AN ORDINANCE TO AMEND AUGUSTA-RICHMOND
COUNTY CODE SO AS TO AMEND SECTION 2-4-20 BY
EXTENDING THE BOUNDARIES OF TIlE LANEY WALKER
ENTERPRISE ZONE; TO PROVIDE AN EFFECTIVE DATE;
TO REPEAL CONFLICTING ORDINANCES; AND FOR
OTHER PURPOSES.
BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION, and it
is hereby ordained by authority of same as follows:
SECTION 1. The Augusta-Richmond County Code, Section 2-4-20, is hereby amended by
deleting in its entirety Section 2-4-20, and replacing with Section 2-4-20 which reads as follows:
" ~2-4-20 DESIGNATION OF "LANEY-WALKER ENTERPRISE ZONE.
The Augusta-Richmond County Commission hereby designates the area
hereinafter described as an Enterprise Zone to be known as the "Laney-Walker
Enterprise Zone", to wit:
BOUNDARY DESCRIPTION
Beginning at a point, which is the intersection of the centerlines of 12th Street and
Walton Way; thence, in a southerly direction along the centerline of Walton Way for a
distance of 3075 feet, more or less, to a point of intersection with the centerline of 7th
Street; thence, in a northeasterly direction along the centerline of 7th Street a distance of
1560 feet, more or less, to a point of intersection with the centerline ofT,elfair Street;
thence, in a southeasterly direction along the centerline of Telfair Street for a distance of
1480 feet, more or less, to a point of intersection with the centerline of 5th Street; thence,
in a southwesterly direction along the centerline of 5th Street for a distance of 3715 feet,
more or less, to a point of intersection with the centerline of Laney-Walker Boulevard;
thence, in a northwesterly direction along the centerline of Laney- Walker Boulevard for a
distance of2940 feet, more or less, to a point of intersection with the centerline of James
Brown Boulevard (9th Street); thence, in a southwesterly direction along the centerline of
J ames Brown Boulevard a distance of 1560 feet, more or less, to point of intersection
with the centerline ofWrightsboro Road; thence, in a northwesterly direction along the
centerline ofWrightsboro Road a distance of 3850 feet, more or less, to a point of
intersection with the centerline of Augusta Avenue; thence, in a northwesterly direction
along the centerline of Augusta Avenue a distance of 1685 feet, more or less, to a point of
intersection with the centerline of Laney-Walker Boulevard a distance of 120 feet, more

ENTERPRISE ZONE DESIGNATION CRITERIA
BACKGROUND INFORMATION
A proposal has been put forth to add one more block group to the Laney-Walker
Enterprise Zone. Telfair Street, Laney-Walker Blvd., 5th Street and 7th Street, bound this
block group, Block Group 5 in Census Tract 6. Land use within the area is mixed and
includes older residences, small businesses and offices, industrial and warehousing
operations, institutions (rescue mission, church, art museum, DF ACS office, transitional
housing center), railroad tracks, vacant lots and parking lots. The additional block group,
together with those already in the Laney-Walker Enterprise Zone must meet three of the
four designation criteria in the Enterprise Zone Employment Act of 1997, as amended
(O.C.O.G. Section 36-88-1). Information analyzed and attached indicates that the Laney-
Walker Enterprise Zone, as amended, will meet the criteria for pervasive poverty,
unemployment, and general distress. Evidence of underdevelopment is evident in the
Zone, but comprehensive information on this factor has not been assembled.
1. Pervasive Poverty - State law requires that 20% of the residents be below the poverty
line in each of the census block groups and that 30% of the residents be below the
poverty line in at least half of the census block groups. The attached table indicates
that poverty levels exceed 45 % of the population in each of the census block groups
in the Laney-Walker Enterprise Zone
2. Unemployment - State law requires that the unemployment rate for each census tract
be at least 10% higher than the state average' (1998 state average was 4.2%). The
attached table indicates that unemployment is at least 10% higher than the 1998 state
average in each of the census tracts in the Laney-Walker Enterprise Zone.
3. General Distress - State law requires that there be evidence of general distress in the
nominated area. Examples of general distress include, but are not limited to, a high
incidence of crime, abandoned or dilapidated structures, and substantial population
decline. Evidence of general distress in the Laney Walker Enterprise Zone includes
lack of maintenance on buildings and property, existence of abandoned or dilapidated
structures, underutilization of land, and population decline. The attached table
indicates that between 1990 and 2000 the population declined by at least 21 % in
Census Tracts 7 and 9, and in block group 5 of Census Tract 6 in the Laney-Walker
Enterprise Zone.
4. Underdevelopment - State law requires that the level of development in the
nominated area be at least 20% lower than development activity citywide. Data on
land disturbance permits, business license fees, development fees, or other similar
data are indicators of underdevelopment. Information on underdevelopment in the
Laney Walker Enterprise Zone has not been assembled.

SECTION 2. This ordinance shall become effective immediately upon adoption.
SECTION 3. All ordinances or parts of ordinances in conflict with this ordinance are hereby
repealed.
