Max Hicks, P.E., Director, Augusta Utilities Department Re: Fort Gordon Staffing Request Approve the addition of twelve positions to theAUD organizational structure for the purpose of operating and maintaining the Fort Gordon water and sewer system with the first named position being that of Assistant Director -Fort Gordon Operations. On November 1St, 2007, the Defense Energy Support Center (DESC) issued a notice to proceed to the City of Augusta for the operation and maintenance takeover of the Fort Gordon water and sewer system. According to the contract signed between Augusta and DESC, the city has 120 days from the notice to proceed date in which to assume full operation of the water and sewer system. In the contract proposal AUD set forth the need for twelve full time positions as follows: Operations Manager - 1, Civil Engineer III-I, CMMS Manager - 1, Lab Technician - 1, Utility Supervisor - 1, Utility Foreman - 1, Heavy Equipment Operator --I, Utility Worker- 4, and Senior Technician - 1. The original staffing positions placed in the proposal were based on the personnel needed to perform the required work. The personnel cost was one of the components in establishing the Operations & Maintenance (O&M) budget in which AUD is to receive a monthly payment from DESC for compensation of expenses. Reports to the Director and works with employees, the public, real estate developers, attorneys, contractors, and federal, army, state, and local officials to provide administrative support. REQUIREMENTS Education: BS degree in civil or environmental engineering or related field or two years of work experience for each year of missing education Experience: 10+ years work related experience in civil or environmentll engineering or administration of water and wastewater operations on a Federal Facility of same size and complexity of Fort Gordon. Knowledge/Skills/Abilities: . Considerable knowledge of principles and practices of civil andlormechanical engineering,water and sewer line operation and yonstruction administration, municipal accounting, and budget procedures. . Familiarity with federal, state, and army regulations and procedures at Fort Gordon . Proficiency in management, supervision, communicatioq staffing, budgeting, and cost controL . Mastery of interpreting local, state, federal, and army codes, acts and policies, concerning water and wastewater operations . Good communication skills, both oral and written. . Demonstrated ability to work independently and to supervise others. Other: . Travel from office to other locations may be required on a regular basis. PHYSICAL DEMANDS Intermittent sitting, standing, walking, bending, stooping, crouching, and the occasional lifting of light and heavy objects. Work is performed in an office and outdoors with exposure to inclement weather and machinery with moving parts. Approval of this item is necessary to begin work on the project and this action will be ratified at the Decernber6,2007 Commission meeting.
