THE RICHMOND COUNTY HOSPITAL AUTHORITY
REVENUE ANTICIPATION CERTIFICATES
(UNIVERSITY HEALTH SERVICES, INC. PROJECT), SERIES 2009
WHEREAS, under Section 147(f) of the Internal Revenue Code of 1986, as amended,
and under Treasury Regulation Section 5f.103 -2(e), the consolidated government of Augusta,
Georgia (the "Consolidated Government ") must approve the revenue anticipation certificates to
be designated "The Richmond County Hospital Authority Revenue Anticipation Certificates
(University Health Services, Inc. Project), Series 2009" (the "Certificates ") because it is the
governmental unit on behalf of which the Certificates are to be issued by The Richmond County
Hospital Authority (the "Issuer ") and because it is the governmental unit having jurisdiction over
the area in which the facilities are to be located with respect to which refinancing is to be
provided from the proceeds of the Certificates; and
WHEREAS, under Treasury Regulation Section 5£103 -2(d), the Consolidated
Government will approve the Certificates only if its applicable elected representative approves
the Certificates following a public hearing held in a location that, under the facts and
circumstances, is convenient for residents of the Consolidated Government and for which there
was reasonable public notice; and
WHEREAS, the Mayor of Augusta, Georgia is the applicable elected representative of
the Consolidated Government, within the meaning of Treasury Regulation Section 5f.103 -2(e),
because he is the Consolidated Government's chief elected executive officer popularly elected
at -large by the voters of the Consolidated Government; and
WHEREAS, on November 19, 2009, at 12:00 noon, in the Administration Board Room
at University Hospital in Augusta, Georgia, the Issuer, through its designated public hearing
officer, conducted a public hearing on the Certificates and the location and nature of the facilities
to be refinanced with the proceeds of the Certificates, notice of which was published in The
Augusta Chronicle on November 5, 2009;
NOW, THEREFORE, THE MAYOR OF AUGUSTA, GEORGIA ACTS AS
FOLLOWS:
The Mayor of Augusta, Georgia hereby approves the Certificates:
(a) the proceeds of which will refinance the costs of acquiring, constructing, and
installing an approximately four -story cardiovascular center, additions to the
surgery facilities, renovations to the facilities providing outpatient services, a
women's center, a parking deck, computer hardware and software, medical
equipment, renovations to the emergency room, and other hospital facilities
and related costs;

(b) the maximum face amount of which will be $160,000,000;
(c) the initial owner of the facilities to be refinanced from the proceeds of which
will be the Issuer and the initial lessee and operator of which will be
University Health Services, Inc., a Georgia nonprofit corporation; and
(d) the location of the facilities to be refinanced from the proceeds of which will
be 1350 Walton Way in Augusta, Georgia.
2. This approval is solely for the purpose of complying with, and is to be construed in
accordance with, the provisions of Section 147(f) of the Internal Revenue Code of 1986, as
amended, and shall not result in or impose any pecuniary liability upon or constitute a lien upon
the property of or a claim against the Consolidated Government, the State of Georgia, or any
political subdivision thereof.
