RE: Grant Award for Richmond County The Resource Development Committee of the Council of Juvenile Court Judges of Georgia is pleased to announce the 2005-2006 grant awards for the Purchase of Services for Juvenile Offenders Proaram. The program's total budget for grant cycle October 1, 2005 through September 30,2006, is $885,816.45. The budget consists of $735,816.45 in federal funds (which include an extension of the 2004-2005 budget of $385,816.45) and $150,000.00 in state appropriated funds. The federal dollars are provided through a grant under the Juvenile Accountability Incentive Block Grant (JAIBG) Program, as part of the FY1998 Appropriations Act (P.L. 105-119), administered by the Children and Youth Coordinating Council. The state dollars are provided through a legislative appropriation to the Council of Juvenile Court Judges. Richmond County has been awarded $5,000.00. Grants were awarded to all 138 counties that. applied for funding. Maximum grant awards a county could receive were $10,000.00 and the minimum amount was $2,000.00. These funds can be used in the areas of Community Works, EducationlTutorial Assistance, Counseling (Individual and Group), Psychological Evaluations (for predispositional juveniles and juveniles on probation), Drug Screenings, and Therapeutic Care. See the General Conditions for the county's grant budget and approved categories. Enclosed with this letter are the Statement of Grant Amount and the General Conditions. Both documents must be signed, by a county official, and returned to the Council within 30 days of receipt of this letter. If not received within 30 days, the county's grant funds are subject to deobligation. . A representative from Richmond County attended a grant workshop during the month of August and received the new program handbook. Please be sure that only the forms in the new handbook are used beginning with the new grant cycle. This award is in accordance with the plan set forth in the application of the above-mentioned subgrantee and subject to the attached general and special conditions. This award is subject to all applicable rules, regulations and conditions as prescribed by the Children and Youth Coordinating Council's Subgrantee Grants Management Manual, Financial Management Circulars 74-4 and 74-7, OJARS Guideline Manual Financial and Administrative Guide for Grants (M71 00,1 B). It is also subject to such further rules, regulations and policies as may be reasonably prescribed by the State or Federal Government, consistent with the purposes and authorization of P.L. 90-351, as amended, and P.L. 93-415, as amended. The subgrantee understands that the Council of Juvenile Court Judges of Georgia is an administrative facilitator of these grant funds. 2. Requests for proposals or invitations for bids issued by the subgrantee to implement the grant project are to provide notice to prospective bidders that the OJJDP organization conflict of interest provision is applicable in that contractors that develop or draft specifications, requirements, statements of work and/or RFP's for proposed procurement shall be excluded from bidding or submitting a proposal to compete for the award of such procurement. Reference OJARS Guideline Manual (M71 00.1 D). 3. All contracts and purchases must be awarded in accordance with state and federal regulations as specified in the Subgrantee Financial Manual. All purchases of services must be in accordance with the standard rates within your area. A criminal background check must be completed on any person supervising juveniles performing community works. 4. The subgrantee agrees that when issuing statements, press releases, requests for proposals, bid solicitations, and other documents describing the program, . funded. in whole or in part with federal money, shall clearly state (1) the percentage of the total cost of the program which will be financed with federal funds, (2) the dollar amount of federal funds for the project or program, and (3) the funding source of federal funds. 5. Subgrantee must provide written notification to the Council of Juvenile Court Judges that this program has been implemented within thirty (30) days of the date of this grant award. FAILURE TO DO SO MAY RESULT IN LOSS OF GRANT FUNDS. 6. A project analysis report must be sent to the Council of Juvenile Court Judges on an annual basis. 7. The subgrantee must provide for an annual independent audit of its financial operations including compliance with applicable federal and state regulations, in accordance with OMS Circular A-128 Governmental Organizations, Program Activities and Functions, the Guidelines for Financial and Compliance Audits of Federally Assisted Programs, any compliance supplements approved by OMS and generally accepted auditing standards established .by the American Institute of Certified Public Accountants as well as all applicable state laws. All financial records must be maintained in good order and must be available at all times during the regular business day for audit purposes to the CJCJ, CYCC, OJJDP, the Comptroller General of the United States, or their representatives. 9. The subgrantee is obligated to keep all information pertaining to this program including statistical and financial, for a period of three (3) years. 10. Subgrantee must submit by close of this grant period, a plan for local or state assumption of funding for services provided through this grant.
