Subject: Proposal for Services
Dear Mr. Oliver:
The Southeastern Technology Center (STC) is pleased to offer our services to the
County, STC proposes to assist Augusta Richmond County in the planning, execution
and repo:rting requirements associated with the Business Incubator Building being
designed and constructed under the Economic Development Administration (EDA)
Award No. 04-49-04242, Specifically, STC proposes to:
1, Prepare an Award execution schedule identifying all administrative
deliverables required by the award. Incorporate into the schedule key
engineering review and construction dates to demonstrate compliance to the
general and Special Conditions of the A ward.
2. Prepare requests for required information, collect the information and prepare
for County transmittal to the EDA all reports and other deliverables required
by the A ward.
3. Establish a "cash flow" time line for the period of the A ward and prepare
appropriate documentation to the EDA to minimize the use of County funds,
4, Provide administrative and technical review of A ward execution documents to
assure compliance to A ward requirements,
5, Prepare for County use public relations information and press releases.
Preparation will be at County request and all releases will require County
concurrence.
6. Support the County, as requested, with technical and management input in
discussions with EDA.
7, Conduct any other tasks which are mutually acceptable to Augusta-Richmond
County and STC.

Efforts will be conducted primarily by Messrs. Hohmann and Schwartzman, but may
include other STC staff members when consistent with their background and experience,
As consideration for the work and services to be performed by STC, Augusta Richmond
County will pay an amount not to exceed $25,000 over one year pursuant to the following
payment schedule:
Monthly payments based on invoices billed against man-hours and
expenses incurred by STC in the performance of these services. The
estimated man-hours required to complete the scope of these services,
beyond schedule generation, are 35 hours a month at a blended or fixed
(fixed unit cost) hourly rate of $50,00/ hour. All labor and direct expenses
will have an indirect rate of about 20% applied,
Either party with 30 days notice may terminate this agreement. Your acceptance of these
terms and this proposal for services and this proposal for services are made binding by
your signature on the line indicated. Please keep one copy for yourself and return the
other to this office as soon as possible,
