The Augusta-Richmond County Commission, Georgia is submitting an
application f,or funding available from the Federal Transportation Administration. The
application is requesting funding to support public transportation service provided by
Augusta Public Transit. This application requests Section 5307 operating and capital
funding allocated to the Augusta Urban Area in FY 97.

The Augusta-Richmond County Commission, Georgia is submitting an application for
Section 5307 funding available from the Federal Transportation Administration. The
application is requesting funding to support public transportation service provided by
Augusta Public Transit. The Augusta-Richmond County Commission is submitting the'
application to Georgia Department of Transportation for the state match of the local
share of the capitol portion of the project.

PRIVATE ENTERPRISE DESCRIPTION
All intracity mass transportation service in the Augusta urbanized area is
provided by Augusta Public Transit. Augusta Public Transit is owned and operated
by the Augusta-Richmond County, Commission. Private Mass Transportation .
service providers consist of the following companies:
(1) Dutch Boy Lines - This carrier currently ~perates only charter
bus service. They provide service within Augusta-Richmond
County and throughout the United States.
(2) Lewis Bus Lines, Inc, - This carrier currently operates only charter
bus service. They provide charter service within Augusta-
Richmond County and throughout the United States.
The only other pnvate firms involved in providing transportation service
in the Georgia portion of the area are taxi companies. The two taxi companies operating
from Augusta-Richmond County are Radio Cab Company and Safety Cab Company:
LABOR UNION DESCRIPTION
Currently there are no labor unions representing the employees of the Augusta
Public Transit Department.

BY SIGNING BELOW I, Larry E. Sconyers, declare that I the Applicant have been duly authorized to
make these 'certifications and assurances on the Applicant's behalf and bind the Applicant's compliance.
Thus, the Applicant agrees to comply with all Federal statutes, regulations, executive orders, and
administrative guidance required for each application it makes to the Federal Transit Administration
(FTA) in Federal Fiscal Year 1997.
FT A intends that the certifications and assurances the Applicant selects on page 1 of this form, as
representative of the certifications and assurances in Appendix A*, should apply, as required, to each
project for which the applicant seeks now, or may late'r, seek FT A assistance during Federal Fiscal Year

RESOLUTION
, Resolution authorizing the filing of an application with the
U.S. Department of Transportation. and the Georgia Department of
Transportation for financial assistance for Augusta Public Transit.
WHEREAS, the Secretary of Transportation is authorized under
49 USC 53 to make grants for mass transportation projects; and
WHEREAS, it is required by the U.S. Department of
Transportation in accordance with Title VI of the Civil Rights Act
of '1964, as amended, that in connection with the filing of an
application under the Federal Transportation Act, as amended, the
applicant gives an assurance that it will comply with Title VI of
the Civil Rights Act of 1964, as amended, and the U.S. Department
of Transportation requirements thereunder; and
WHEREAS, . it is the goal of the applicant that minori ty
business enterprise be utilized to the fullest extent possible in
connection with this project, 'and that the definitive procedures
shall have the maximum feasible opportunity to complete for
contracts when procuring construction contracts, supplies,
equipment, contracts or consultants and other services.
NOW, THEREFORE, BE IT RESOLVED BY THE AUGUSTA-RICHMOND COUNTY
COMMISSION:
(1) That Larry E. Sconyers, Mayor, is authorized to execute
and file the, application on behalf of the Augusta-
Richmond County Commission with the U.S. Department of
Transportation and the Georgia Department of
Transportation to provide financial assistance for
capital and- operating expenses for Augusta Public
Transit.
(2) That Larry E. Sconyers, Mayor, is authorized to execute
and file wi th such applications an assurance or any other
documentation required by the U.S. Department of
Transportation and Georgia Department of Transportation
al1d Georgia Department of Transportation effectuating the
purpose of Title VI of the Civil Rights Act of 1964, as
amended.
(3) That Larry E. Sconyers, Mayor, is authorized to furnish
such addi tional information as may be required by the
U.S. Department of Transportation and the Georgia
Department of Transportation in connection wit:h the
