provided for the water tank and its attachments at no cost to the County. We trust that the above discussion fairly captures the agreement and understandings reached at our meeting. We thank you for both the assistance and accompanying documentation which you have since provided in support of this proposal. Your consideration of this request is greatly appreciated. Box 5408 Augusta, Georgia 30906 Dear Mr. Hicks: I am writing to answer concerns regarding the installation of cellular equipment and transmission that has been proposed for the Richmond County water tank on Highland Avenue. Alltel has numerous installations currently in service throughout the United States. Many other cellular companies also locate on water towers. We have not had any problems resulting from the installation or the radio transmission on these locations. Due to the standards and techniques used by the installer no damage has been done to the structure to include the paint and or interior and exterior rust-proofing.
