BACKGROUND: Tonya, Inc., a technical assistance provider to the U.S. Department of Housing and Urban Development, was requested by the Atlanta mID Office to assist Augusta-Richmond County, Georgia by developing a Comprehensive Housing & Neighborhood Development Strategy that can be used to organize and function the efforts of the Department of '. Housing and Neighborhood Development. ~ ne of the three areas evaluated by TONY A was the organizational tructure of DHND. The goal of this analysis was to reach stated goals and objectives of the Department of Housing and Neighborhood Development while complying with all program requirements. This AUGUSTA.RICHMOND COUI\l;'( evaluation included an analysis of staffing, the use of various mID ADMINISTRATOR'S OFFICi programs, and other organizational changes to make the Department of Housing and Neighborhood Development more effective in carrying out its' mission. ANALYSIS: TONY A's analysis of the department concluded that DHND, for a CDBGIHOME Department of comparable size, is not adequately staffed or capitalized to undertake all of the basic functions of the otlice as mandated by Congress and activities desired by local government and ~. external partners. TONY A has recommended that DHND alter the present structure and staffmg. TONY A recommended creating the positions of Manager of Development, Manager of Housing, and Manager of Public Services. The recommendation from the organizational chart also suggests a Rehabilitation Director, and one additional inspector. Tonya recommended that the present staff be deployed to work with vulnerable CHDO's. Recommended salary levels and ranges ate reflected on the organizational chart. FINANCIAL IMPACT: See Attached. PRINCIPAL DUTIES AND RESPONSmILITIES I. Plans and develops all construction activities undertaken by the Housing and Neighborhood Development Department 2. Supervises and directs all residential and commercial construction activities within the Department. 3. Trains and supervises subordinate Department rehabilitation inspectors. 4. Establishes project priorities and work schedules. 5. Prepares and oversees all construction bidding and contracting of the Housing & Neighborhood Development Department. Prepares Requests for Proposal (RFP), Requests for Qualifications (RFQ), and Invitations to Bid. 6. Works with architects, the Planning Commission, state and local historic preservation agencies, and citizens groups to ensure that all new and rehabilitation construction is perfonned in accordance with historic guidelines. 7. Establishes construction specifications and standards, quality control procedures, and inspection criteria 8. Performs project quality control inspections and ensures compliance will all federal, state, and city codes and ordinances. 9. Coordinates and prepares required reports, write-ups, and cost estimates for eligible projects. 10. Administers and perfonns Lead-Based Paint testing, hazard reduction, and clearance activities for all Department and sub-recipient rehabilitation projects. REQUIREMENTS Education: Associate Degree, technical school, or equivalent level of education. Experience: 5+ years in similar position or sufficient construction experience to perform principal duties and responsibilities. Knowledge/Skills/Abilities: · Considerable knowledge of construction and general contracting. . Familiarity with local, state, and federal housing and building codes. · Proficiency in construction cost estimating, specification writing, inspection techniques, and interpersonal relations. · Certified as HUD Housing Quality Standards Inspector or have ability to obtain certification. .
