Dear Max:
In accordance with the attached General Outline of Engineering Services for Augusta
Richmond County Utilities Dept., we propose to provide design and construction services
for three connections as follows between the old Augusta and Richmond County Water
Systems:
1. Connect 18" WM. in Milledgeville Road to 10" WM in Barton Chapel Road.
,2. Connect Olive Road 16" WM to 10" WM in Old Savannah Road across the Gordon
Highway.
3. Re-piping at the Norton Road Booster Station.
4. Also, included in the Contract is the conversion to finished water of the existing 18"
raw water line from the Highland Avenue Plant to the canal.
We propose to provide the attached scope of services at a fee of $27,900.00. We will
provide Resident Inspection Services as authorized.
For this to serve as our Notice, please sign and return a copy for our files.

ZEL ENGINEERING SERVICES ATTACHMENT
GENERAL OUTLINE OF SERVICES FOR
AUGUSTA-RICHMOND UTILITIES DEPARTMENT
Engineering Services for Augusta-Richmond Utilities Department for Reports, Design,
Plans, Specifications. Contract Administration, and Resident Inspection will be performed
by ZEL Engineers, Inc. as assigned by the Augusta-Richmond County Commission or the
Utilities Department. The project shall be as outlined in the Notice to Perform the Work.
For a general outline of services, definitions, and contractual responsibilities, not
otherwise defined, this agreement shall rely on the 1992 edition of the "Standard Form of
Agreement Between Owner and Engineer for Professional Services: as prepared by the
Engineers Joint Contract Documents Committee and issued by the Engineering Societies.
Engineering fees shall be lump sum with a detailed outline of services included with the
"Notice" to which both parties agree or shall be as otherwise detailed. Environmental and
agency responses, negotiations for easements, other work without prescribed boundaries,
specialized consulting and other additional services or othe~ise undefined work shall be
charged at cost plus a 15% fee. The cost shall include salary cost, overhead, and travel
expenses; salary cost is 1.28 x wage rate: overhead is .95 x salary cost. Consultant
services and travel expenses shall be billed at cost plus a 10% fee. On-site services of the
Engineer's Resident Project Representative will be furnished on the basis of $5,600 per
month.

8. Establish any changes needed in control system.
9. Prepare plans and specifications.

11. Final Cost Estimate.

15. Advertise to receive bids.
] 6. Issue plans, specs, addendum, and respond to contractors.
17. Receive bids, evaluate, and recommend award.
] 8. Conform documents, receive and approve bonds and insurance.
19. Process Contract Documents.
20. Hold pre-construction conference and issue Notice to Proceed.
21. Review and approve shop drawings.
22. Provide periodic site visits.
23. Review Contractor's montWy pay requests and recommend payment.
24. Final inspection and close-out of Contract.
