SECTION OF THE PUBLIC WORKS AND ENGlNEERING DEPARTMENT. THIS
REORGANlZATION INCLUDES THE ELIMINATIONS OF A MAINTENANCE WORKER I
POSITION (38);,A MAINTENANCE LABORER I POSITION (35), AND A SIGNAL
TECHNICIAN I (43). ALSO CREATE AN ENGINEERING TECHNICIAN II POSITION (44)
AND A DESIGN ENGINEER IV, POSITION (51). ALSO UPGRADE THE POSITION OF
CIVIL ENGINEER I (52) TO TRAFFIC ENGINEEER (53). THE NET ANNUAL SALARY
SAVINGS WILL BE $796.00
BACKGROUND: The staffing and operation study performed by DMG-Maximus
recommended that an Operations Manager position be abolished and a Traffic Design Engineer be
created to assist the Traffic Engineer, with traffic design and signal timing duties. Recent
personnel changes enable the modification of Traffic Engineering's organization without layoffs
or reduction in maintenance services while improving the engineering and signal timing services.
ANAL YSIS: Currently, the Traffic Engineer is responsible for all traffic design responsibilities,
development reviews, signal timing, and the management of 30 employees. The cities of Macon,
Savannah, Athens, and Columbus all employ a Senior Traffic Engineer, a Design Engineer
(Assistant), and a Traffic Signal Timing Technician. These municipalities maintain approximately
the same number of traffic signals as Augusta.
The three positions to be abolished have not been filled pending evaluations of new maintenance
procedures and operating efficiencies. For example, sign fabricating used to take place at two
separate locations, now these facilities are combined with greater efficiencies.

FINANCIAL IMPACT: The elimination of the Maintenance Worker I, Maintenance Laborer I,
and Signal Tech I positions will save $59,896.00. The creation of the Design Engineer IV and the
Engineer Technician II positions will cost $56,955.00. The upgrade of the Civil Engineer I (52)
to Traffic Engineer (53) will cost $2,145. The overall net annual savings will be $796.00.
ALTERNATIVES: Alternatives would include rehiring to fill the vacant positions. This
alternative is not recommended.
RECOMMENDATION: It is recommended that the Commission adopt the reorganization
chart, and approve the elimination of the Maintenance Worker I (38), Maintenance Laborer I (35),
and Signal Technician I (43) positions. It is also recommended that the Commission approve the
creation of the Design Engineer IV (51) position, and the Engineering Technician II position (44).
Also upgrade the position of Civil En;rer ~ (52) to Traffic E~~ineer (53).
