RE: Continuation of Consulting Services for F. E. R. C. Licensing
Dear Max:
This will confirm that we will continue to provide consultant professional services and support
services for the preparation and filing of the License Application for the Operation of the Augusta
Canal and Dam in accordanc.e with the requirements of the Federal Energy Regulatory
Commission. We also will provide, through subcontract agreement~,;for the enVironmental and
resource professionals required to complete studies that will be needed to properly prepare the
application.
A budget estimate of the engineering and consultant fees is attached. Our services are of a
consulting nature and deal with environmental issues, responses to State and Federal Agencies,
and other work without prescribed boundaries, specialized consulting and other additional
services and undefined work. Our work shall be billed at cost and shall include salary cost and
overhead. Salary cost is 1.28 x wage rate: overhead is 1.12 x salary cost. Environmental and
resource professional consultant services shall be billed at cost plus a 15% fee. Reimbursable
items such as outside printing, court reporters, aerial photography, and travel expenses shall be
billed at cost.
We propose to provide these services on a cost basis in accordance with these documents.

Paid to date under existing contract for F. E. R. C. Licensing of the Augusta Canal:
1. Response and Competition to Fall Line Hydro, Preliminary Permit Preparation, submittal and
initial consultation: $26,920.17
2. Licensing costs to date inclusive of APEA request and consultation: $20,657.22
3. Consultant costs for IFIM, APEA and Endangered Species Study: $26.375.32
Total paid to date $73,952.71
The following are the costs submitted by Augusta - Richmond with its Permit Application and are
estimated to be the total cost for the F. E. R. C. Licensing of the Augusta Canal:
Engineering Study: $ 60,000
Resource Utilization Study: $ 25,000
IFIM Study: $200,000
Endangered Species Study: $ 25,000
Historical and Archaeological Study $ 2,500
Resource Utilization Master Plan $ 2.500
Costs of studies $315,000
ZEL Engineering Services $130,000
ZEL Reimbursable expenses $ 19.500
Total including amounts paid to date $464,500
