., Re: Substitution of Grantee - Amendment and Transfer ofFTA Grants and Transit Assets
from the City of Augusta to the Augusta-Richmond County Commission
Dear Mayor Sconyers:
On July 17, 1997, the Federal Transit Administration (FTA) received notification from the.
Augusta-Richmond County Commission that the Augusta-Richmond County Commission is the
proper and legal successor by consolidation to the City of Augusta, and may exercise all rights,
powers, and duties previously applicable to the governing authority of the City of Augusta. This
des~gnation was articulated in'a letter from Governor Zell Miller dated June 20, 1997 and a
resolution of the Augusta-Richmond County Commission dated July 15, 1997. The U.S.
Department of Labor issued a 13(c) certification in recognition of the designation on February 26,
1998.
Due to the designation of the Augusta-Richmond County Commission as recipient and the
Commission's desire to accept all transit assets and the responsibilities, interests, and obligations
, associated therewith, FT A hereby transfers those assets and associated responsibilities, interests,
and obligations to the Commission and amends all outstanding FT A grants previously issued to
the City to reflect this transfer. This amendment shall include the following grants issued by FT A
to the City:

In recognition of the designation of the Augusta-Richmond County Commission as the grant
recipient ofFTA funds and the transfer of all transit assets and grant amendments as described
above, including all associated responsibilities, interests, and obligations. thereunder, please
provide your signature as the Mayor of the Augusta-Richmond County Commission in the

acceptance block at the bottom of this document. Four originals are provided for your signature,
two of which should be returned to this office upon execution. A copy of this grant amendment
letter should be placed with each grant file signifying acceptance of grant contract responsibilities
by the Commission.
