SUBJECT: Final AHEDD Recommendation - Timely Expenditure of CDBG Funds

FINAL RECOMMENDATION: On Tuesday, November 1, 2005, The Augusta Commission
ratified a list of expenditures and reprogramming of funds designed to meet the HUD
performance threshold for timely expenditure of CDBG funds. In the days since the Commission
first approved the changes, AHEDD staff has been doing due diligence work with regard to the
proposed projects. This has involved collecting additional background information on proposed
new projects, the review of applicable program regulations, meetings with project sponsors, and
phone conversations with BUD officials. We have also discovered that the in order to comply
with the City's Citizen Participation Policy for the CDBG program, a 30-day public review and
comment period on the proposed changes is necessary.
Based on these facts and the ongoing due diligence work, AHEDD recommends that the original
list of approved projects be amended to include only the three projects in the following table.

The reasons fo~ recommending this amended list of expenditures include the following:
1. Time being of the essence, the recommended list is limited to proj ects that are eligible
acquisition and public facility projects that have no feasibility questions outstanding and
for which CDBG funds can be expended as soon as the 30-day public comment period
expIres.
2. Reimbursing the City for the full amount of CDBG administrative costs ($461,064) can
be done right away, and is not subject to the 30-day public review and comment period.
These expenses are already an approved line item in the department's 2005 budget.
3. The recommended list does not include additional expenditures for public services. This
minimizes the possibility that public service expenditures for the year will exceed the
15% cap.
4. The total of these expenditures, $1,440,064, represents 84% ofthe estimated funds
($1,719,184) that need to be spent down.
You will note that we have omitted the following projects from the list approved by the Augusta
Commission. They are all worthwhile projects and deserve further consideration for funding. We
are recommending that they be deleted from the list because there are either a number of
feasibility issues and questions outstanding, as is the case with Care Management, Inc., represent
ineligible items, or because they represent public service expenditures that will push total public
service expenses over the 15% cap.
. Care Management Consultants, Inc. - $475,000 to acquire the "Crosscreek Shopping
Center" at 2439 Peach Orchard Road (comer Bungalow Road). Improvements on the
4.24-acre parcel of land include a 29,320 square foot commercial building and a surface
parking lot. CMC has a sales contract pending to purchase the property for $475,000
from the seller, Nancy G. Holmes.
CMC proposes to establish a "Comer of Care" that would initially house the CMC offices
and their programs for the frail elderly and disabled. The primary CMC programs include
the Care Place - information regarding home care of the elderly and disabled and
availability of escorts; Care Express - transportation for the elderly and disabled; and
Care Institute of Technology - computer training for the elderly, disabled and older
workers. CMC would eventually establish an "incubator concept which will be housing
for smaller agencies at an affordable rate with the availability of technical and secretarial
support. "
. Weed and Seed Program - $85,000 for equipment and fumishings for the Weed and
Seed Program serving the Barton Village neighborhood.
. City of Augusta - $200,000 for equipment, computers, and vans for use at public parks
and by non-profit organizations, and to pay for a new security system and carpeting at 81.
John's Towers. Note that the funding for the improvements at St. John's Towers
remains on the recommended list of projects.
