AN ORDINANCE PROVIDING FOR RULES AND REGULATIONS AT BUSH FIELD, AUGUSTA MUNICIPAL AIR PORT AND FOR OTHER PURPOSES. 7 The City Council of Augusta hereby ordains Section 1. That it is hereby adopted for the purpos& of establishing rules and regulations for the operat; of Bush Field, Augusta Municipal Air Port those cer- tain rules and regulations of the Augusta Aviation Commission, dated July 1, 1950, of which a copy has been filed in the Office of the Clerk of the City Council of Augusta, and the same are hereby adopted and incorporated as fully as if set out at length here- in and from the date on which this Ordinance shall take; effect, the provisions thereof shall be controlling in the operations of said Air Port. Section 2. That all ordinances and parts of ordi- nances in conflict herewith are repealed. DEFINITIONS 1.0 "Airport" shell mean_ Bush Field Augusta Municipal Airport, Augusta, Georgia. 1.2 "City" shall] moan the City Council of Augusta, Georgia. 1.3 "Augusta Aviation Commission" shall mean the legal governing authorit7r of the Airport created by ordnance 711486 of the City Council of Augusta, Georgia and acting through its legal agent the Airport %'ranagor. 1.4 "Tower" shall mean_ the Airport Traffic Control tower and personnel who operate same, said tower being located on the south side of the transient parking apron of the Bush Field Airport. 1,5 "Person" mo�.ns any individual, firm, partnership, corporation, compan-yr, association, joint stock association, or body political, and includes any trustee, receiver, assignee, or siiniliar repro - scntativos thereof. 1.6 "Operations Agont" shall mean the operations agent employed by the Auguste. Aviation Commission and on duty at the time of incident.. 1.7 Paragraph Headings - The paragraph headings contained heroin are for convcnienco in reference and arc not intended to define or limit the scope of any provision or article of these regulations. 2. GEMPJf L RULES AND MGULLTIONS 2.0 Authority - The Aviation Commission shall at all times have authority to take such action as may be necessary to safe- guard the public in attondanco at the Airport, 2.1 Operations - The Aviation Commission, either directly or through the airways traffic control center, may, suspend or restrict any or all operations without regard to wer,ther conditions tivhenever such action is deemed necessary in the interest of safety. 2.2 Additions - The Aviation Commission shall make such rules and regulations in addition to those herein provided, as shall be required in any emergency. 2.3 Aircraft - No person shall navigate any aircraft over, land upon or fly the same from, or service, maintain, or repair aT7,� aircraft on the Airport, or conduct any aircraft operations on or from the Airport otherwise than in conformity with the requirements horcin contained, those regulations established by the Civil Aeronautics Administration under the authority of the Civil Aeronautics Act of 1938, and any and all subsequent Civil Air Regulations revised or dmwndcd, 2.4 Air traffic rules - The air traffic rules as established under the authority of said Civil A eronautics Act of 1838 arc hereby adopted by reference and made a part hereof a s though they were fully contained heroin. 2.5 Conduct of business - (a) Commerical use - No person shall use the Airport as a base or terminal for the carrying on of commerical aviation, or the carrying of passengers, freight, express or mail, or for student flying, communications, or other commoriccl or private purpose of transportation without first securing a permit of the Augusta Aviation Commission and paying the fees and charges prescribed for such privilodges, the use of the Airport, its facilities, and for service rendered. (b) Concessions - No person shall engage in the sole of refreshments or any other commodity, gasoline, oil, etc., or of service or solicit funds from the public on the Airport for any purpose or post, distribute or display suns, advertisements, hand - bills, circulars, printed or written matter at the y Airport except with the written approval of the Aug?Ast': Aviation Conunission and in the manner proscribed by the $ • Airport I' ^n ^:der and upon payment of the rates and charges prescribcd or the ntLtcs specifically -greed upon by and between the Augusta Aviation Conmission and such person for such use. y 2.6 Roads, walks, ramps, t,r.xiways, runwa - No person. shall use the roads, walks, ramps, taxiw--ys, or ruznAr ^_ys in such a manner as to obstruct their proper use. M 2.7 Admission to buildings - No person except employees of the Department of Aviation shall cntcr the hangars, transformer P vault, or any 'storage room in the hangar lean -to, except in cases of an emergency. This shall include any other d s Airport Buildings or structure not loasod or used in common with the general public. 2.8 Records Every company or organization operating at the Airport shall maintain an up -to -date file containing the name, address, telephone number, and occupation of all a employees, pilots, and ownarn Hof aircraft based on its • premises. This information shall be available to the Augusta Aviation Commission on request. 2.9 Construction alterations, etc. - No person shall do any construction, alteration work or electrical wiring in or • to any existing hangar or building on the Airport without first securing written permission from the Augusta Aviation Commission. Z.10 Dogs - No person shell enter the Terminal Building with dog or other animal, except a seeing -eye dog, and dogs or other animals brought upon the Airport promises must be restrained by a leash or confined in such a manner as to be under control at all times. 2.11 Lost Articles - Any person finding lost articles shall deposit them in the office of the Airport Manager. 2.12 Ialfunctions - The malfunctioning of any Airport equip- ment or building; shall be reported to the operations agent and /or the office of the Airport Manager, and to no pAroorl or agency in an Offort to have sages corrected. 3. 1 =H ICLLS AND I'C BIL:I "'QUIPT7,NT 3.0 General - No person shall operate any motor equipment on the Airport except in safe and reasonable manner. 3.1 Ramps and Aprons - I•io person shall operate any motor equipment on the apron of the Terminal Building or the transit aircraft apron in front of the hangar except the following: ** (a) Persons utilitizing automotive equipment to actually service an aircraft. (b) Airport maintenance crews engaged in official duties. (e) Gasoline or service trucks based on the Airport and operated by the Airlines or Airport Service Crews. ** Person utilitizing the aprons under this condition must receive approval fro~. the Tower before entering aprons. 3.2 Landing areas - No person except Civil Aeronautics Administration personnel in official Government vehicles, and official Airport vehicles shall be operated on the landing areas of the Airport. Persons operating official vehicles on the landing areas of the Airport shall receive permission from the Tower prior to entering the landing area. Drivers of official vehicles shall be thoroughly familiar with the prescribed light signals and shall carry out in every detail instructions issued by the Tower. 3.3 Control - All motor vehicles and mobile equipment shall be operated so as to be under the safe control of their drivers at all times taking into consideration existin'm traffic and road conditions. 3.4 Speed, etc. - All motor vehicles and mobile equipment shall be operated in strict compliance with posted traffic signs and in no case at a speed in excess of 30 mph. 3.5 Accidents - All accidents and - witnesses thereto in which a motor vehicle or mobile equipment is involved shall be reported promptly to the Operations Agent or the Office of the Airport Manager. 3.6 Parking - Vehicles and e shall not be parked on the Airport other than in a manner and at locations indicated by posted traffic sigizs, and under no conditions are automobiles to be parked in the cargo service area south of tho Terminal Building except when loading or unloading cargo or other materials related to the handling of cargo or shipments by by air. 3.7 Intoxication - No person under the influence if liquor or narcotic drugs shall operate a motor vehicle or mobile equipment on the Airport. 3.8 Repair of automobiles - No person ©hdIM be pertdttUd tab" make repairs to an automobile on the Airport, except emergency repairs necessary to get the automobile to a garage or other - wiszo off the Airport. Washing of automobiles shall not be permitted under any conditions. This docs not include airport maintenance equipment -and airline service trucks. 4. RULES OF CONDUCT - 4.0 Disorderly conduct - No person shall commit any disorderly, obscene, or indecent act or commit any nuisance of the Airport. 4.1 Gambling - No person shall engage in, or conduct gambling in any form or operate gambling devices anywhere on the Airport. 4.2 Property damage - Any and all Airport property destroyed, injured or damaged by accident or otherwise, shall be paid for by the party or parties responsible for such destruction, injury, or damago thereto. 4.3 Firearms, explosives and inflammable material - No person except peace officers, duly authorized, and post office, Airport and air carrier employees or members of the armed forces of the United States on official duty shall carry any firearms, explosives, or inflammable materials in the Airport without the written permission of the Augusta Aviation Commission. 4.4 Sanitation (a) No person shall dispose of garbage, papers, or refuse or other material on the Airport except in the receptacles provided for that purpose. (b) No person shall use a comfort station other than in a proper and sanitary manner and shall not cor iit any nuisance in said areas 4.5 $su of'sRamps:.:.apd Aprons No persons shall be permitted to loiter or otherwise Vn air craft aprcns a.id ramps unless earring out duties pertaining to the servio:ing of aircraft or equipment and when going and coming from aircraft when riding as a passengers 5. FIR^ I:AZARM 5.0 Smo - No person shall smoke on the Passenger Apron, in the hangars, or in any other area on the Airport in violation of posted "No Smoking" signs, and in no case at a distance less than 50 feet from any aircraft or storage area for inflammable materials. 5.1 Cleaning airtraft - No person shall use inflammable volatile liquids in the cleaning of aircraft, aircraft engines, propellers, and appliances or accessories unless such cleaning operations are conducted in open ai:r, o.r in a room specifically set aside for that purpose, whidh room shall be properly ventilated, fire- proofed, and equipped with adequate and readily accessible fire extinquishing appartus. "Danger" - TTo Smoking" signs are to be posted at such areas, observing a minimum distance of 50 feet. 5.2 Open Flame operations - No person shall conduct any open flames operations in any hangar or part thereof or any place on the Airport unless specifically authorized by the Augusta Aviation Commission. 5.3 Storage - No person shall store or stock material or equip- ment in such a manner as to constitute a fire hazard. 5.4 Storage of inflarunable material - No person shall keep, store or discard any inflammable liquids, gases, signal flares or other sir:ilar material in the hangars or in any other building on the Airport; provided, that such r%:terials may be kept in aircraft in the proper receptacles in- stalled in the aircraft for such prrposes or in rooms or areas specificr.11y approvod for such storago by the Airport Yianagor. 5.5 Lubricating oils - Yo person shell keep or store lubricat- ing oils in or +:bout the hangars; provided, that such natcrial - r -1 y be kept in aircraft in the proper receptacles installed in the aircraft for such purpose or in containers provided with suitable draw -off devices* 5.6 Waste Lessees of hangars and other buildings shall pro:. vide'suitable metal receptacles with self - closing covers for the storage of oily wastes, rags, and other rubbish. All such w,stes shall be removed by the lessee, daily. 547 Cleaning fluids - No person shall use volatile inflar..miable substances for cleaning floors in the hangars or in other buildings on the Airport. 5.8 Floor care - All lessees on the Airport shall keep the floors of the hangars and hnngar and Terminal aprons, pits, and areas adjacent thereto, leased by then! respectively, free and clear of oil, grease, rubbish and other infla.m- ruble materials. 5.9 Do ping - "Doping" processes shall be conducted only in designated and properly designed fireproofed and ventilated rooms or buildings in which all illumination, wiring, heat- ing, ventilation equipment, switches, outlets, and fixtures shall be spark- proof. No person shall enter or work in ing'' processes are being conducted a "dope" room while "dop unless such person wears spc..rk -proof shoes. 5.10 Fire equipment - No person shall remove or cause to be removed from its holder, container, reel, or bracket any equipment or device used in fire prevention except in case of emergency or fire. In any event,� equipment shall not be taken from any hangar or building for standby use by any person or for any use other than that for which it is intended without permission from the Operations Agent on duty. 5.11 Obstructions - All fire doors, har_Tar doors, sprinkler risers, fire boxes, fire hydrants and pits, hose boxes, and all fire fighting apparatus shall be kept clear of obstructions at all times. 5.12 Elirination of fire hazards - When the Augusta Aviation Com- mission has in writing notified or requested any lessee, tenant, or other person on the Airport to correct or eliminate any fire hazard on the Airport for which such lessee, tenant, or other person is responsible, such lessee, tenant, or other person shall correct or eliminate such hazard in the manner and within the time prescribed in the written notification or request received by him:, 6. AIRCRAFT OPERATIONS 6.0 Airport property - All persons having entered upon the Airport property shall be governed by the rules and regulations herein prescribed, and by instructions of the Augusta Aviation Commission relative to the use or occupation of a ny part of the Airport property. 6.1 Business or commerical activity - No person shall engage in any business or commerical activity of any nature whatsoever on the Airport except in conformace with the require*sent of the Augusta Aviation Commission and under such terms and conditions as it may prescri"Do. 6.2 CAA air traffic rules - The Air Traffic Rules as established by the Civil Aeronautics Administration and currently in effect, or as subsequently revised or anonded, are hereby a adopted by reference and ride a part of these rules as fully as if the sa-C and c; and all of then were set forth herein. 6.3 Operation of aircraft - 2To person shall navigate any aircraft, or conduct any aircraft ope.raticns on or from the Airport otherwise than in conformity with current, or as subsequently revised or amended, and Civil Aeronautics rules and regu- lations establishcd under Federal Administration Authority and regulations contained herein. 6.4 Radio and.brakes - No aircraft, either locally based or making frequent local usage, shall be landed on or taken off from the Airport unless it is equipped with properly function- ing brakes that fire consistent with the safe operation of the aircraft and a properly functioning radio receiving set, capable of receiving instructions from the Tower in the Control Zone, the pilot of such aircraft having received permission from the Tower for such landing or take -off. The Chief Airport Traffic Cbntroller shall be the sole judge as to when non -radio equipped aircr ^.ft are Making frequent use of the Airport. 6.5 Tail s kids - No aircraft equipped with a tail skid shall land or take -off fron or be based on the Airport. 6.6 Aircraft storage and repair - Aircraft shall be stored or parked and in spaces designated for the purpose by the Tower. 6.7 Securing of unattended aircraft - No aircraft shall be left unattended on the Airport unless properly secured or within a hangar. Owners of such aircraft shall be held responsible for any damage resulting from failure to comply with this rule. Parking of aircraft No aircraft shall be parked or left unattended within 100 feet of the edge of any taxiway nor within 250 feet of any runway or on the Airline Apron except when parked for the purpose of loading or unload- ing cargo and passengers. 6.9 Waste and refuse - No person shall deposit, dump, cast, throw or leave any waste, garbage, papers, or other materi- als or refuse matter from any aircraft, upon the loading ramps, tfxiways, or grounds of the Airport. 6.10 Intoxicants, drugs, etc. - No pilot or other members of the crew of any aircraft in operation on the Airport, shall be under the influence of intoxicating liquor or habit - forming drugs, nor shall any person obviously under the influence of intox icating liquor or habit - forming drugs be permitted to board any aircraft except a medical patient under proper care or in case of an emergency: 6.11 Disabled aircraft - Aircraft owners, their agent or pilot, shall be responsible for the prompt disposal of disabled aircraft and parts thereof on the Airport unless required or directed to delay such action pending an investigation of an accident. 6.12 Full control of aircraft required - Following a landing or prior to take -off and while taxiing, the pilot shall assure himself that there is no danger of collision with other aircraft taking -off, landing, or taxiing. All aircraft shall be taxied under full control at reasonable speeds. 6.13 Taxiing into or ou t of hangars - Aircraft shall not be taxied into or out of hangars under any circumstances. 6.14 Starting, running and warmi of engines - No aircraft engine shall be started or tun unless a competent operator shall be attending the controls. Chocks shall always be r,' placed in front of the main landing wheels before starting the engine or engines, unless the aircraft is equipped with adequate locking brakes. Under no circus -istances is any aircraft engine or engines to be started or run at a distance less than 50 foot from any hangar or building or inside of any hangar or building. Aircraft shall be started and warmed up only in areas designated for such purpose by the Tower. Engines shall not be operated in such a position that hangars, shops, or other buildings, or spectators or automobiles or other aircraft shall bo in the path of propeller wash. 6.15 Proper consent and authority required - No person shall take or use any aircraft, aircraft parts, instruments or tools thereof owned, controlled, or operated by any other person while such aircraft, aircraft parts, instruments or tools are stored, housed, or otherwise left on the Airport or within its hangars or buildings without the written consent of the owner or operator thereof, or satisfactory evidence of the right to do so duly presented to the Attendant in charge. 6.16 Accident reports - Witnesses of and participants in any accident on or within the Airport shall make a full report thereof to the Tower- soon aftor the accident as possible, together with their names and addresses. 6.17 Dzmage to Airport property - Any and all Airport property destroyed, injured, or damaged by accident or otherwise, shall be paid for by the party or parties responsible for such destruction, - injury or danage thereto. 6618 Glider operations - No glider or lighter than air operations shall take place from the Airport except in cases of criergency ar upon the' prior_ written approval of the Augusta Aviatibei Gcm=ission, T. AIR TRAFFIC REGULATIONS 7.0 Traffic pattern - Traffic patterns for the Airport shall be standard left hand traffic on all runways. (See drawing). Traffic altitude shall be 1000 for heavy aircraft and 600f for light aircraft, unless otherwise specified by the Tower. 7.1 Departing aircraft - All departing aircraft shall establish radio contact with the Tower prior to taxiing. Pilots of aircraft not radio equipped shall call or visit the Tower and receive instructions prior to leaving the aprons preparatory to taxiing or taking -off. 7.2 Taxi Patterns - All aircraft shall use taxiways for entering or leaving runways only. All pilots shall stop their aircraft 100 feet from the runways or taxiways at intersections unless clearance from the Towerrhas been given beyond the intersection. 7.3 Holding - All pilots shall park their aircraft at least 100 feet from the runway to check engines and shall park in such a position; to see the Tower and full view of traffic. 7.4 Leaving tr affic pattern - No turns shall be made after tape -off until the boundry of the Airport has-been reached and a vertical altitude of 400 feet has boon attained. 7.5 Tactical approaches - All 360 degree tactical approaches are prohibited except with prior approval by the Tower, and then tactical approach shall be made in the prescribed manner and the initial approach shall be made at a minimum altitude of 1000 feet. 7.6 Public nuisance - Pilots will not operate aircraft over residential or heavily congested areas except when:. proceeding on course. Under no circumstances are aircraft to be operated over these areas in a manner as to create a nuisance or hazard. 7;7 Light signals - The following are light signals that will be used when controlling traffic of aircraft not equipped with radio. The portable traffic control light shall be the means of producing said signals. CAUTION. 9.8 Acknowledgen of light signals - When pilots of aircraft whose aircraft is not equipped with radio, receive light signals iron the Tower, thoy shall acknowledge in the Following manner. A. WHEN? ON THE GROUND - MOVE AILERONS OR RUDDER. B. WHEN INT THE AIR - ROCK WINTGS. C. AT NIGHT - BY BLINKKING NAVIGATION LIGHTS, LANDING LIGHTS OR ROCKINTG WINGS. 7.9 Acknowledgment of radio signals - Pilots of aircraft whose aircraft is not equipped with transmitter and have radio receivor only, shall acknowledge in the following runner. AT NIGHT - BY BLIt KING NAVIGATION LIGHTS, LANDING LIGHTS OR ROCXIPTG'IuINGS. 7.10 Tako off and landing' - All take -offs and landings shall be made from the paved runways only and in the direction designated by the Tower, and shall clear all roads on or off the Airport by a vertical distance of at least 50 feet, and prior to e.ro:;utin a landing or take -off proper clearance shall co received fro :. -t the Tower. 7.11 Aerobatics - No aircraft shall be flown within the Airport Traffic Control Zone in maneuvers other than those required in nor - , Ml routine operation. 7,12 Saf ety - Pilots operating aircraft to and from the Airport shall at all ti -7es do so in such a manner as to insure the naxi.n -I'm of safety to all property and the general public. In tho e?°r.nt the Tower or Augusta Aviation Commission has reason to believe that aircraft have been operated within the control zone in a :a<anner that is not deemed in the best interest of the r;enoral public, then the Augusta Aviation Comaission shall exercise its rights as proscribed in Section 11 hereof. 8. AIRCRUT F UELING AND DLFUELIMG $.0 .Prohibited while running engines - No aircraft shall be fueled or drained of fuel while the engine or engines are running or while such aircraft is in a hangar or enclosed space. 8.1 Smoking prohibited - No smoking shall be permitted *ithin 50 feet of the aireraftts fuel tanks while the aircraft is being fueled or being drained of fuel. 8.2 Operating electrical switches prohibited - No person shall operate any radio transmitterror receiver, or switch electrical appliances off or on in any aircraft during fueling or draining of fuel. 8.3 Grounding of electrical potential required - During fuel- ing, the aircraft and the fuel dispensing apparatus shall both be grounded to a point or points of zero electrical potential. 8.4 Prevent over - Persons engaged in the fueling an3d draining of njrer�_-.ft shall exercise care to prevent overflow of fuel. 8 Attendant reouired when assen ers in cabin - No passenger or passengers shall be permitted in any aircraft during fueling or draining of fuel unless an attendant is present at or near the cabin door. 8.6 Only essential r &ftt0 ermitted - Only personnel engaged in the fueling, maintenance, and operation of a n aircraft shall be permitted within 50 feet of fuel tanks of such aircraft during and such operation, except as provided in Section 8.5 above. 8.7 Static spark material prohibited - No person shall use any *materials during fueling or draining of fuel from aircraft, which is likely to cause a static discharlmo. 8.8 Adequate fire extinquishers - Adequate fire extenquishers shall be within ready reach of personnel engaged in fueling and draining operations. 8.9 Prohibited when gasoline on ground No person shall start the engine of any aircraft when there is gasoline on the ground under such aircraft. 8.10 Maintenance of equipment - Fueling hoses and draining equipment shall be maintained in a safe, sound and non- leaking condition at all times,. 8.11 Grounding device - All hoses, funnels and appurtenances used in fueling and draining operations shall be equipped with a grounding device to prevent ignition of volatile liquids. 8.12 At least 50 feet fron building The fueling and draining of aircraft shall be conducted at least 50 feet from any hangar or other building. 8.13 Smoking prohibited - No smoking shall be permitted within 50 feet of any fuel carrier when not in motion or when it is being utilized for fuel or draining of fuel from aircraft. 9. AIRPORT LIABILITY - The Augusta Aviation Commission, its agents or employees shall not be liable for loss, damage, or injury to person or property arising from accident, incident, or mishap of any nature whatsoever and /or from any cause whatsoever to any individual, aircraft, or property, occurring on the Airport or in the use of any of the Airport facilities. 10. CONDITIONS - The permission granted by the Augusta Aviation Commission, to use the said Airport and its facilities, shall be at all times conditioned upon the assup-ption of full responsibility thereof by every person exercising or taking advantage of such permission. It shall be further condition thereof that each person, as a consideration for the use of said Airport and its facilities, shall at all ti- -ies release, hold harmless, and indemnify the Augusta Aviation Commission and /or its agent and employees from any and all responsibility, liability, loss, or damage resulting to any such person, or caused by or on his behalf, and incident to the manner in which the Airport is operated, constructed, maintained, or served from within or without. The use of said Airport by any person for any purpose, or the paying, of any fees therefor, or the operation of aircraft thereon, shall be in itself an acknowledgment that such persons accept such privileges on the conditions herein set forth. All airline operators, pilots, coimerical operators, or other persons shall use the Bush Field Airport at their oz ^m risk; and in case of failure of field lights or any other municipally -owned equiplent, the City of Augusta will not assume the responsibility. 11. PENALTIES - Any person operating or handling any aircraft, operating any vehicle, equipment, or apparatus or using the Airport, or any of its facilities in violation to any of these rules and regulations contained herein, or refusing the comply therewith, may be pror!ptly removed from the Airport by or under the authority of Augusta Aviation Corinission and such person :,ay be deprived of and refused the further use of the Airport and its facilities for such length of ti?*le as nay be required to insure the safe—guarding of the same and the public and its interests therein.
