A qualified preservation consultant will be hired to conduct the third installment of fieldwork, photographs and produce a
phase three survey report of the existing historic resources located in the Harrisburg-West End Historic District. City
personnel will assist with GIS map creation and manipulation. Volunteers will continue be needed to assist the consultant
with entry of survey data into Georgia's Natural, Archaeological, and Historic Resources Geographic Information System
(NAHRGIS) and assist with Sanborn Map and City Directory research. An advisory committee will include city
employees, members of the Augusta-Richmond County Historic Preservation Commission and other interested parties and
a consultant will be hired for the third phase and monitor progress and review the final materials.

4. PROJECT INFORMATION:
Project Name: Historic Resources Survey of Harrisburg-West End Historic District - Phase 3
Project Location: Harrisburg-West End Historic District, Augusta, Georgia, phase 3 is located in one large area roughly
bound by Eve Street on the east, Gardner Street on the North, Heckle Street on the South, and Beaufort Road on the
west. A narrow corridor is also included in phase 3 which is roughly bound by Eve Street on the east, Greene Street on
the north, the eastern half of the block between Tubman Street and Milledge Road, and Hicks Street on the south. A
Harrisburg-West End Historic District Map - phase 3 survey area shaded in orange, is provided.

5. PROJECT DESCRIPTION:
Describe the project and the activities that will take place to complete the project. Indicate the standards or procedures
that will be followed and the specific products resulting from the project.
The purpose of the third phase of this project is to complete a historic resources survey for a portion of the Harrisburg-
West End Historic District which is Augusta's mill village. There are two key areas to be surveyed for phase 3 and there
are approximately 630 contributing and non-contributing properties within the defined areas. The project is a multi-year
project and if fully funded, this current survey would complete the final phase. The National Register of Historic Places
nomination completed in 1990 identified 1,187 contributing and 392 non-contributing properties within the entire district
boundary.
A qualified consultant will be hired to conduct a historic resources survey of the project area. An architectural
description of each resource, its age, history, setting, location and significance will be recorded. The information will be
entered on-line using the Department of Natural Resources Historic Preservation Division's Natural, Archaeological and
Historic Resources Geographical Information Services (NAHRGIS) program. Two or more digital photographs will be
taken of each property depending on its complexity and importance. The survey will conform to Historic Preservation
Division standards as outlined in their Historic Resources Survey Manual.
A survey report will be submitted by the consultant. The survey report will include the following as outlined by the
Historic Preservation Division on their website:
1. A description of the project, including how the survey was funded, who sponsored it, the name of the surveyor, and a
clear statement of the boundaries of the area surveyed.
2. Survey results, including the total number of surveyed resources, broken into categories for rural sites, towns, and
cities. Previous surveys should be named.
3. A brief developmental history of the area, including how the area reflects distinctive aspects of Georgia's history.
4. An architectural analysis, including the main building types, local architectural character, some general observations,
and local eccentricities.
Hard copies ofthe survey map and the NAHRGIS forms for each property will be provided by the consultant along with
the report at the conclusion of the project.
6. PROGRAMMATIC CRITERIA QUESTIONS:
Describe how this project meets the 5 programmatic questions in the scoring criteria for this project type, whether it is a
structural survey, national register nomination or local designation, archaeological survey, preservation planning, or
information & education.
Structural Survey
1. Does the survey involve an area experiencing or expecting increased development pressure?
Development is taking place along the boundaries of the Harrisburg-West End Historic District. The Salvation Army is
breaking ground in early February 2010 to build their Kroc Center along the northern boundary. The Medical College of
Georgia and other medical entities continue to expand and encroach along the western side of the district. The
Summerville Historic District, Augusta Downtown Historic District, and the Augusta Canal Industrial District all continue
to thrive and experience revitalization.
2. Does the project area lack an existing surveyor does its existing survey document less than 50% ofthe total potential
surveyed properties?
A windshield survey was completed in 1990 when the district was nominated for the National Register of Historic Places.
There are many discrepancies between what was documented and what is existing due to the age of the nomination. A
complete historic resources survey is needed as development and revitalization are taking place within the district.
3. Will the survey be followed by a district, multiple property or thematic National Register nomination?
The Harrisburg-West End Historic District is a National Register district. After the third phase of the survey is complete,
the National Register nomination may be updated or revised in consultation with the Georgia Historic Preservation
Division.
4. Will the survey be used for planning purposes or other preservation activities (designation, land use planning, Main
Street, etc.)?
This historic resources survey will be used by the Augusta-Richmond County Planning Commission, Augusta-Richmond
County Historic Preservation Commission, Augusta Downtown Development Authority, Historic Augusta, Inc., and the
Harrisburg-West End Neighborhood Association and others to better evaluate the district for land use, economic
development, tourism opportunities, housing rehabilitation, and urban neighborhood revitalization. In addition, it will be
an important research tool for the community.
5. Is the survey county wide, or does it complete a county wide survey?
This survey is not county wide, but it will be an addition to the other surveys that have been completed throughout
Richmond County.
7. PUBLIC PARTICIPATION:
A. Describe how the public will be involved in the project or informed about the project, if applicable:
During phase 3 of this survey, the public will be updated on all progress during the monthly Historic Preservation
Commission meetings, Harrisburg-West End Neighborhood Association meetings, press releases and in Historic
Augusta's newsletter.
B. If information, documents, printed or audio/visual materials are to be produced during this project, how many
copies will be produced? How will they be used? How widely distributed will the materials be? Will there be a
charge for them?
Hard copies of the survey map, the NAHRGIS forms for each property, and the survey report will be sent to the DNR
Historic Preservation Division, the Augusta-Richmond County Planning Commission and Historic Augusta, Inc. A copy
of the survey report will be sent to the Augusta-Richmond County Historic Preservation Commission and the Harrisburg-
West End Neighborhood Association. No fee will be charged for the distribution of these materials to the groups listed.
The historic resources survey will be used in order to evaluate the district for land use, economic development, tourism,
housing rehabilitation, and neighborhood revitalization. The city is currently exploring a way to link the survey data to
current property records on-line.
C. Describe the role the local historic preservation commission will play in the project (conduct the project, review
drafts, serve on project task force, etc.)
The Augusta-Richmond County Historic Preservation Commission members will serve on the advisory committee to hire
the consultant, monitor the progress, and review the final materials. The Historic Preservation Commission will also
update the general public about the progress and the results of the project as needed during their scheduled montWy
meetings.
8. PROJECT IMPACT:
A. Does this project meet stated preservation goals within a local, regional or statewide plan? Explain.
There are goals and strategies that meet local, regional, and statewide preservation plans that will be met by completing
the third phase of this survey. On the local level, the preservation plan of 1991 identified needs for local preservation
stating establish procedures for ongoing identification, nomination, and protection of historic resources. Develop
strategies for preserving and enhancing historical neighborhoods. A goal of the Augusta- Richmond County
Comprehensive Preservation Plan of 2008 is to update and consolidate local historic resources surveys. Regional goals
are met through issues addressed in the "Central Savannah River Area Regional Plan 2005-2025" and is listed as the need
to complete historic resources surveys. State goals are met through the "Georgia's State Historic Preservation Plan 2007-
2011: Building a Preservation Ethic" as preserve Georgia's historic resources. Under this goal, and objective to identifY
and evaluate historic resources and facilitate dissemination of information about them for planning and education
purposes.
B. Why is this project needed at this time?
A historic resources survey is needed at this time in the Harrisburg-West End Historic District as the neighborhood is
threatened by physical deterioration, neglect, disinvestment, and a lack of owner-occupied residences. The area is
plagued by poor maintenance and was identified by Historic Augusta, Inc., as an Endangered Property for its 2008 list.
With the continued sprawl of the medical community and the new construction of the Salvation Army's Kroc Center, it is
feared that the historical integrity and the architectural elements of this mill community will be lost or altered beyond
recognition. This historic resources survey will enable the documentation of the neighborhood as it appears this day and
identify the significant features and preserve the district. The Augusta Downtown Development Authority has expanded
its boundaries to include the Harrisburg-West End Historic District in order to expand its scope of services.
C. Would the project be completed if HPF grant funding is not provided? Explain.
The survey could not be completed without the HPF grant funding for this third phase. The Historic Preservation
Commission is an appointed, volunteer board that does not have a working budget. The staff of the Planning Commission
donates their time and efforts to work on behalf of the Commission. The Planning Commission, Historic Augusta, Inc.,
and the Augusta Downtown Development Authority do not have the funds to finance this project.
D Would partial funding from HPD allow for a successful result? Explain.
Partial funding from the HPD would allow for a successful result, although the area that would be surveyed would be
limited due to the funds available.
E. Is there demonstrated local support for this project from 1) the local preservation commission (required); 2)
local citizens; 3) local historical/preservation organizations; 4) local government 5) others? Explain and attach
evidence of support.
Letters of support enclosed with this application are from the City of Augusta, Augusta-Richmond County Historic
Preservation Commission, Augusta-Richmond County Planning Commission, the Harrisburg-West End Neighborhood
Association and Historic Augusta, Inc. The City of Augusta, the Augusta-Richmond County Historic Preservation
Commission, the Augusta-Richmond County Planning Commission and members of the Harrisburg-West End
Neighborhood Association will also support the project with in-kind donations of labor by people serving as project
manager, financial manager and on the project advisory committee as well as other volunteer support. The Augusta-
Richmond County Planning Commission has also committed a cash donation to the project.

Historic Preservation Fund Grant for Certified Local Governments in order to conduct Phase 3 of a
Historic Resources Survey ofthe Harrisburg-West End Historic District.
The Harrisburg-West End Historic District is a significant part of Augusta's milling history. It's
proximity to the Augusta Canal and the development of that industrial area makes is a significant
historical resource as an area that can be revitalized through investment and owner-occupied residences.
The city of Augusta is eager to see the neighborhood rejuvenated and is looking forward to continuing the
Historic Resources Survey with the support of many local partners. Phase 3 will complete the entire
neighborhood survey and we are eager to review the findings of the contributing and non-contributing
properties.

This letter is written in support of the application of the City of Augusta for a Certified
Local Government grant in the upcoming 2010 round. We continue to work closely with
the city on addressing ideas that reflect current needs and concur that the proposal is of
high priority. This application is the third in the three part plan to complete a historic
resources survey in the Harrisburg-West End Historic District in Augusta.
The original evaluation of the neighborhood is now nearly 20 years old and we are eager
to see the entire neighborhood survey complete. We continue to work, along with
several other groups, on stabilizing this important historic neighborhood on multiple
fronts. We continue to explore preservation and rehabilitation through private
investment and the complete survey will enable our staff and many others to have a
current and accurate inventory of the historic structures and resources found there.
With the new Kroc Center being built by the Salvation Army in Harrisburg-West End
neighborhood, we are hopeful that the impact for investment will be positive and of
great interest, leading to more preservation in the area.
The size of the Harrisburg-West End Historic District required that it be surveyed in
three phases. The area selected for Phase Three will address development issues in the
area that is nearest to the Summerville Historic District and across from a new potential
historic district, tentatively called Woodlawn.

We look forward to working on this project as a part of the overall plan to address the
needs in Harrisburg-West End.
