RE: Wheeless Road Drainage Improvement

Dear Mr. Wall:
Attached hereto is an option for the purchase of 1.6 acres of
property in fee simple on the noted project and parcel. We
attempted to purchase. a small easement area from the Blanchards,
for the construction of this drainage project. During our
negotiations, Mr. Blanchard contended that the County has diverted
water onto his property and that development in the area has caused
the property to be undesirable for prospective buyers.
Mr. Tom Blanchard offered a proposal of purchasing the entire
~ tract. The tax value on this property is $18,200. We asked Mr.
Jack Minor to appraise the property (copy attached) and Mr. Minor's
appraisal was for $17,400.00. We were able to negotiate a
settlement with Mr. Blanchard in the amount of $12,000, for the
entire tract. We feel that it would be in the best interest of the
County to purchase the entire tract, so this area could be used for
a small detention area in the future and in connection with our
Wheeless Road Drainage Project. .

We have not, to dnte, received the title opinion on this property,
which is shown on the tax records as Thomas Woods Lands, c/o Thomas
Blanchard, Sr. We learned through Mr. Blanchard and the court of
ordinary that the property was left to George C. Blanchard, Jr.,
and Thomas M. Blanchard by their father, George C. Blanchard, Sr.
Mr. George C. Blanchard, Jr., is now deceased, and his holdings
were left to his wife, Rosemary Blanchard, who resides in
Charleston, South Carolina. We are attaching copies of these wills
for your review.

Upon approval, we will have a plat prepared for your use in
drafting a deed from the Blanchards to Richmond County. If there

benefits derived by me from the proposed project mentioned herein, I bind
myself, my heirs, executors and assigns as follows:
