BACKGROUND: The Public Works and Engineering Department has been developing a . "Street Lighting Master Plan" over the past several months. The purpose of this Master Plan is to identify potential corridors which would benefit from the addition of street lights and develop a strategy to implement a project. Essentially, the Street Lighting Master Plan would be a program by which Augusta-Richmond County could systematically improve the level of service to the traveling public through its implementation. This document is subject to periodic revisions as the needs of the area change. Attached is a report prepared by the Traffic Engineering Section of Public Works. ANALYSIS: In developing the Master Plan, three categories of projects became apparent: ~~l. ~U~ 1 7 1999 ~UJJ 2 AUGUSTA-RICHMOND COUNTY ADMINIS'mATOR'S OffICE Installation of streetlights on improvement projects being constructed by the Georgia Department of Transportation. Example: Wrightsboro Rd Widening Installation of streetlights on projects where partial participation ofthe Georgia Department of Transportation may be available. Example: Laney Walker Several options for resources are also anticipated for construction and annual operations including special purpose sales tax, special tax districts, or the general fund. Each project would be site specific as to the type of participation and fund source. These options would be discussed as the project was brought to the Commission for implementation. FINANCIAL IMP ACT: Each individual project, as it is implemented, would have its own parameters for resources and financial impacts. As each project is brought to the Commission for approval, the financial impacts will be discussed. ALTERNATIVES: Have conditions remain as they currently exist. Traffic Engineer Written in Association with: Mr. Drew Goins & Mr. Charles Gifford j; ~ ." i t INTRODUCTION Roadway lighting today provides numerous benefits such as crime prevention, business promotion, community pride, and traffic safety. Street lighting allows both the driver and pedestrian to see the environment in which they operate and to proceed with greater safety, comfort, and convenience at night. Many studies show a positive relationship between roadway lighting and the number of traffic accidents. One study indicated a 21 % to 36% reduction of traffic accidents in urban areas1. Worldwide studies by the International Commission on Illumination have shown a 9% to 75% reduction in nighttime traffic accidents after lighting has been installed2. Finally, the increase in transient and older drivers makes it important to provide adequate roadway lighting for enhanced visibility and safety. This report proposes to include street lighting in Georgia Department of Transportation Projects and to identify other stand-alone street lighting projects. This report is basically a master plan for street lighting and should be updated periodically. IMPLICATIONS The implications of approving this plan are improved traffic safety, improved residential and business security, increased general fund expenditures, and additional special tax district fees. The overall plan increases the annual operating budget by $299,850. Construction costs will be approximately $2,335,285. Projects are listed in the two separate tables that follow. Construction costs of street lighting included in GDOT roadway projects are paid for by GDOT while Augusta is responsible for the energy and maintenance costs. However, should Augusta desire Nostalgic street lighting, GDOT may require Augusta to pay the difference between the Nostalgic type and the standard steel pole with luminare arm. Interstate lighting projects can also be funded as stand-alone projects whereas GDOT will fund the cost of materials while Augusta funds the construction, energy and maintenance costs. Generally, the two types of street lighting that GDOT will participate in are the high-mast and single or double luminare arms mounted on a steel pole. Street lighting projects along arterial roadways typically include the luminare arm or turnpike luminare mounted on timber poles. The cost of the construction is generally included in the energy and maintenance costs. I R.H. Wortman, and M.E. The Urban Service District funds street lighting by assessing all parcels based on their property value. The Suburban Service District funds street lighting by charging effected properties based on the length of street frontage. Finally, other street lighting projects that do not effect a specific tax base are paid through the general fund. RECOMMENDATIONS It is recommended that the Augusta Commission adopt the AUGUSTA STREET LIGHTING MASTER PLAN along with the proposed locations. It is recommended that the Augusta Commission accept the ongoing maintenance and energy charges that accrue from the proposed projects, and allow the Public Works Department to proceed by requesting the installation of street lighting in such proj ects. TYPES OF STREET LIGHTING Generally there are five types of street lighting; Nostalgic, luminare arm mounted on timber poles, luminare arms mounted on steel poles, Turnpike luminares, and high-mast lighting. The use of a particular style depends upon several factors, location and type of roadway. Nostalgic lighting standards are generally used in historical areas and within the central business district. Luminare arms mounted on timber poles are normally used in residential areas and along minor and major roadways. The turnpike luminare is used on wider high speed roadways. Along interstate highways and some divided highways the luminare arm is mounted upon a steel pole with underground electrical conduit for service. Finally, the high-mast type lighting is used to illuminate interstate highway interchanges.
