AMENDMENT #1 MEMORANDUM OF UNDERSTANDING (MOU) AUGUST A-RICHMOND COUNTY LICENSE AND INSPECTION DEPARTMENT 1815 Marvin Griffin Road Augusta, Georgia 30906 Years 2002, 2003, 2004 and 2005 Community Development Block Grant (CDBG) Program January 1, 2002 - December 31, 2005 This First Amendment to the Memorandum of Understanding is entered into by and between the AUGUSTA-RICHMOND COUNTY (ARC) LICENSE AND INSPECTION DEPARTMENT and the HOUSING AND ECONOMIC DEVELOPMENT DEPARTMENT on behalf of AUGUSTA, GEORGIA through the AUGUSTA-RICHMOND COUNTY COMMISSION. WHEREAS, the Housing and Economic Department entered into a Memorandum of Understanding with ARC License and Inspection Department for the term beginning January l, 2002 and ending December 31,2005, to undertake the Code Enforcement Program. A copy of said Memorandum of Understanding is attached as Exhibit 1 to this First Amendment; and WHEREAS, ARC License and Inspection Department was awarded the following Community Development Block Grant (CDBG) funds and said allocations are included in the Year 2002, 2003,2004 and 2005 Action Plans: Year Funded . Project # Amount 2002 02150/ 769 $110,148 2003 03150/ 896 $200,000 2004 04150/1029 $200,000 2005 05150/1173 $200,000 WHEREAS, ARC License and Inspection desires to use Year 2005 Code Enforcement funds in the amount of $200,000 for Clearance and Demolition activities in low income areas as approved by the Commission on October 4,2005. WHEREAS, the Commission on November 15, 2005, approved the reprogramming of$128,000 from Code Enforcement Year 2004 budget leaving a balance of $72,000. " err<<~c7/ MEMORANDUM OF UNDERSTANDING AUGUSTA-RICHMOND COUNTY LICENSE AND INSPECTION DEPARTMENT 1815 Marvin Griffin Road Augusta, Georgia 30906 Years 2002, 2003, 2004 and 2005 Community Development Block Grant (CDBG) Program January 1, 2002 - December 31, 2005 This Memorandum of Understanding is for the purpose of establishing the . responsibilities and requirements to be assumed by the Augusta-Richmond County License and Inspection Department and the Housing and Economic Development Department in implementing the Code Enforcement Project as approved by the Augusta-Richmond County Commission as part of its Annual Ac~ion Plans for Years 2002 through 2005. PROJECT DESCRIPTION The Project will be identified as the "Code Enforcement Program". This program will build on existing code enforcement efforts currently underway. The program will address nuisance and blighting conditions in targeted low income neighborhoods which will involve the identification and removal of unsafe and uninhabitable properties and blighted conditions. . Adhere to the CDBGregulations as set forth in 24 CFR Part 570. Ii! Adhere to AUg'llsta-Ricrill1ond County's rJring policy'. . Maintain all records pertaining to the inspections of houses to include but not limited to address of property, type code violation, neighborhood and census tract. . Provide Annual Reports that identify the property addresses, violation(s), neighborhoods and census tracts as noted above.
