2. In accordance with the provisions of Title I of the Omnibus Crime Control
and Safe Streets Act of 1968, as amended, the undersigned hereby certifies
that Federal funds will not be used to supplant funds that would otherwise
be made available for grant-funded initiatives. Federal funds must be used
to supplement existing funds for program activities and not replace those
funds which have been appropriated for the same purpose. Potential
supplanting will be the subject of application review, as well as pre-award
review, post-award monitoring, and audit. If there is a potential presence
of supplanting, the subgrantee will be required to supply documentation
demonstrating that the reduction in non-federal resources occurred for
re~s~ns othAr ~han the receipt or expected receipt of federal funds.

4. I certify that the title to all equipment and/or supplies purchased with
funds made available under the Crime Control Act shall vest in the agency
that purchased the property. Also, I certify that said equipment and/or
supplies will be maintained in accordance with established local or State
procedures as long as the equipment and/or supplies are used for
program-related purposes. I further certify that, once the project concludes
and/or equipment is no longer utilized for its grant-funded purpose, the
Criminal Justice Coordinating Council, as the administrative agency for the
grant, will be informed of the available equipment and be the determining
agency for future use of the surplus equipment to assure it is utilized in
the most appropriate manner that will further the goals and objectives of

6. Subgrantee agrees to submit Subgrant Adjustment Request #1 with the
completed award package. The adjustment request must be accompanied by a
detailed project budget that itemizes all projected expenditures. The
project budget will not be established, or officially approved, until the
subgrantee receives a written approval notice from the Criminal Justice
Coordinating Council. All project costs must coincide with the approved
budget unless subsequent revisions are approved by the Criminal Justice
Coordinating Council. Any additional requests for adjustment and/or
extension must be received by the Criminal Justice Coordinating Council at

15. This is to certify that the aforementioned project will abide by all of the

16. The Drug Task Force Control Board agrees to meet on at least a quarterly
basis and submit to the Criminal Justice Coordinating Council a list of all
those individuals in attendance as well as written minutes of each meeting.

17. The Drug Task Force may be required to participate in state-wide anti-drug
initiatives such as intelligence networks, strategic planning meetings and
Criminal JU1?~ce Coordinating Council sponsored trainings.

19. All Drug Task Forces having a material amount of funding allocated in their
approved subgrant budget for the utilization of K-9 initiatives, regardless
of whether or not the accompanying budget narrative specifically addresses
these initiatives, must receive certification from the Statewide Coordinator
as designated by the Criminal Justice Coordinating Council. In addition,
all other Drug Task Forces utilizing K-9 resources provided through other
funding sources are strongly encouraged to have the participating K-9 team
certified by the Statewide Coordinator. This will enable the State to
provide a consistent measurement of K-9 resources for these types of
projects fun~~nder the grant program.

20. All asset seizures generated from project operations and resulting in

Force operations or reduce the amount of local cash match provided by

Coordinating Council to assure that state and federal asset forfeiture

22. Where warranted, the subgrantee agrees to fully support homeland security
initiatives in any manner, including but not limited to, providing
personnel, supplies, equipment and any other resources deemed necessary by
the GeOrgia~.j?ce of Homeland Security.

23. This special condition facilitates compliance with the provisions of the
National Environmental Policy Act (NEPA) relating to clandestine
methamphetamine laboratory operations, including the identification,
seizure, or closure of clandestine methamphetamine laboratories (hereinafter
referred to as "meth lab operations"). No monies from this award may be
obligated to support meth lab operations unless the subgrantee implements
this special condition.
The Office of Justice Programs (OJP), in consultation with the Bureau of
Justice Assistance, the Drug Enforcement Administration, and the Office for
Community Oriented Policing Services, prepared a Program-level Environmental
Assessment (Assessment) governing meth lab operations. The Assessment
describes the adverse environmental, health, and safety impacts likely to be
encountered by law enforcement agencies as they implement specific actions
under their methamphetamine laboratory operations. Consistent with the
Assessment, the following terms and conditions shall apply to the subgrantee
for any OJP funded meth lab operations:
A. The subgrantee shall ensure compliance with federal, state, and local
environmental, health, and safety laws and regulations applicable to meth
lab operations, to include the disposal of the chemicals, equipment, and
wastes resulting from those operations.
B. The subgrantee shall have a Mitigation Plan in place that identifies and
documents the processes and points of accountability within its
jurisdiction. This plan will be used to ensure that the adverse
environmental, health, and safety impacts delineated in the Assessment are
mitigated in a manner consistent with the requirements of this condition.
C. The Criminal Justice Coordinating Council shall monitor OJP funded meth
lab operations to ensure that they comply with the following nine mitigation
measures identified in the Assessment and whose implementation is addressed
in the subgrantee's Mitigation Plan.
1. Provide medical screening of personnel assigned or to be assigned by the
subgrantee to the seizure or closure of clandestine methamphetamine
laboratories;
2. Provide Occupational Safety and Health Administration (OSHA) required
initial and refresher training for law enforcement officials and all other
personnel assigned to either the seizure or closure of clandestine
methamphetamine laboratories;
3. As determined by their specified duties, equip the personnel with OSHA
required protective wear and other required safety equipment;
4. Assign properly trained personnel to prepare a comprehensive
contamination report on each seized/closed laboratory;
5. Utilize qualified disposal personnel to remove all chemicals and

associated glassware, equipment, and contaminated materials and wastes from
the site(s) of each seized laboratory;
6. Dispose of the chemicals, equipment, and contaminated materials and
wastes at properly licensed disposal facilities or, when allowable, at
properly licensed recycling facilities;
7. Monitor the transport, disposal, and recycling
Subparagraphs 5 and 6, immediately above, in order
compliance;
8. Have in place and implement a written agreement with
state environmental agency. This agreement must provide
responsible state environmental agency agrees to:
i. Timely evaluate the environmental condition at and around the site of a
closed clandestine laboratory, and
ii. Coordinate with the responsible party, property owner, or others to
ensure that any residual contamination is remediated, if determined
necessary by state environmental agency and in accordance with existing
state and federal requirements; and
9. Have in place and implement a written agreement with the responsible
state or local service agencies to properly respond to any minor, as defined
by state law, at the site. This agreement must ensure immediate response by
qualified personnel who can:
i. Respond to the potential health needs of any minor at the site;
ll. Take that minor into protective custody unless the minor is criminally
involved in the meth lab activities or is subject to arrest for other
criminal violations;
iii. Ensure immediate medical testing for methamphetamine toxicity; and
iv. Arrange for any follow-up medical tests, examinations, or health care
made necessary as a result of methamphetamine toxicity.
D. The subgrantee agrees to develop and submit to the Criminal Justice
Coordinating Cou~cil a Drug Endangered Children Protocol which will be
followed when responding to illicit drug crime scene where children are
present.

TravellTraining:
Currently K-9 instructors with the Georgia Department Public Safety Regional K-9 Task
Force conduct K-9 certifications at The Region #3 K-9 Task Force facility. The facility
has barracks which provides lodging, but the task force does provide the meal Perdiem
for the instructor. During the fiscal year the K-9 unit receives information about classes
that handlers could attend. The classes are out of town and the unit usually receives
notice of these schools during the year. The cost associated with these schools usually
requires a registration fee, along with travel cost. Rooms are not always available at the
Region #1 K-9 Complex. During these occasions handlers will have to seek lodging at a
local motel. Handlers will seek the lowest rate available.
Registration fee for K-9's teams to participate in United States
Police Canine Association (USPCA) trials at Savannah
River Site in March 2009 ($65.00 per K-9 X 7), this an additional

STANDARD ASSURANCES
The Applicant hereby assures and certifies compliance with all applicable Federal statutes, regulations,
policies, guidelines, and requirements, including OMB Circulars A-21, A-87, A-102, A-IlO, A-122, A-
133; Ex. Order 12372 (intergovernmental review of federal programs); and 28 C.F.R. pts. 66 or 70
(administrative requirements for grants and cooperative agreements). The applicant also specifically
assures and certifies that:
1. It has the legal authority to apply for federal assistance and the institutional, managerial, and financial
capability (including funds sufficient to pay any required non-federal share of project cost) to ensure
proper planning, management, and completion of the project described in this application.
2. It will establish safeguards to prohibit employees from using their positions for a purpose that
constitutes or presents the appearance of personal or organizational conflict of interest, or personal gain.
3. It will give the awarding agency or the General Accounting Office, through any authorized
representative, access to and the right to examine all paper or electronic records related to the financial
assistance.
4. It will comply with all lawful requirements imposed by the awarding agency, specifically including
any applicable regulations, such as 28 C.F.R. pts. 18,22,23,30,35,38,42,61, and 63.
5. It will assist the awarding agency (if necessary) in assuring compliance with section 106 of the
National Historic Preservation Act of 1966 (16 U.S.C. S 470), Ex. Order 11593 (identification and
protection of historic properties), the Archeological and Historical Preservation Act of 1974 (16 U.S.C.S

GENERAL SUMMARY: Enforces federal, state, and local laws to protect lives and property within the guidelines of state and

In support of and with the desire to enhance the concentrated efforts of Burke County,
Jefferson County and Richmond County to rid their respective jurisdiction of the use and
influence of illicit drugs and incidence of violent crime, Burke, Jefferson and Richmond
County has authorized the formation of the Multi-Jurisdictional Region III K-9 Task
Force. This Task Force will be comprised of specially trained officers, who will
implement a proactive effort to support and enhance the investigation, arrest, prosecution,
and conviction of drug offenders as well as terrorist acts, whose illicit activity impacts on
the Region III K-9 Task Force area of operation. The effort will be in the form of
efficient, effective K-9 detector dog support to enhance the location and collection of

With respect to the general management and operations of the Multi-Jurisdictional
Region III K-9 Task Force, the Richmond County Board of Commissioners hereby
agrees to the following particulars:
1) The Richmond County Sheriffs Department shall be the project implementing/host
agency. Responsibility for assuring compliance with K-9 program regulations and
applicable local" State, and Federal Laws shall be vested in the Richmond County
Sheriff.
2) Personnel assigned to the K-9 Team will be provided by the Richmond County
Sheriffs Office, under the supervision of the team commander. All employees shall
be approved by the Richmond County Sheriff.
3) Any investigation involving a violation of the Georgia Controlled Substance Act, in
which as a result of forfeiture action initiated as a result of cases where K-9 support
was received, shall cause an equitable share of revenue to be passed to the Region III
K-9 Task Force to be utilized for officia11aw enforcement purposes.. The equitable
share will be agreed upon and disbursed by the K..;9 Task Force and the requesting
agency.
4) The Team Commander/Kennel Master appointed by the Richmond County Sheriff
will conduct the supervision and management of the Region III K-9 Task Force.
5) The Richmond County Sheriffs Office Region III K-9 Task Force will cooperate
with and support Local, State and Federal law enforcement agencies. This will
facilitate other agencies joining the K-9 Task Force.

comprised of specially trained officer's, who will implement a proactive effort for the
investigation, arrest, prosecution, and conviction of drug offenders whose illicit activity
impacts on the teachers, staff and juveniles in the A.R.Y.D.C. This support will be in the
form of efficient, effective K-9 detector dog support to enhance the location and
collection of drugs, during the following operation.
MISSION

juveniles. The Richmond County Sheriffs Office will provide the additional personnel

In support of, and with the desire to enhance the efforts of the V.A. Police Department,
Augusta, Ga. to rid their respective jurisdiction of illegal drugs and the threat of
undetected explosives, the V.A. Police Department has authorized the use of the
Richmond County Sheriffs Office Region III K-9 Task Force.
This task force is comprised of specially trained officers, who will implement a proactive
effort to support and enhance the investigation, arrest, prosecution of drug offenders as
well as terrorist acts, whose illicit activity impacts the V.A. Police Department, Augusta,
Ga. area of operation.
