ANO NOTICE TO PUBLIC OF REQUEST FOR RElEASE OF FUNDS
AUGUSTA-RICHMOND COUNTY, GEORGIA
HOUSING AND NEIGHBORHOOD DEVELOPMENT DEPARTMENT

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

On or about (uecember 1, 2001). Augusta.Richmond County will request Ihe U,S, Ii""
Department of Housing and Urban Development (HUD) to release Federal funds for i>,
the following project:
PROJECT NAME: Apple Valley Recreational Park
PURPOSE/ACTIVITIES: Construction of a new public recreational park,
LOCATION: Apple Valley Subdivision - On Marvin Griffin Road between Winesap
Way and Pippin Road,
FINDING OF NO SIGNIFICANT IMPACT (FONSI)
It has been determined that such request for release of funds will not constitute an
action significantly affecting the quality or the human environment and. accordingly.
Augusta-Richmond County has decided not to prepare an Environmental Impact
Statement under the National Environmental Policy Act of'1969 (P,L, 9,.,90).
The reasons for such decision not to prepare such Statement are as follows: The
Environmental Assessment prepared for the project revealed that the project activities
will not significantly affect the qualily 6f the human environment.
An Environmental Review Record respecting the proposed project had been made by
Augusta-Richmond County which documents the environmental review of lITe project
and more fully sets forth reasons why such Statement is not required, This
Environmental Record is on file at the Augusta-Richmond County Planning
Commission, 525 Telfair Street. Augusta. GA. 30901, and is available for public
examination and copying upon request between the hours of 8:30 A,M, and 5:00 PM..
Monday through Friday,
No further environmental review of such project is proposed to be conducted prior 10
the request for release of Federal funds.

All interested agencies, groups and persons disagreeing with this decision are invited
to submit written comments for consideration to the Augusta.Richmond County
Planning Commission, 525 Telfair Street, Augusta, GA 30901, Such wriaen
comments should be received at 525 Telfair Street. Augusta, GA 30901 no more than
fifteen (15) days after the publication of this notice. All such comments so received will
be considered and Augusta-Richmond County will not request the release, of Federal

NOTICE OF INTENTTO REQUEST RELEASE OF FUNDS (NOIIRROF)
At least one day after the termination of the public comment period for the FONSI, but
not before comments on'the FONSI have been considered and resolved, Augusta-
Richmond County will ask HUD 10 allow it to commit funds 10 this project. certifying
that (1) it has performed the environmental review prescribed by HUD regulations
C'Environmental Review Procedures for Title 1 Community Development Block Grant
Program" - 24 CFR part 58). and (2) the Certifying Officer. Bob Young, consents 10
accept the jurisdiction of the federal courts if an action is brought to enforce
responsibilities in relation to the environmental review or resulting decision-making
and action, The,legal effect of the certification is that by approving il. HUD will have
satisfied its responsibilities under the National Environmental Policy Act thus allowing
Augusta-Richmond County 10 commit Community Development Block Grant Funds' to
this project, '
HUD will accept objections to its appro~at of the release of funds and the certification
only if it is on one of the fOllowing bases: a) that the certification was not in fact
executed by the Certifying officer; or b) that applicant's Environmental Review Record
for the project indicated omission of a required decision, finding, or slep appflcable to
the project ,in the environmental review process. Objections must be prepared and
submitted in accordance with the required procedure (24 CFR Part 58) and may be,
addressed to HUD at the Georgia State Office. Environmental Team. 40 Marietta

HUD will not consider objection to the release of funds on basis other than Ihose
stated above, Absent valid objections, HUD will reieese the project sixteen (16) days
,after receiving the Request for Release of Funds from Augusta-Richmond County,
AUGUSTA-RICHMOND COUNTY COMMISSION
