Attached is a counter offer option in the amount of $40,000.00 for Tax Map 34-1, Parcel
316 (Tract "J"), on the Sand Hills Area Recreation Park Project. This is $7,500.00 above our
appraised offer of $32,500.00. Mrs. Cobbs was assisted in the negotiations by her brother, Promise
Cave, who has power of attorney. They had an appraisal done on February 5, 2002, for
$40,000.000, by Hemy B. Garrett, III, State Certification Number CR 000389. Mr. Cave, who was
speaking on behalf of Mrs. Cobbs, stated that they had the appraisal done to dete1111ine fair market
value, and thjs is their justification for the counter offer.
Since your office prepared the deeds for the first section oftrus project, we would appreciate
your assistance in preparing the deeds for this section. A title opinion for this parcel is attached.
