TERMINAL ACCESS ROADWAY EXTENSION PROJECT: BUSH FIELD AIRPORT
(Project Title)
This AMENDMENT 3A adds the construction contract administration, construction inspection
and quality assurance testing to the previously approved Work Authorization No.3 for the construction
of the Terminal Access Roadway Extension Project at Bush Field Airport.
A - DESCRIPTION OF ASSIGNMENTS:
1. The CONSULTANT shall provide Construction Phase services in accordance with Exhibit "C",
SECTION I, Paragraph E of the MASTER AGREEMENT.
2. The CONSULTANT shall provide full time Resident Project Representative, in accordance with
Exhibit "E" of the MASTER AGREEMENT.
3. The CONSULTANT shall provide construction engineering and quality assurance testing
services during construction to assure that the work conforms to the requirements of the contract
documents. These services will be performed by a qualified laboratory, as shown in Attachment
4.
B - ESTIMATED TIME SCHEDULE:
The services described in Section A above, to be performed for a period of 164 consecutive
calendar qays from the date of the Gontractor's official Notice-to-Proceed. Services required beyond this
164 calendar days, with the exception of Final Inspection, Project Close-out and Record Drawing
. preparation, will be provided and cost of which may be deducted from Contractor's progress payment
as provided for in Article 3.3 of the Owner / Contractor Agreement. .
C - ESTIMATED COST OF SERVICES:
The CONSULT ANT shall be paid the following:

1. For Construction Phase services as outlined in Section A above, the OWNER shall pay
the CONSULTANT the lump sum fee of Twenty Seven Thousand Two Hundred and
Twenty Four Dollars and No Cents ($27.224.00) as determined by Attachment 2.
2. For Resident Project Representative services as outlined in Section A above, the
OWNER shall pay the CONSULTANT on the basis of actual cost plus fixed payment
of $8.350.00 with a maximum not-to-exceed limit of Sixty Four Thousand One
Hundred Dollars and No Cents ($64.100.00) as determined by Attachment 3.
3. For Construction Engineering and Quality Assurance Testing services as outlined in
Section A above, the OWNER shall pay the CONSULTANT for the direct cost of the
Subconsultant plus a lump sum administrative fee of $2.250.00 with a maximum not-to-
exceed limit of Twenty Four Thousand Seven Hundred and Fifty Dollars and No.
Cents $24.750.00) as determined by Attachments 3 and 4.
Agreed as to scope of services, time schedule, and budget.

Dear Mark:
We appreciate the opportunity to provide engineering and testing services during construction of
the loop road extension at Bush Field Airport in Augusta, Georgia.
The loop road extension will involve placement of about. 4,000 cubic yards of fill material,
placement of about 725 cubic yards of crushed aggregate base course material, and placement of
about 1000 tons of asphaltic concrete. In addition, concrete will be placed as road dividers and
curbing and a new toll plaza will be constructed. For the total project, site grading is expected to
take 2 to 3 weeks and paving is expected to take 4 to 5 days.
A portion of the project requires that a Disadvantaged Business Enterprise (DBE) be involved in
the quality assurance testing and engineering services. The portion of the project that is AlP
eligible includes:

We propose that Wilmer Engineering, Inc. provide these services under our guidance. Wilmer
Engineering's prop,osal is attached.
The portion of the project that is not AlP eligible includes:
· An entranceway to be constructed through the median of the existing entrance road at the end
of the proposed loop road extension.
. The proposed toll plaza.
We are familiar with site conditions for this project having recently performed an on-site
. ..subsurface exploration reported as S&ME Project Number 1611-98-097 dated June 10,.1998.
SCOPE OF SERVICES
Wilmer Engineering will perform the following services related to site preparation and asphalt
paving operations on an on-call basis. S&ME will perform the following services for the non-
AlP-eligible portion of the work, and S&ME may help perform these services for Wilmer
Engineering, if or when Wilmer Engineering requires assistance.
Fill I Soil Testing (P - 152)
Examine exposed subgrade and observe proofrolling.
.Monitor undercutting of unsuitable soils.
Perform laboratory Proctor, gradation, and Atterberg limits tests of proposed fill material.
Conduct field density tests of fill material.
Concrete Sampling I Testing (P - 610)
Sample and test plastic concrete for slump, air content, and temperature.
Cast 6 inch by 12 inch cylinder specimens for testing.
Cure, test, and report concrete specimens.

Asphalt (P - 403) / Base Testing cst - 305)
Perform laboratory Proctor and gradation tests of aggregate base course material.
Conduct field density tests of base material.
Conduct thickness measurements of compacted, in-place base material.
Perform laboratory tests to measure the asphalt content, air voids, gradation, and Marshall
stability of asphaltic concrete paving materials.
Obtain core samples of compacted, in-place asphalt from the contractor to test in-place
density, and measure asphalt thickness.
Field reports will be prepared by Wilmer's technicians daily, and by S&ME's technicians on
days when we visit the project. A summary report containing the testing and monitoring reports
will be provided after our field work is completed. Environmental assessment, sampling of
water, geologic hazards, air quality and noise impacts are excluded from this work.
BUDGET
We propose to perform our services for the unit rates shown on the attached Fee Schedule. We
will send you an invoice every four weeks for the services provided. We have attached a
spreadsheet with an itemized breakdown of estimated costs for our service~ on this project. The
AlP-eligible and the AIP-non-eligible portions are considered separately on the attached
estimate. We estimate a total budget of $22,500 for the services described above. Wilmer
Engineering's budget will account for approximately $18,003 of this total, and is broken down
on the attached Wilmer Engineering's proposal dated October 7, 1998. S&ME's budget will
account for the remaining amount: S&ME's cost breakdown is shown on the attached Cost
Estimate Sheet. We will not exceed the budgeted amount without approval by the LP A project
manager.

Work Scope
WET is toprovide fielc! earth work services including verification of stripping and undercutting und
density testing of compacteQ fill and ~E~e stone. WEI will also provide asphalt plant inspection and
Lesting during placement of asphalt at the rOQdwa}l$l und parking areas.

Cost
Compensation for our services will be on a unit rate basis in i1ccordance with l.ht:: flttached fee
sched~,de. Based llpon the c:lescribed work: scope and the applicable unit rates, we eslimate the cost
ofthis work will be $1 &,000. We suggest this amount be established as a budget tor our work. We
will not exceed thjs buclget withuut your prior wriUen authorization. If unexpected conditions are
encountered where additional testing may be in the owner's best interest, we wiU contact you for
