Interested parties were asked by the Chief Judge of the Circuit to submit potential projects and the Plan/Funding proposals developed from those requests. Given more time, future efforts will include a needs analysis, in depth discussions, and formal planning procedures. 4. What evaluation criteria did the planning group use to establish project priorities? e After discussion of the projects, an apportionment of the available grant funds was proposed to include an amount for every project. 6. As stated earlier, future efforts will not be as hastily assembled. Absent funding deadlines, we propose to examine the impact of a needs analysis assessment. How does the plan and associated projects benefit the overall judicial circuit? . e The majority of the projects are technology infrastructure related. The concerted efforts of the participants ofthe JDX Project are made possible by the addition of software/hardware in the lower courts. The remaining items deal with treatment court allocations and lowering the jail populations. All of these projects are circuit related and will result in collective improvements. 9. Many criminal justice agencies across the country rely on records management software to organize and track vast amounts of information. These agencies work together and share vital information eyery day. However, because the computer systems they rely on, do not communicate with each other, the information exchange that happens is slow and prone to error. How will you address the problem? The goal of the proposed project is to launch an initiative to enhance public safety through more efficient and expedited justice services in our circuit. We believe that is possible through the alignment of process across justice organizations at county level and circuit level and the use of data sharing modeling as defined by the Justice Information Exchange Modeling (JIEM) Standards set forth by the Bureau of Justice Assistance (BJA). Grant funds are being sought to implement the technology needed to ensure information exchange in support of the Pre-Disposition Process Group as defined by the JIEM Standards. This will include all court events leading to trial and disposition. Even though this process is intended to begin with the filing of criminal charges, and to conclude with the final disposition of the case, we believe that the implementation will be enriched if the data integration begins from the issuance of the warrant event. Amongst others the project define will include: - Training in JIEM and NIEM Methodology and Standards for Criminal Justice Organizations in the three counties - Analysis of the current processes using the JIEM methodology to ensure that the core mission of the Criminal Justice Agencies in the circuit is proactively met once the exchanges are in place. - Analysis of the underlying processes, technologies and tools that need to be in place in order to have a successful data sharing operational initiative. This may include but is not limited to hiring personnel to bring case information into the various local systems and supporting case management implementations on key organizations such as the city police departments and sheriff organizations. 10 . How will you demonstrate the steps you are taking are successful? The scope for Phase 1 of the proposed initiative aims to jumpstart the integration of the justice organizations in Augusta Circuit by laying down the infrastructure that will enable data sharing and the implementation of the data exchanges needed to support the warrant, indictment and disposition events. The first step will be the hiring a project manager that will be able to support the initiative across counties and city jurisdictions, and will be responsible for the implementation process. . ." Planning The first phase of this project planning, requirements gathering, and cost analysis. The objectives of this activity are to develop the requirements and technical specifications for this project and the associated costs. In addition, a realistic work plan for the project will be developed in conjunction with all agencies involved. This phase will include training for team members in the Justice Information Exchange Modeling (JIEM) tool as well as National Information Exchange Model Standards for Data Sharing. Execution The second phase of this project will involve all the technical work and system testing necessary to set up the data connections and exchanges between all the agencies involved with this project for the functional areas to be addressed. The third activity includes full customer acceptance testing of the products and implementation of all changes. Based on the requirement analysis phase this may entail partly fund core systems that may need to be in place to ensure the success of the initiative. Closing The third phase of this project will encompass all activities required to transition the operations of the solution to the operational components at the various counties and agencies, this include but is not limited to system administration, documentation and training of additional staff. 11 . . .! Circuit Name: Augusta Unified Circuit Plan Individual Project Description Problem and Solution Information Project Number: 2 Project Name: Veteran's Treatment Court What problem are you addressing? The proposed program is an enhancement of the Augusta Judicial Circuit Drug Court by establishing a Veteran's Treatment Court component. Specifically, this component presents an opportunity to help veterans in trouble with the law on drug or drug related offenses because often veterans do not address their treatment needs for physical and psychological health care. This proposal contemplates the employment of a Veteran Mentor Coordinator/Drug Court case manager, and the purchase of reagents and consumables for drug testing equipment purchased/provided by the State of Georgia. With coordination and collaboration of local law enforcement, prosecutors, the courts, public defenders, probation personnel, the Charlie Norwood VA Hospital, Wounded Warrior Care Project, the American Legion, Champions Made From Adversity, and other treatment providers, the Court will provide a means to successfully habilitate veterans by diverting them from the traditional criminal justice system and providing them with the tools they need to lead a productive and law abiding life through treatment, rehabilitative programming, reinforcement, and judicial monitoring. The program seeks to find the veterans with problems, offer them assistance, assess their needs, manage their case and help them solve their problems. We hope to identify and provide resources for the veterans such as substance abuse, alcoholism, and mental health treatment coupled with academic/vocational skills improvement, while actually assistina with residential, outpatient and/or transitional services leadina to iob placement and retention. How will you address the problem? The proposed Augusta Judicial Circuit Veteran's Treatment Court will establish a specialized criminal court docket involving veterans charged with typically felony or misdemeanor non-violent criminal offense(s), by diverting eligible veteran-defendants with substance dependency and/or mental illness. The court substitutes a treatment problem solving model for traditional court processing. Veterans are identified through specialized screening and assessments, and voluntarily participate in a judicially supervised treatment plan that a team of court staff, veteran health care professionals, veteran peer mentors, health care professionals and mental health professionals develop. The vast majority of treatment services will be provided by the Charlie Norwood Veterans Hospital at little or no cost to the participant or the program. At regular staffing meetings treatment plans and other conditions are periodically reviewed for appropriateness, incentives are offered to reward adherence to court conditions, and sanctions for non-adherence are handed down. Completion of program is defined according to specific criteria. Upon admission to Veteran's Treatment Court, the court staff and mentors will attempt to assist the veteran with an array of stabilization and other services, such as emergency financial assistance, mental health/trauma counseling, employment and skills training assistance, temporary housing, advocacy, and other referral services. The Augusta Judicial Circuit has seen an increase in crime due to the economic recession which has, in turn, resulted in an increased number of crime victims and an increased demand for our services. The Augusta Judicial Circuit operates under the case assignment system. Our office has five trial court teams, each with assigned prosecutors and investigators. Each team should have an assigned victim advocate to properly carry out the rights afforded by the Crime Victims Bill of Rights; however, we do not have enough victim advocates to do so. Currently, we only have three full-time victim advocates which requires two of them to be assigned to two Judges each. They experience frequent conflicts with simultaneous court proceedings and often have to prioritize which victims will receive their attention and services. An additional victim advocate would ensure that our Program is able to effectively and efficiently afford ALL crime victims the rights that they are so entitled. How will you address the problem? The new victim advocate position will be assigned to a trial team to alleviate the work load of one of the other advocates. This will enable our Program to better provide direct services to crime victims within our community. This advocate will be responsible for walking each victim in his/her assigned caseload through the criminal justice process from start to finish. This will include notification of all court proceedings, court accompaniment, personal advocacy, and any other services as needed. This advocate will serve as the liaison between the prosecutors and the victims. How will you demonstrate the steps you are taking are successful? Our Program will be able to demonstrate that the addition of a victim advocate will address the problem at hand by the numbers of crime victims served and the number of services rendered. In addition, our Program will administer satisfaction surveys to all crime victims who are provided direct services. In order to become part of the Augusta Circuit JDX Projects these components must be operational. In addition to the JDX project the automation of these processes will enhance the operation of the Magistrate Court and result in increased efficiency, prompt data retrieval, and the adoption of modern business practices for the Court. The transition from a manual system to an automated case management system should support the following activities: indexing, docketing, notice preparation, court scheduling and calendar preparation, Magistrate Court statistical report generation and interaction with the county automated fiscal system. How will you address the problem? The Superior and State Courts of Augusta-Richmond County use ICON software. This proposal envisions the purchase and installation of the Magistrate Court Modules from ICON Software to make it compatible with other software packages being run in the Courts. This purchase will allow for the implementation of the activities listed above. Included in the contract price is training for Magistrate Court staff and judges. The cost associated with detention of persons awaiting arraignment can be reduced with the scheduling of more arraignment hearings. Jail overcrowding should be reduced. How will you address the problem? The Augusta Judicial Circuit has three resident Senior (retired) Superior Court Judges. The proposal utilizes this resource to schedule additional arraignment days to clear the county jails. The Augusta Circuit has a State paid position that will become vacant on August 31,2009. This proposal is seeking the retention of funds to employ a law assistant for the Superior Court of the Augusta Circuit to enhance the efficiency and operation of the Court. Research law assistants are vital in disposition of criminal cases. How will you address the problem? The Court will employ a law assistant with funds made available through this grant.
