Project (phase II) - 1200 Block of Florence Street Laney Walker Neighborhood, Augusta, GA Enclosed for execution by you and the Mayor is the Memorandum of Agreement (MOA) with the State Historic Preservation Officer (SHPO) for the referenced project. The SHPO recently signed and returned the MOA to me. Please return the MOA to me once it is signed. It will become a part of the Environmental Review Record for the project. MEMORANDUM OF AGREEMENT SUBMlTr~D TO THE ADVISORY COUNCIL ON mSTORIC PRESERVATION PURSUANT TO 36 CFR PART 800.6(a) WHEREAS, the City of Augusta, Georgia (City) has determined that the Antioch Ministries Project - Phase II will have an effect upon property located at 1214-16, 1218- 20, 1222-24, and 1221 Florence Street, properties eligible for listing in the National Register of Historic Places, and has consulted with the Georgia State Historic Preservation Officer (SHPO) pursuant to 36 CFR Part 800, regulations implementing Section 106 of the National Historic Preservation Act (16 U.S.C. 470f); and NOW, THEREFORE, the City of Augusta and the Georgia SHPO agree that the undertaking shall be implemented in accordance with the following stipulations in order to take into account the effect of the undertaking on historic properties. Stipulations The Augusta Housing and Neighborhood Development Department will ensure that the following measures are carried out: 1. Prior to project implementation the following residences will be photographically recorded to archival-quality standards using large-format, black-and-white photographs: ~ 1214-1216 Florence Street ~ 1218-1220 Florence Street ~ 1222-1224 Florence Street ~ 1221 Florence Street The photographs will include views of the interior and exterior of the residence. Interior views will be keyed to a floor plan and exterior views will be keyed to a site plan. The photos will also be indexed according to the subject, date photographed, photographer's name, and frame number. One set of the original prints and the photo negatives shall be submitted to the Georgia SHPO for acceptance and retention in its permanent records, and a second set shall be submitted to the Augusta-Richmond County Historic Preservation Commission for retention. The Advisory Council on Historic Preservation will be notified of the Georgia SHPO's acceptance prior to project implementation. 2. The design and specifications for new infill residences will be developed in consultation with the Georgia SHPO and submitted to the Georgia SHPO for approval. It is understood and agreed that infill house plans will be based on Plan #1136(Gethsemane) and Plan #1155 (Antioch - Alternate #2). This is to ...;. ... .j ensure that the project design for new construction is compatible with the historic and architectural qualities of the proposed Pine Street Historic District. 3. Prior to the demolition of the residence, the Augusta Housing and Neighborhood Development Department shall develop a plan for salvage and reuse of architectural elements (e.g. fireplace mantles, windows, doors) from property. The salvage plan shall be accepted by the Georgia SHPO prior to implementation by the Housing and Neighborhood Development Department. 4. The front setback of the new infill housing will be similar to the one for the existing houses. The Comprehensive Zoning Ordinance for Augusta- Richmond County requires that the front setback be equal to the average front setback on the block face.
