This will consist of primarily 6-10 sessions per family, but may extend to more if needed. The Day Reporting Center will be a place where probated and committed youth will attend during the day while suspended from school. The in-home crisis counseling will be provided by the Institute of Family Centered Services at a rate of$45.00 per unit (hour). Our goal is to provide services for 50 families meeting for 6-10 sessions each. $18,000 - grant funds $ 2,000 - county matching funds $20,000 - Total expenditure B. The Day Reporting Center will provide supervision and counseling for an estimated 100 kids @ $105.00per day for 156 days. The service will be provided for 1-8 kids per day. $14,774 - grant funds $ 1,642 - county matching funds $16,416 - Total expenditure Agenda-County Commission. doc PROJECT NARRATIVE RICHMOND COUNTY 1. PROBLEM STATEMENT The Juvenile Court has seen a significant increase in the numbers of unruly children referred to the court over the past few years. In 1999 there were 467 unruly (truancy, ungovernable, runaway and minors in possession of alcohol) complaints referred to the court. From January through June of this year we have had 687 unruly complaints filed with the court. If these numbers continue, as we predict they will, we will see a 294% increase in the number of unruly complaints filed this 'year. Many complaints, which are - originally processed as delinquent on the surface, are actually rooted in unruly behavior within the family. We have also noticed a continuing increase in the number of children being suspended from school who are on probation or committed. A Day Reporting Center will provide a supervised and organized alternative for those youth during times of suspension. The in-home crisis counseling will provide an alternative for those dysfun~tional families who need enhanced services. With the aid of these programs we hope to make those youth suspended from school more accountable and reduce the recidivism of those offenders. We are in desperate need of some type of intervention on behalf of these troubled families and hope these two programs will provide some of the assistance needed to help our court and community deal with this problem. II. PROGRAM GOALS A. Performance Goals · To provide in-home crisis counseling for 50 families · To provide Day Reporting Center supervision for 100 youth suspended from' school. B. Outcome Goals . To increase accountability for Juvenile probationers and committed youth by preventing re-offenses among program participants. . To reduce the annual number of Juvenile Court unruly referrals for Richmond County by 10%. . . To decrease the number of youth being suspended a second time during the grant period by 20%. .
