HomeMy WebLinkAboutLYMAN /MILES & DOVER ST PROJECT POLICY AND PROCEDURE GUIDE l, 7 Sub-Committee report on The Redevelopment of the Lyman Street, Dover Street, & Miles Street Area. Purpose. The goal of this committee was to develop a consistent methodology for the assembly and redevelopment of blighted properties in areas within the city of Augusta. Scope The scope of the committee as chartered by the Administrative Services Committee of Augusta Ric~ond County is to develop a plan for redevelopment that can be utilized as a tool for redeveloping first the Lyman Street, Dover Street and the Miles Street area, then using the same tool for the redevelop other areas of Augusta. There are two separate but similar areas for redevelopment that should be considered. One is the residential redevelopment of depopulated and abandons areas and the second is the redevelopment of residential/industrial areas into industrial or business areas. An example of the second is the Hyde Park area. Though there are similarities the second will involve an additional plan that is separate issues that are not covered in this plan, primarily the buyout and relocation of residents. Define area of interest for redevelopment . Assemble affected stake holders, government entities, and interested parties · Develop funding resources · Conduct surveys of residents . Develop a list of partners in the redevelopment area · Prepare GIS maps and owners list of target area. . Develop list of property status, Rental, residence, vacant, vacant lot. . Review current zoning, and covenants Responsibilities Mayor and Commission . Review request for redevelopment assistance and select areas for redevelopment based on priority of the governing body. · Assign a committee to begin the activities required for implementation of this plan. . Devote funding, personnel, and legal resources to implement the plan. · Approve the plan and partnership team to implement the plan. . Approve timetable for redevelopment to be complete. Housing and Economic Development (H&ED) . Act as coordinating agency for redevelopment activities. . Have a representative on the redevelopment committee. . Work with Redevelopment Partnership to achieve redevelopment goals. · Act as gate keeper on the disbursement of funds for redevelopment activities. . Review and assure all spending is done within existing ARC, HUD and other appropriate guide lines. The ARC land Bank . Work with H&ED to define and acquire properties in target area. · Assemble properties in targeted area in agreement with defined boundaries. · Offer the properties on the market as a package for redevelopment utilizing the appropriate disposal method. . Work to achieve timely administrative turnaround of properties for redevelopment. ARC License and Inspection . Provide aggressive code enforcement in targeted areas · Recommend and utilize any and all tools to assure all properties are in compliance with city codes. . Assist with enhanced crime suppression. . Assist community with the establishment of crime watch programs. Richmond County Board of Health . Assist with review of properties for compliance with health codes. Neighborhood associations . Hold neighborhood meetings in targeted area. . Conduct door to door survey. . Assist with the development of covenant if none exist. **NOTE** Many of the areas do not have existing neighborhood associations in place. If this is the case, the redevelopment committee should seek the assistance of groups like The ARC Alliance of Neighborhood Associations in structuring a neighborhood association in the targeted area. Maintain their property and tenants consistent with the redevelopment plan. . Work with redevelopment team to achieve goals consistent with the redevelopment plan. . Participate in survey . Provide upkeep for their residence that is consistent with redevelopment plan. . Tenants . Participate in survey . Join in neighborhood association and crime watch. . Procedure and Guidelines Government Actions l.l By act of the government, select a geographic area for redevelopment considering the following: . Selected area should take into consideration size, market value, and impact of blighted area to surrounding community. . The recommended target area is ~ mile X ~ mile. . Number vacant lots in target area. . Property status (is or is not in land bank.) . Properties tax status. . Existing residential or business use. . Community or private interest in redevelopment. 1.2 Create a committee to research and develop redevelopment plan . All stake holders and potential participants public and private. 1.3 Set a time table for reports and closure of committee's activities. . To include: . Covenants · physical vision ( how we want it to look) . Infrastructure needs Existing VS needed . Residential V s commercial or mixed. . Neighborhood Association . Quality of life amenities · Target income range of potential buyers 1.6 Direct the land Bank to begin assembling properties. · Target dates must be set and is suggested to be based on a units per month basis with total assembly not to exceed 1 year. Example: 100 total units, 25 units per month for a total of 4 month assembly time. · The commission has set aside $.5 million dollars a year from H&ED to be used for this type of redevelopment. Action from the commission will be required to approve disbursement of these funds. 1.7 Direct HED to solicit applications for local aid for home rehab/renovation. 1.8 Develop a list of faith based or other organizations interested in assisting with redevelopment. 1.9 Match qualified residents with appropriate governmental agency or other organization. 1.10 Match all restoration, construction and renovation activities to the redevelopment plan of the selected target area. All allocations for assistance must be consistent with redevelopment plan. 1.11 Empower a 5 person proj ect Board of Directors to oversee the proj ect and report back to the commission periodically. *Note* Strong consideration should be given to developing a commercial approach to both marketing and developing the property. Allowing the private sector to redevelop an area consistent with the vision the city has for said redevelopment would free up resources and allow other target areas to be considered sooner. Assembling the properties and offering them up as a whole is key to the success of any redevelopment strategy. 5 Augusta / Richmond County's Lyman / Miles & Dover Streets Project Policy and Procedure Guide DRAFT 1.12 Have the committee develop a covenant that is appropriate for the target area, consistent with the redevelopment vision of the community. Circulate and acquire the appropriate percentage of property owners to signatures on adoption of the covenant. Have the covenant legally filed and placed as a governing document for the target area as a guide for redevelopment. *** (Verify with Zoning and Planning on the legal requirements to do this) Attachments: A. Rocky Creek Survey Results 6 Augusta / Richmond County's Lyman / Miles & Dover Streets Project Policy and Procedure Guide DRAFT Narrative on Committee work The Lyman, Dover, & Miles Street redevelopment subcommittee was chartered as a normal subcommittee but functioned as a team with input and full participation from non- appointed stakeholders and city staff members. Members of the Rocky Creek Neighborhood association took the lead in developing the survey tool and surveying the neighborhood as well as holding numerous neighborhood information meetings for the community. They were also task to develop protective covenants for the area as well as the development of the vision for the project community. The results ofthe survey were presented at one of the sub-committee meetings and are included as an attachment to this document. The initial question was what path forward would be best for the area. The complete taking of all property in the target area for total "start from scratch" redevelopment or working with property owners that are in good standing allowing them to be part of the redevelopment and maintain their properties. For humanitarian and ethical reasons the committee selected the second option having found several residents that wanted to stay but needed some assistance in the rehabilitation of their property. Some residents have been in their residents for more than 20 years. We had the unique situation occur in this area in that 7 properties had been ordered by the courts to be demolished with an additional 20 similarly situated and in the process. These were cases oflong term neglect by the owner, legal issues are on going and lengthy (~ 6 months to date). Two pieces of supportive legislation have been passed by the commission that are by-products of this committees work are the $.5 million dollar funding wad appropriated for redevelopment annually in AHED ( Augusta Housing and Economic Development) as well as staffing land bank positions to expedite property management. Concerns remain about a coordinator and sponsor agency within the government to assure smooth and timely flow of information and documentation remain. AHED is the logical choice for the coordination of these types of projects. Oversight by the sponsoring commissioner should help facilitate, timely processing of proj ect activities. Timing is very important to this type of project. We have been able to generate some excitement within the community targeted for redevelopment but skepticism remains high about the government's ability to see the project through to completion. Continuous progress toward the stated goal is essential to maintaining a high level of participation by the community which is an essential part of the success ofthis type of work. 7 Neighborhood Redevelopment Survey Name: Address: Do you own or rent?
