Augusta Inclement Weather Policy
1. Purpose
1.1 The purpose of this policy is to establish the guidelines for the operation of the
government during inclement weather and address the compensation for
employees carrying out the essential governmental services during delayed
business operation.
2. Operation of Government During Inclement Weather
2.1 The Administrator in conjunction with the Mayor and EMA Director will
determine the status of the operation of the government in the event of inclement
weather or other emergency situations.
2.1.1 The EMA Director in the course of the operation of Emergency
Management Agency will consult with the necessary agencies as to the
status of the weather and its impact on roadways, trees, electricity etc.
2.1.1.1 If the EMA Director deems that there is inclement weather that
will have hazardous or safety impact; the Director will notify
Administration.
2.2 The Administrator will, based upon the information conveyed by the EMA
Director, determine whether the government will operate under normal business
hours or delayed business hours.
2.2.1 The Administrator, or his designee, will relay his decision to the Mayor.
2.2.2 Administration (Administrator or his designee) will place the status of
the operation of the government on the Information Line 842-3000 and on the
government website.
2.2.3 Administration (Administrator or his designee) will notify the media of
the hours of operation of the government.
3. Personnel Reporting to Work During Inclement Weather
3.1 Group I Emergency Personnel must report to work regardless of the nature of the
weather or emergency conditions unless a bona fide excuse for not reporting is
provided.
3.1.1 Failure to provide a bona fide excuse for non-report will be addressed in
accordance with the Augusta Progressive Discipline Policy.
3.1.1.1 An example of bona fide excuse for non-report for Group I Emergency
Personnel is when the inclement weather or emergency condition has
created a problem that makes it impossible or extremely difficult for the
employee to report to work under such conditions.

Compensation
Department Directors will determine the Group II Non-Emergency
personnel.
The Department Directors will designate the personnel needed for the
operation of the government or the carrying out of government services
during delayed business hours. Dependent upon the nature of the
inclement weather or emergency condition these departments will then
determine the personnel required for the purposes of government
operation.

4.1 Group I Emergency Personnel reporting to work at their scheduled time will be
paid their regular rate of pay for the work day.
4.2 Group I Emergency Personnel that do not report to work at their scheduled time
and have provided a valid excuse for non-reporting will have these hours
deducted from their vacation leave.
4.2.] If the employee does not have any vacation time available, they will
receive these hours off without pay.
4.2.2 Group I Emergency Personnel that do not report to work at their
scheduled time without a valid excuse will be disciplined in accordance with the
Augusta Progressive Discipline Policy.
4.3 The Department Director upon receipt of notification of the nature of the
emergency and the operation of the government will determine the staff required
to perform the required functions of the department. These designated
employees will be paid at their regular rate of pay for the workday.
4.3.1 Group Ii Personnel that do not report to work and that do not
provide a valid bona fide reason for non-report will be
disciplined in accordance with the Augusta Progressive
Discipline Policy.
4.4 Employees that are not designated as Group I employees or Group II employees
and are unable to report to work due to the inclement weather or other emergency
conditions will have these hours deducted from their vacation balance.
