Dear Harry:
Attached hereto is a counter offer option for Tax Map 98-2, Parcel 63, on the Bungalow
Road Improvement Project, for your review and approval. We met with Ok Cha Kervin and her
husband. Mrs. Kervin is the owner of record for this property. She was offered the appraised value
of $11,146.00, which included the depreciated value of $3,930.00 for a large sign. Mr. and Mrs.
Kervin decided they wanted to retain the sign, and the retention value of $1,780.00 was subtracted
from the $11,146.00.
However, upon checking, we found that there is a light pole, a pay phone owned by the
property owner, and an air-vac vacuuming machine that will be involved in the construction of the
project. The Kervin's had a proposal done to replace two light poles, the vacuum unit and the pay
phone for a total of $4,360.00. This proposal is attached. However, one light pole will not be
involved and their counter offer was reduced by $1,380.00. The total counter offer that includes the
acquisition of the property, payment for relocating the sign, and compensation to remove and ,
replace the pay phone, air-vac machine and one parking lot light has been added for a grand total of
$12,346.00.
We feel thatit would be in the best interest of the City to accept this counter offer. Please be
aware of a $500.00 performance bond to be subtracted from this grand total and then paid after
completion of the relocation of the sign.'

easements cenveyed and clear said right-ef-way and easements ef all rubbish and debris, to. the
satisfactien ef autherized persennel ef the Augusta Public W erks and Engineering Department within
calendar days after executien and delivery ef the deed to. said right-ef-way, and bear the
entire expense thereef.
2. Granter will cemply with all laws, erdinances, regulatiens, er building cedes applicable to.
demelitien er'remeval ef buildings in Richmend Ceunty, Geergia, and held the City ef Augusta,
Geergia, harmless as to. any claim in cennectien herein.
3. It is understeed and agreed that no. utility cennectiens shall be made er allewed to. relecated
structures across er frem a limited access right-ef-way, and it is understoed and agreed that grantor
has agreed to. bargain, sell, and cenvey to. Augusta, Geergia, all existing utility rights, and Augusta
will not be liable in any way for utility reconnectiens adjacent to acquired rights-of-way or any
subsequent lecation improvements.
4. Granter will leave en depo.sit with Augusta, Geergia, the additienal sum ef $500.00, which will be
deducted frem the aferesaid eptien price at closing. This sum will be held as a cash perfermance bend

any tenant' now in possession of subject property and any other parties having a claim or
interest in subject property.
It is further agreed for said consideration to convey and relinquish to Augusta, Georgia, all rights
of access between the limited access highway and approaches thereto on the above numbered highway
and all of the remaining real property of the undersigned except at such points as designated by
the City of Augusta. This paragraph is not applicable unless access rights are indicated on the attached
plat.
The said parcel of land as above indicated is shown upon plans on file in the office of Augusta
