Re: Project 60110: Rae's Creek Relief Sewer
Caption: Approve a proposal from Cranston, Robertson & Whitehurst, P.C. to provide
design services for the Rae's Creek Relief Sewer Project.
Background: The replacement of the Rae's Creek Trunk Main began in the early 1990s when a
large diameter sewer pipe was installed across the Augusta National Golf Club. In
1996 the Utilities Department obtained funding from the sale of bonds designated
for capital improvements to the water and wastewater systems. Funded by the 1996
Bond Issue the Augusta Utilities Department began systematically replacing
portions of the trunk line showing evidence of inflow and infiltration in the upper
reaches of the Rae's Creek Basin. The need to increase the pipe size of the
remainder of the trunk sewer was anticipated due to the previous replacement
projects; and a route study was done in association with the 2000 Bond Issue.
Analysis: To handle the flows from the Rae's Creek Basin the stretch of sewer from the
Augusta National Golf Club to Chaffee Park should be replaced at this time.
Approving this proposal will allow Cranston, Robertson & Whitehurst, P.C. to
begin design on this stretch of trunk main.
Financial impact: $454,737.50 from the 2000 Bond Issue, under account number 509043420-
5212115/80160110-5212115.
Alternatives: Disapprove the proposal from Cranston, Robertson & Whitehurst, P.e. and
advertise for open proposals to design the final section of the Rae's Creek Trunk
Sewer Main in Augusta
Recommendation: We reconmi.end approving the proposal from Cranston, Robertson & Whitehurst,
P.C. to provide design services for the Rae's Creek Relief Sewer Project.

Dear Jim:
In accordance with your request, we are pleased to offer the following proposal for
accomplishing the necessary surveying and engineering services for the design of a sanitary relief
sewer along Rae's Creek from the end of the existing 48 inch sanitary sewer in Willow Creek
Subdivision to the new sanitaIy sewer pump station near Chafee Park.
GENERAL
The Rae's Creek Relief Sewer will involve the construction of approximately 600 linear feet
of 48 inch ductile iron pipe from Willow Creek Subdivision to the Augusta National property and
approximately 12;500 linear feet of 54 inch ductile iron pipe from the Augusta National property to
the recently constructed Chafee Park Pump Station. The proposed route of the relief sewer will be
in accordance with Route B of the Engineering Report for the Rae's Creek Relief Sewer prepared
by Cranston, Robertson & Whitehurst, P.C. and dated April, 2002. In general, the route will run
along the north side of Rae's Creek from Willow Creek Subdivision to the Calhoun Expressway.
At this point. the sewer will cross under Rae's Creek and then continue along the south side of Rae' s
Creek and Lake Olmstead to the Augusta Canal where it will connect with the existing Rock Creek
Trunk Line and then continue along the canal to the Chafee Park Pump Station. The project will
include connections, structures, an "inverted siphon" under Rae's Creek, borings under Georgia State
Highways and ramps, and other necessary appurtenances.

SCOPE OF WORK
As a supplement to the previously completed aerial topographic base map, the scope of work
will include field surveys of the proposed sewer route in sufficient detail to locate the roads, fences,
driveways, drainage structures, and all visible improvements along the route. These surveys will also
include locating existing utility lines based on field marks and maps furnished by the utility owners.
These utilities will include pOWer, gas, water, sewer, telephone, and CATV.
We will prepare the necessary plans, specifications, and contract documents for the sewer
system route, including the required structures and appurtenances. Initially, we will prepare
preliminary route layouts for your review and approval. Upon your approval of the general route,
we will perform the detailed route survey and prepare preliminary design plans showing horizontal
and vertical alignments, structureS, and miscellaneous details for your review and comments. Based
on your comments. we will prepare and submit final design plans and specifications for your review.
Also, at this time, we will complete and forward any required utility permits, encroachment permits,
wetlands permit and buffer variances to the appropriate federal or state governing authorities, and
provide ancillary drawings as required for these permits. Drawings will be prepared in ink on mylar
film at an appropriate scale. We can also furnish the drawings in AutoCAD computer disc format,
if desired, at no additional fee. In the event of difference between the disc-reproduced drawing and
the original tracing, the hard copy tracing will govern.
We will also prepare plats for acquisition of any easement that may be required for the
construction of the sanitary sewer mains.
We propose to furnish the following bidding and construction phase services: preparing a
schedule for bidding, preparing bidding documents. assisting you with securing bids from qualified
contractors, advising you concerning the award of a contract, preparing contract documents subject
to your approval, issuing a notice to proceed, making observations of the construction work as it
progresses to observe the general quality, furnishing written reports of the observations made during
each visit, coordinating with the project engineer and inspector provided by the City/CH2M Hill,
administering appropriate progress meetings, issuing instructions to the contractor, reviewing shop
drawings, reviewing the contractor's monthly applications for partial payment, detennining the
amounts owing to the contractor, interpreting the contract documents and technical specifications,
consulting as necessary with the City~County authorities and their representatives concerning their
requirements, making a final inspection to detennine whether or not the work has been completed
substantially in accordance with the plans and specifications, preparing digital construction as-builts
from information provided by the contractor, and reviewing the contractor's application for final
payment.

FEE PROPOSAL
Our base fee for the above services will be a lump sum of $358,190.00. Based on a
construction cost estimate of $8,013,200.00, this fee represents 4.47 percent and reflects a credit of
$50,485.00 for the concept and route study which was completed independently of this proposal.
We have also included a fee for an additional bidding/construction phase should it be
necessary to let more than one construction contract and a fee for the estimated number of easement
platS required for the construction of the relief sewer.
A preliminary construction cost estimate is attached hereto for your convenience and the total
fee is broken down by project phase as follows:
Preliminary Route Layout (5%) $ 17.909.50
Preliminary Design and Route Surveying (40%) $ 143,276.00
Final Design and Centerline Survey (30%) $ 107,457.00
Bidding Phase (5%) $ 17,909 .50
Construction Phase (20%) $ 71.638.00
Base Fee $ 358,190.00
· Additional Bidding & Construction Phase $ 89,547.50

We expect to submit periodic invoices covering the design work as it progresses and to receive
