Award is hereby made in the amount and for the period shown above of a grant under the FY 1998
Appropriations Act, P.L. 105-119, the Juvenile Accountability Incentive Block Grant (JAIBG)
Program, to the above-mentioned subgrantee. This award is in accordance with the plan set forth in
the application of the above-mentioned subgrantee and subject to the attached general and special
conditions.
This award is subject to all applicable rules, regulations and conditions as prescribed by the Children
and Youth Coordinating Council's Subgrantee Grants Management Manual, Financial Management
Circulars 74-4 and 74-7, OJARS Guideline Manual Financial and Administrative Guide for Grants
(M71 00,1 B). It is also subject to such further rules, regulations and policies as may be reasonably
prescribed by the State or Federal Government, consistent with the purposes and authorization of P.L.
~0-351, as amended, and P.L. 93-415, asamended.
This grant shall become effective October 1, 1999, provided that within thirty (30) days of the award
execution date (below) or date of receipt, which ever is later, this properly executed original of the
Statement of Grant Award along with the signed General Conditions are returned to the Council of
Juvenile Court Judges of Georgia.

GENERAL CONDITIONS
Richmond County
1. The subgrantee understands that the Council of Juvenile Court Judges of
Georgia is an administrative facilitator of these grant funds.
2. Requests for proposals or invitations for bids issued by the subgrantee to
implement the grant project are to provide notice to prospective bidders that the
JJDP organization conflict of interest provision is applicable in that contractors
that develop or draft specifications, requirements, statements of work and/or
RFP's for proposed procurement shall be excluded from bidding or submitting a
proposal to compete for the award of such procurement. Reference OJARS
Guideline Manual (M71 00.1 D).
3. All contracts and purchases must be awarded in accordance with state and
federal regulations as specified in the Subgrantee Financial Manual. All
purchases of services must be in accordance with the standard rates within your
area. A criminal background check must be completed on any person
supervising juveniles performing community works.
4. The subgrantee agrees that when issuing statements, press releases, requests
for proposals, bid solicitations, and other documents describing the program,
funded in whole or in part with federal money, shall clearly state (1) the
percentage of the total cost of the program which will be financed with federal
funds, (2) the dollar amount of federal funds for the project or program, and (3)
the funding source of federal funds. .
5. Subgrantee must provide written notification to the Council of Juvenile Court
Judges that this program has been implemented within thirty,(30) days of the
date of this grant award. FAILURE TO DO SO MAY RESULT IN LOSS OF
GRANT FUNDS.
6. A project analysis report must be sent to the Council of Juvenile Court Judges on
an a6nual basis.
7. The subgrantee must provide for an annual independent audit of its financial
operations including compliance with applicable federal and state regulations, in
accordance withOMB Circular A-128 Governmental Organizations, Program
Activities and Functions, the Guidelines for Financial and Compliance Audits of
Federally Assisted Programs, any compliance supplements approved by OMB
and generally accepted auditing standards established by the American Institute
of Certified Public Accountants as well as all applicable state laws.

8. All financial records must be maintained in good order and must be available at
all times during the regular business day for audit purposes to the CJCJ, CYCC,
OJJDP, the Comptroller General of the United States, or their representatives.
9. The subgrantee is obligated to keep all information pertaining to this program
including statistical and financial, for a period of three (3) years.
10. Subgrantee must submit by close of this grant period, a plan for local or state
assumption of funding for services provided through this grant.

POS PROGRAM RICHMOND COUNTY
I. Counseling
We currently have one counselor providing individual counseling for our children. We will probably
add at least one additional counselor next year due to increased needs in the community to provide in~home
counseling services. These counselors go into the homes of those families and attempt to make a positive
change in the entire family. Hopefully by bringing about positive change in the family, future delinquent and
unruly behavio~ will be avoided.
II. Community Works . . ..:
. This program has been a joint effort between our Court and the Richmond County Recreation and .
Utilities Department. Area parks and streets are cleared with our community service clients. The program
is primarily on Saturdays, but during the summer months we have expanded to two days during the week.
We also have some children who work to earn monies for restitution payments to ~ctims. This money is used
only where there is a desperate need and no other resources are available: The goal is to complete probation
requirements and the objective is to teach responsibility and make these children accountable for their
behavior to society. Most of these children will long remember their days of community service and hopefully
help them to make better decisions in the future.
ill. Counseling- Group .
We have seen an increase in the number of youth involved in Alcohol and Drugs. We also have several
youth between the ages of 9-16 who are involved in sexual offenses. Our goals are to increase awareness of the
dangers of ci1cohol and drug usage and through the group counseling process instill pressure for positive change. An
Augusta area mental health professional is leading our A&D group.
The goal of our sexual offender related track (SORT) program is to again through the group process
to encourage positive change. The group will be run by two professional sex offender therapists at Charter Hospital
of Augusta who have developed an extensive 12-16 week program. .
IV. Pre-Committment'Psychological Evaluations: .. . . . . .
Our problem is the need to gain a bett.er assessment of certain youth. prior to committment and
possible residential placement. The goal is to aid in the placement process and be able to better define the needs of
the child. ...
V. Residential/Therapeutic Care: .
We need to help certain youth become more independent and be able to trust someone else and
themselves through a rigorous week of personal responsibility at True North. The goal will be to begin to instill a
sense of self worth, responsibility and pride in their own abilities through the True North experience as these youth
provide care and bond with the horses at the True North Experience.

Please find the enclosed documents concerning our grant awards from the Council
of Juvenile Court Judges. This purchase of services contract will allow our Court to continue' our
community service, counseling, restitution and other therapeutic programs for the coming year
. beginning October 1, 1999.
As indicated on these documents I am requesting they be signed and returned to
the Council within the thirty day period.
This is an ongoing grant which our children have benefited from ,since 1979 and all
funds are reimbursed to the County at 100%. Please let me know if there are any questions

RE: Grant Award for Richmond County's Purchase of Services for Juvenile Offenders Program
The Grants Committee of the Council of Juvenile Court Judges of Georgia is pleased to announce
the 1999-2000 grant awards for the Purchase of Services for Juvenile Offenders Proqram. The
program's total budget for grant cycle October 1, 1999 through September 30, 2000, is
$1,295,000.00. The budget consists of $1,100,000.00 in federal funds and $195,000.00 in state
appropriated funds. The federal dollars, are provided through a grant under the Juvenile
Accountability Incentive Block Grant (JAIBG) Program, as part of the FY1998 Appropriations Act
(P.L. 105-119), administered by the Children and Youth Coordinating Council. The state dollars are
provided through a legislative appropriation to the Council of Juvenile Court Judges.
Richmond County has been awarded $14,500.00. Grants were awarded to all 105 counties that
a.pplied for funding. Maximum grant awards a county cCJuid receive were $60,000.00 and the
minimum amount was $2,000.00. These funds can be used in the areas of Community Works,
Education/Tutorial Assistance, Counseling, Psychological Evaluations (for ,pre-committed juveniles
and juveniles on probation), Drug Screenings, and Residential/Therapeutic Care.
Enclosed with this letter are the Statement of Grant Amount and the General Conditions. Both
documents must be signed, by a county official, and returned to the Council ~ithin 30 days of
receipt of this letter. If not received within 30 days, the county's grant funds are subject to
deobligation.
A representative from Richmond C.ounty attended a grant workshop during the month of August and
received the new program handbook. Please be sure that only the forms in this handbook are used
beginf)ing with the new grant cycle. Should additional material be needed, please contact the
Grants Administrator, Benita Baldwin-Brown, at the Council office.
