MEMORANDUM OF UNDERSTANDING Neighborhood Enhancement Department 3653 Rome Way Augusta, Georgia Year 2006 Community Development Block Grant (CDBG) Program January 1,2006 - December 31,2006 This Memorandum of Understanding is for the purpose of establishing the responsibilities and requirements to be assumed by the Augusta-Richmond County Neighborhood Enhancement Department and the Augusta Housing and Economic Development Department in implementing the public service project as approved by the Augusta-Richmond County Commission as part of its Year 2006 Consolidated Action Plan. PROJECT DESCRIPTION The purpose of the Neighborhood Enhancement Department Project is to carry out serVice- oriented activities in the Barton Village neighborhood where the elderly, youth, and the low income population are at-risk, due to crime, poor living conditions, and community decay. The mission is to provide GED and Computer Classes, a Summer Camp Program and an After-School Tutorial Program. The targeted population is the low income persons and the elderly. GRANT FUNDS Funding for this Project has been approved by the Augusta-Richmond County Commission and the U.S. Department of Housing and Urban Development in the amount of$10,000. Community Development Block Grant funds will be used for the salary of the Computer Instructor and Tutorial Instructor. The Subrecipient shall maintain records documenting clients as low-income, according to the standards of the U.S. Department of Housing and Urban Development. Files for each client shall contain, but is not restricted to, income data, income verification, application for services, record of services provided, fees charged for services, if any, attendance records and student progress evaluations. In addition, the Subrecipient shall attach a list of all program participants with each quarterly and annual report and a transportation trip log. PROJECT ACTIVITIES Services to be provided will. support employment, and educational assistance projects. More specifically, the proj ects to be carried out during this reporting period consist of the following: · After-School Tutorial Program - The hours of operation for this program are 3 :30-6:30 p.m. four (4) days a week. It is estimated that approximately 50 low income youth will be provided services. This program will operate from the Neighborhood Enhancement Department at 3653 Rome Way. 1 ;'1 r. · Computer Literacy Program - Instruction in computer skills will be provided to assist low income adults in gaining marketable skills and assist community kids with their homework. Classes will be provided (4) four days a week. The hours of operation are 10:00 a.m. - 1:00 p.rn. Approximately 36 low income persons will be provided computer instruction. This program will' operate from the Neighborhood Enhancement Department at 3653 Rome Way. . . The Neighborhood Enhancement Department has agreed to administer the "Project" as follows: I. Comply with the Community Development Block Grant regulations as set forth at 24 CFR Part 570. 2. Comply with the procurement policies of Augusta-Richmond County and the U.S. Department of Housing and Urban Development procurements procedures specified at 24 CFR 85.36 of the "Administrative Requirements for Grants and Cooperative Agreements to State, Local and Federally Recognized Indian Tribal Govemments." 3. Adhere to equal opportunity in the provision of services. No persons may be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity receiving Federal financial assistance on the basis of race, color, religion, gender, sexual orientation, national origin, age, or disability. 4. Facility shall be accessible to persons with physical disabilities. The Augusta Housing and Economic Development Department responsibilities are as follows: 1. Review and authorize reimbursement requests. 2. Monitor project for compliance with regulations and agreement. 3. Report to the U.S. Department of Housing and Urban Development statistics on the number of persons provided services or participating in activities at the facility.
