ORDINANCE NO. 5870
AN ORDINANCE TO ESTABLISH WATER AND SEWAGE
RATES FOR THE AUGUSTA-RICHMOND COUNTY
CONSOLIDATED WATER AND SEWER SYSTEM; TO REPEAL
CONFLICTING ORDINANCES; TO PROVIDE AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION-
COUNCIL, AND IT IS HEREBY ORDAINED BY AUTHORITY OF SAME AS FOLLOWS:
Section 1. Effective September 1, 1996, the following.
rates for water and sewer are established for the Augusta-Richmond
County Consolidated Water and Sewer System:

B. The monthly residential sewer rate shall be charged
based on the average water usage for that address from the previous
December, January and February billing cycles.
C. In cases where a December, January and February
consumption is not previously established for that address, the
monthly residential sewer charge shall be the lesser of $15.50, or
the amount calculated for actual water usage for that month.
Section 2.
Where the sanitary sewer system of the
Augusta-Richmond County Consolidated Water and Sewer System is
accessible, but water from said system is not available, the
assessment charge for a residence shall be $15.50. Any industrial
user shall pay based upon the measured sewer in accordance with the
rates set forth in Section 1 hereof.
Section 3. Where a person contributes industrial wastes
to the sanitary system of Augusta-Richmond County , such person
shall pay an industrial waste surcharge in addition to any sewer
'service charges to defray the cost of treating the above II normal II
strengths waste in the amount of $0.14 per pound.
Section 4. Nothing herein contained shall be construed
as repealing the Spirit Creek surcharge established by the Board of
Commissioners of Richmond County on or about December 3, 1991.
Section 5. This Ordinance shall become effective as of
September 1, 1996.
