SERVICE DELIVERY AREA EIGHT (SDA 8)
Mission Statement:
In accordance with Section 2. of the Job Training Partnership Act
(JTPA), the mission of the Richmond/Burke Service Delivery Area is
to establish programs to prepare youth and adults facing serious
barriers to employment for participation in the labor force by
providing job training and other services that will result in
increased employment and earnings, increased educational and
occupational skills and decreased welfare dependency, thereby
improving the quality of the workforce and enhancing the
productivity and competitiveness of eligible residents.
Identification of cities and counties within the qeoqraphic
boundaries of the SDA:
Service Delivery Area 8 will comprise Augusta-Richmond County,
Georgia and the municipalities of Blythe, and Hephzibah and Burke
County, Georgia and the municipalities of Girard, Keysville,
Midville, Sardis and Waynesboro.
Identification of Local Elected Officials:
The Local Elected Officials of the Richmond/Burke Service Delivery
Area 8 are the Chairman-Mayor of the Augusta-Richmond County
Commission-Council, the Vice Chairman Mayor Pro Tempore of the
Augusta-Richmond County Commission-Council, and the Chairman of the
Board of Commissioners of Burke County and the Mayors of each
municipality.
Selection of Chief Elected Officials for SDA 8:
By majority consent of the Lpcal Elected Officials of SDA 8, the
Chief Elected Officials of Service Delivery Are~ 8 shall be the
Chairman-Mayor of the Augusta~Richmond County Commission-Council,
the Vice Chairman Mayor Pro Tempore of the Augusta-Richmond County
Commission-Council and the Chairman of the Burke County Board of
Commissioners.
Each Chief Elected Official may designate an alternate
representative who shall be an elected official to serve in their
capacity. The alternate shall have the same authority as the Chief
Elected Official when serving in that capacity.
The Mayor-Chairman of the Augusta-Richmond County Commission-
Council shall be the Chairman of the Chief Elected Officials. The

Chairman will preside at all meetings of the Chief Elected
Officials, shall have signatory powers for submission of the Job
Training Plan, and shall execute all agreements on behalf of the
Chief Elected Officials. A majority of Chief Elected Officials
present will constitute a quorum for the purpose of holding a Chief
Elected Officials' meeting.
Establishment of the Private Industrv Council:
The Local Elected Officials of Service Delivery Area 8 in
accordance with Section 102. (a) of the JTPA hereby set forth the
following requirements for the establishment of a Private Industry
Council for Service Delivery 8:
Membership Size
In accordance with Section 102. (e), the initial number of
members of the Private Industry Council shall be twenty-five
(25) representatives to include 13 members from the private
sector (a minimum of 51%) and 12 members from the public
sector (a maximum of 49%). Thereafter the number of members
shall be determined by the Private Industry Council for
Service Delivery Area 8 with concurrence of the Local Elected
Officials.
Initial Composition
There shall be 13 Private Sector Representatives to include
nine (9) from Richmond County and four (4) from Burke County.
Private Sector Representatives shall be owners of business
concerns, chief executives or chief operating officers of
nongovernmental employers, or other private sector executives
who have substantial management or policy responsibilities.
There shall be 12 Public Sector Representatives to include the
following: education agencies (3) - one Augusta-Richmond, one
Burke, one post-secondary; vocational rehabilitation (1);
public assistance (2) one Augusta-Richmond, one Burke;
economic development (1); public employment service (1);
community based organizations (3) - one Augusta-Richmond, one
Burke, one representing both counties; organized labor (1).
Organized labor and community based organizations must
constitute at least 15% of the total council membership.
Nomination Process
Nominations for the Private Industry Council shall be secured
as follows:
Private Sector
The number of nominations submitted for the private sector

shall be at least 150% of the number of individuals to be
appointed. Private sector representatives shall be selected
from among individuals nominated by the Metro Augusta Chamber
of Commerce and the Burke County Chamber of Commerce after
consulting with and receiving recommendations from other
business organizations in the Service Delivery Area. Whenever
possible at least half of such business and industry
representatives shall be representatives of small business
including minority business and should reasonably represent
the industrial and demographic composition of the business
community.
A slate of nominations will be consolidated and presented to
the Chief Elected Officials by the Metro Augusta Chamber of
Commerce. The Chief Elected Officials shall determine those
nominees who best represent the private sector requirements
and will appoint members to the Private Industry Council.
Public Sector
The education representatives shall be selected from among
individuals nominated by regional or local educational
agencies, vocational education institutions, institutions of
higher education (including entities offering adult education)
or general organizations of such institutions within Service
Delivery Area 8.
The representative from organized labor shall be selected from
individuals recommended by recognized State and local
federations. If the State or local labor federation fails to
nominate a sufficient number of individuals to meet the labor
representation requirement, an individual worker may be
included on the council to complete the labor representation.
Representatives from private non-profit community-based
organizations will be solicited from area private non-profit
organizations which are representative of the communities of
Augusta-Richmond and Burke Counties or significant segments of
the communities and which provide job training services,
agencies serving youth (e. g. Girls Inc. and Boys Club),
agencies serving individuals with disabilities (e.g. East
Georgia Easter Seal Society), including disabled veterans
(e.g. Southeastern Paralyzed Veterans Association), agencies
serving displaced homemakers, union-related organizations,
employer-related nonprofit organizations (e.g. CSRA Business
League, Inc.), and organizations serving nonreservation
Indians as well as tribal governments and Native Alaskan
groups.
The remaining members shall be selected from individuals
recommended by interested organizations.

Officials by the Administrative Entity. The Chief Elected
Officials shall determine those nominees who best represent
public sector requirements and shall appoint members to the
Private Industry Council.
Terms of Office
Initial appointments shall be eight (8) members (four
public/four private) for a one year term, eight (8) members
(four public/four private) for a two year term and nine (9)
members (four public/five private) for a three year term.
Those members of the Private Industry Council serving as of
the date of this Agreement shall continue the terms for which
they were originally appointed. Those initially appointed for
2-year terms shall have their terms end on June 30, 1996.
Thereafter, all terms of appointment shall be for three (3)
years and start on July 1st and end on June 30th.
Vacancies occurring during the term of any appointed member
shall be filled using, the nomination process described under
Nomination Process above. Such vacancies shall be filled
within sixty (60) days.
Chairperson
The Chairperson of the Private Industry Council shall be
elected by the members of the Private Industry Council. The
Chairperson shall be elected from among the private sector
representatives. The Chairperson will preside at all meetings
of the Private Industry Council, shall have signatory powers
for submission of the Job Training Plan and shall execute all
agreements on behalf of the Private Industry Council.
Establishment of the Richmond/Burke Job Traininq Authoritv:
Pursuant to the agreement dated , as amended hereby,
there shall be a Richmond/Burke Job Training Authority established
by the Chief Elected Officials with concurrence of the Private
Industry Council. The purpose of the Authority is to serve as a
public organization to administer and operate Job Training
Partnership Programs under the Job Training Partnership Act and
other related federal, state and local initiatives and activities.
The Authority shall be governed by a Board of Directors consisting
of the Chief Elected Officials or their representatives and five
(5) Private Industry Council members appointed by the Chief Elected
Officials. Initial appointment shall be one member for one year,
two members for two years and two members for three years. Those
members serving as of the date of this Amended Agreement shall
continue to serve the terms for which they were originally

appointed. Thereafter, all terms of appointment shall be for three
(3) years and start on July 1st and end on June 30th.
The Chief Elected Officials will make every effort to maintain a
racially balanced Board.
Board members shall serve without compensation provided that all
members shall be reimbursed for actual expenses necessarily
incurred in the performance of their duties.
The Authority shall make rules and regulations for its own
administration and operation.
The Authority shall appoint an Executive Director for a term not to
exceed three (3) years. The Executive Director shall serve as
Secretary to the Board. The initial appointment made on March 15,
1994 shall continue until June 30, 1997. Thereafter all terms of
appointment shall take effect July 1st.
Liability:
The Chief Elected Officials will assume ultimate responsibility for
activities carried out in Service Delivery Area 8 to include
repayment of disallowed costs. The allocation of cost among
Augusta-Richmond County and Burke County for any disallowed cost
shall be determined by the Chief Elected Officials.
To ensure that there is a minimum of non-Federal (JTPA) assets to
cover potential liabilities associated with the JTPA program,
Augusta-Richmond County and Burke County shall designate non-JTPA
funds of an amount equal to a minimum of 1/2 of 1% of the approved
grant amount. The method of determining each county's share will
be determined by the Chief Elected Officials.
Term of Aqreement:
This agreement and the contents contained herein shall take effect
upon adoption and shall automatically renew on July 1st for
additional one year terms unless otherwise modified, amended, or
superseded by an affirmative majority vote of the Local Elected
Officials for the purpose of accommodating changes in local
circumstances and/or in the Job Training Partnership Act.
Procedure to Amend the Aqreement:
Any Local Elected Official may make a written request, at least
sixty (60) days prior to the renewal term of the agreement, to the
Mayor-Chairman of the Augusta-Richmond County Commission-Council to
amend the agreement. An affirmative majority vote of the Local
Elected Officials is required to amend the agreement.

IN WITNESS WHEREOF, the parties hereto have caused these presents
to be executed in their capacity as set forth herein, this 24th day

KEY PROVISIONS
* Mission To establish programs to prepare youth and
adults facing barriers to employment for participation in
the labor market.
* The Local Elected Officials for SDA 8 are the Mayor-
Chairman and Vice-Chairman of the Augusta-Richmond County
Commission-Council and the Chairman of the Board of
Commissioners of Burke County and the Mayors of the
cities of Blythe, Hephzibah, Girard, Keysville, Midville,
Sardis and Waynesboro.
* The Chief Elected Officials (CEOs) for SDA 8 are the
Mayor-Chairman and Vice-Chairman and the Chairman of the
Board of Commissioners of Burke County. The CEO may
designate an alternate to serve in his/her capacity.
* The Chairman of the CEOs is the Mayor-Chairman of the
Augusta-Richmond County Commission-Council.
* The Private Industry Council (PIC) is established with
twenty-five (25) members - thirteen (13) from the private
sector and twelve (12) from the public sector. The
agreement also identifies the composition within each
sector, the nomination process, terms of office and PIC
Chairperson requirements.
* The agreement establishes a Richmond/Burke Job Training
Authority to serve as a public organization to administer
and operate Job Training Partnership Programs.

consisting of the CEOs (three members) and
members who will be appointed by the CEOs for
staggered terms.

Unified Plan (grant that goes to the State). Under this
arrangement the CEOs for the SDA would assume ultimate

development and oversight for administration and
management systems to include personnel administration,
financial manaqement (financial reporting, cash
management, checks, staff payrolls, participant payments,
property management, purchasing and financial audits),
procurement and contractinq, monitoring systems
(monitoring reports, financial monitoring, performance
monitoring, lower tier subrecipient/participant
interviews), intake and eliqibility systems (recruitment,
intake, eligibility determination, assessment, selection
and placement)
* The Authority will appoint an Executive Director to
oversee the day to day administration of the program.
* The PIC will have total responsibility for provision of
policy and program development and oversight for proqram
development (employer/client needs assessment, program
design, service delivery system, establishing youth and
adult competency levels, establishing guidelines for the
level of skills to be provided in occupational skills
programs, coordination and linkages), Request for
Proposal/Solicitation Processes, Proposal Evaluation and
Selection Processes, Monitorinq Oversiqht (internal
monitoring (administrative systems review), service
provider monitoring, SDA Performance Oversiqht
(achievement of performance standards and financial
expenditure report review of Administrative
Entity/Contractor expenditure rates)
* The above arranqement must have the concurrence of the
PIC to desiqnate the Richmond/Burke Job Traininq
Authority as the JTPA Grant Recipient, Administrative
Entity and Preparer of the Unified Plan.

Dear Lena:
I enclose herewith an amended Local Elected Officials
Agreement for consideration by the Augusta-Richmond County
Commission-Council. Prior to consolidation, the Mayor of the City
of Augusta and the Chairman of the Board of Commissioners, or their
designee, were identified as the Local Elected Officials and
selected as the Chief Elected Officials under this agreement. I
have amended to provide that these positions would be filled by the
Mayor and Mayor Pro Tem of Augusta-Richmond County,
Under the amended agreement, I have replaced these
references to the Mayor of Augusta to the Mayor-Chairman of
Augusta-Richmond County and the Mayor Pro Tem/Vice-Chairman of the
Augusta-Richmond County Commission~Council,
please place on the agenda for the May 7 meeting for
their consideration.
