Reprogrammed Funds
This Memorandum of Understanding is for the purpose of establishing the responsibilities and
requirements to be assumed by the Augusta-Richmond County License and Inspection
Department and the Housing and Community Development Department in implementing the
Clearance and Demolition Project as approved by the Augusta-Richmond County Commission
on July 10, 2007.
1. PROJECT DESCRIPTION
The Project will be identified as the "Clearance and Demolition Program". This project will
focus on the identification, demolition and clearance of unsafe and uninhabitable properties and
overgrown/vacant lots with delinquent property taxes. The ARC License and Inspection
Department will identify and demolish unsafe and uninhabitable structures. Once said structures
. ~: :have-been demolished, lots will be donated. to' the' Augusta-Richmond County Land Bank
Authority. The ARC Land Bank will make the properties available to Community Housing
Development Organizations (CHDOs), private investors and other developers to facilitate the
construction of new affordable housing for low income persons. The Land Bank will sell the
properties to CHDOs or other developers at a reasonable value; the goal being to construct
affordable housing and create a revolving fund for reinvestment into this program. The purchase
price of the tax sale properties will cover the delinquent property taxes and all costs incurred by
the License and Inspection Department for demolition and clearance. The portion of the
purchase price that covers the demolition and clearance costs will be deposited into the
"demolition revenue account" that will continue to be used for the demolition of unsafe
structures.
2. ELIGIBILITY OF PROJECT
This project is eligible in accordance with Community Development Block Grant (CDBG)
regulations at 24 CFR 570.201 (d) "Clearance Activities".
3. NATIONAL OBJECTIVE
In accordance with CDBG regulations, each project funded must fulfill a national objective of
the CDBG Program. Therefore, the national objective this project will fulfill is the provision of
affordable housing to low and moderate income persons according to the standards of the U.S.
Department of Housing and Urban Department.

4. GRANT FUNDS
Funding for this Project has been approved by the Augusta-Richmond County Commission and
the U.S. Department of Housing and Urban Development as noted below:

CDBG funds will specifically be used for payment of costs related to the clearance and
demolition of structures and other administrative-related expenses.
5. TERM OF AGREEMENT
Services for this project shall commence on July 10, 2007 and be undertaken and completed in
such sequence as to assure the expeditious completion of project activities. This Memorandum
of Understanding shall remain in effect until June 9, 2008, or until otherwise terminated.
6. BUDGET
Clearance, Demolition & other administrative-related costs
$108,067.22
7. PROCUREMENT
Procurement of construction shall be in accordance with the City's and Federal procurement
policies and procedures.
8. PROJECT ACTIVITIES
The Augusta-Richmond County License and Inspection Department and the Housing and
Community Development Department agree to jointly administer the "Project" as follows:
The Augusta-Richmond County License and Inspection Department will:
· Adhere to the CDBG regulations as set forth in 24 CFR Part 570.
· Maintain all records pertaining to the clearance/demolition of houses to include
but not limited to address of property and census tract.
· Follow each demolition of structure until houses are constructed, sold and
occupied by low income persons.
· Ensure income data and all relevant information is provided to the Housing and
Community Development Department quarterly until all funds are exhausted and
the National Objective has been fulfilled.

The Housing and Community Development Department will:
Prepare Environmental Assessment
Monitor project and authorize payment requests based on performance of work.
Provide Technical Assistance as required.
9. REPORTS
a. Progress Reports are due upon an annual basis until National Objective has been
fulfilled.
