Richmond County, they must first obtain approval signature from the Administrator
and the Finance Director. The Administrator will obtain information on the grant
program and requirements from the funding agency and review these for feasibility to
determine if this grant/award will benefit Augusta Richmond County. The Finance
Director will review the funding requirement to determine if the grant will fit within
our budget structure and financial goals.

SECTION 3 - Agency Program
1. Brief description of agency
The Victim Assistance Program within the Augusta Judicial Circuit (AJC-VWAP) is a prosecutorial based program which
provides direct services to victims of felony crimes in Burke and Richmond Counties and to victims of both felony and
misdemeanor crimes in Columbia County. The AJC-VWAP currently has three funding sources: The Victims of Crime Act grant,
Richmond County general revenue funds, and the State of Georgia. Effective 9/01/09, our Program will gain a fourth funding
source as we have been approved funding through the 2009 Recovery Act Victim Services monies. The Program currently
employs the Program Director, Assistant Program Director, Volunteer Coordinator and a full-time victim advocate. We will be
adding an additional victim advocate with the Recovery Act funding. The Program also utilizes volunteer staff to maximize the
provision of direct services to crime victims and to meet VOCA match requirements. The Program's sole purpose is to provide
direct services to crime victim and carry out the rights afforded to crime victims as outlined in the Crime Victims' Bill of Rights.
The Program has been doing such since 1990. The Program has received VOCA funding since it was implemented.

SECTION 4 - Project Narrative
1. Brief summary of proposed project
The mission of the Augusta Judicial Circuit-VWAP is to provide quality and compassionate support and assistance to persons
experiencing criminal victimization and guide them in their pursuit for justice. The Program affords all rights and privileges as set
forth in the Crime Victims' Bill of Rights in an effort to increase victims' understanding of, and participation in, the criminal justice
process. The proposed project funds salaries for victim advocates enabling them to carry out the mission of the Program. The
direct services provided are available to all violent crime victims and to all non-violent crime victims in which a request is made
for such services. All services are delivered to enable victims to experience the criminal justice system insightfully and reduce
any potential re-victimization by the system.
The proposed project will enable our Program to maintain our current level of direct services to victims. Without VOCA funding,
our Program would not be able to sustain the current level of staffing and, in turn, many crime victims would not be afforded the
many services they are entitled to receive.
2. Goals, objectives, activities
The proposed project will be guided by the overall goal of the Program: To balance the scales of justice for victims of crime.
Victims should have just as many rights afforded to them as criminal defendants during this process. During the proposed
project period, our Program will provide crime victims with an awareness and understanding of their rights and the services

available to them as outlined by the Crime Victims' Bill of Rights. Our Program will also work to integrate crime victims into the
criminal justice system.
The day to day activities performed to carry out the above mentioned goal and objectives will be overseen by the Program
Director. Each victim advocate within the Program will deliver direct services to crime victims, including but not limited to, crisis
counseling, follow-up contact, community referrals, criminal justice advocacy, court accompaniment, emergency legal advocacy
referrals, victims' compensation assistance, personal advocacy, telephone contact, and case status notifications. Staff members
are also involved in promoting community awareness via public speaking events, disseminating printed materials, attending
multi-disciplinary and CJCC trainings and workshops, and partnering with local/state victim service agencies. The Program
Director ensures that all necessary documentation is maintained so that the required reports can be submitted to CJCC in a
timely fashion.
3. Delays/obstacles encountered implementing this project
The greatest obstacle that our Program has faced has been in regards to adequate staffing. The volume of victim related crimes
within our Circuit has always been far more than our staff could efficiently handle. In the past, our advocates have had to
prioritize victim related cases so that we could serve those most in need. With the proposed VOCA funding, our Program will be
able to continue the current level of services to crime victims. In the upcoming year, our Program will add an additional advocate
with the award of the 2009 Recovery Act Victim Services Grant. This additional advocate will allow us to level out our services
and reach all victims in need.

VOCA funding is currently used solely for payment of two staff salaries within the AJC-VWAP. To date, our 3 full-time victim
advocates serve an average of 1300-1500 crime victims during a given 12 month period. Although there are other valuable
victim service agencies in our Circuit, none of them serve the wide range of victim types and provide the hands-on assistance
through the criminal justice system that we do. The ability of our staff to continue the level of direct service provision to crime
victims enables all crime victims to receive the most comprehensive array of services possible.
Our Circuit currently operates under the case assignment system. We have five Superior Court Judges holding court
proceedings involving victim related crimes. Our Program must continue our currently level of funding, at a minimum, in order to
reach the current level of crime victims. It is our hope to be able to provide direct services at an even more in-depth leven with
additional funding in the future.

Our agency currently collects performance measurement data via telephone surveys conducted by volunteer staff. Once a case
is disposed, the case file is turned over to volunteer staff to conduct the telephone survey. The information is recorded in such a
way as to keep the information anonymous. The survey results are then reviewed by the Program Director for use in making any
necessary improvements to the Program. Surveys are then kept in a locked filing cabinet by Program Director.
