This will acknowledge the results of your September 19, 2000 referendum for a special 1 % sales
and use tax from the Secretary of State, Elections Division,
The tax will continue without interruption, beginning January 1, 2001, for a period of
time not to exceed five years and for raising not more than $] 61 ,640,920 for capital
outlay projects and road, street, and bridge projects: This tax will expire on December
31, 2005 or at the end of the quarter where the raising of $161 ,640,920 will be reached,

Dear Ms. Bailey:
This refers to 15 additional voter registration locations
and their hours, two polling place changes, and the schedule for
the September 19, 2000, special bond and tax election for
Richmond County, Georgia, submitted to the Attorney General
pursuant to Section 5 of the Voting Rights Act, 42 D.S.C. 1973c.
We received your submissions on August 11, 17, 18, 28, September
22, and October 2, 2000.

The Attorney General does not interpose any objection to the
specified changes. However, we note that Section 5 expressly
provides that the failure of the Attorney General to object does
not bar subsequent litigation to enjoin the enforcement of the
changes. In addition, as authorized by Section 5, we reserve the
right to reexamine these submissions if additional information
that would otherwise require an objection comes to our attention
during the remainder of the sixty-day review period. See the
Procedures for the Administration of Section 5 (28 C.F.R. 51.41
and 51.43).
