Appointments to boards, commissions, and authorities.

Mot ion to approve policy for appointments to boards,
commissions, and authorities. '
BACKGROUND :
Section 13 (f) of the Consolidation Act and charter
provides that:
-Except as provided by this Act or prohibited by the
general laws of this state, the membership of all boards.
commissions, committees, panels, authorities or other
entities appointed by the Board of Commissioners of
Richmond County or the governing authority of the City of
Augusta . . . shall be increased by creating two new
members for each who shall be recommended by the Richmond
County Delegation in the General Assembly of Georgia and
appointed by the Commission-Council established by this
Act in accordance with the existing laws or ordinances
for the appointment of members to such entities . . .
[T] he Commission-Council iElhall identify those boards,
panels, authorities, or other entities the membership of
which is not comprised of persons who reside in each
Commission-Council District and shall propose a plan for
each such board, cQmmission, or entity to expand or
contract the number of members thereof so that as soon as
practical, eaoh such entity shall consist of one member

from each Commission-Council District.-
The entities that are covered by this prov~s~on of the
Consolidation Act for whom appointments are currently being
proposed are the following;
Animal Control Board
Aviation Commission - City (Bush Field)
Aviation Commission - General (Daniel Field)
Board of Zoning Appeals
Historic Preservation commission
Human Relations Commission
Board of Trustees of the Augusta-Richmond County
Public Library
Personnel Board
Planning Commission
Riverfront Development Review Board
Tree Commission
ANALYSJ:S:
It is proposed that the fallowing policy be implemented
to make appointments to these Section l3(f) boards, commissions,
and authorities, to-wit:

No sitting member of any board or commission shall have
hie term ended prematurely, allowing that member to
complete the balance of his term. Sitting members from
multiple districts would be assigned to represent an
otherwise unrepresented district.

All ordinances creating these boards will be amended as
necessary to provide for 4 year terms after the initial
appointments are phased in.

Terms will he staggered such that the board appointment
for a particular district corresponds to the term of the
commissioner elected for that district.
.
Terms for board members be established such that they
expire on March 31 of the applicable year so that newly
elected commissioners would have the first 90 days to
consider the appointments from his distriot to the
various boards.

Ex officio members from the commission would be appointed
to the Aviation Commission (Bush Field). the Genera.l

Aviation Commission (Daniel Field), the Augusta-Richmond
County Public Library, and the Planning Commission. These
members would be non-voting members, and would be
appointed as are committee chairmen under the
consolidation charter.

There will be no term limits established for members of
the various boards, authorities, and commissions.

There must be a talent bank form included in the agenda
book in order for an individual to be considered for
appointment to such a board, commission, or authority.
.
Ongoing ads will be placed in the daily newspapers for
submission of talent bank forms.
Appointments to these boards and commissions will be
accomplished by April 30, 1996.
Appointments to other than ~Section 13 (f)>> hoards will be made by
the Commission as a whole as quickly as possible. These boards and
authorities are as follows:

Residential Care Facility for the Elderly Authority

Department Children and Family Services Eoard
Downtown Development Authority
House Bill 100 Regional Board
Industrial Development Authority
Richmond County Hospital Authority
Senior Citizens Council
Sheriff's Merit System Review Board
