THE SALVATION ARMY, A GEORGIA CORPORATION
HOMELESSNESS PREVENTION AND RAPID RE-HODSING PROGRAM

This First Amendment to the Contract executed by and between the Parties on October 1, 2009, is made
and entered into on the 15th day of December 2009, by and between AUGUSTA, GEORGIA,
(hereinafter referred to as "GRANTEE"), and THE SALVATION ARMY, A GEORGIA
CORPORATION, (hereinafter referred to as "SUBRECIPIENT").
WHEREAS, GRANTEE desires to amend the ORIGINAL CONTRACT to allow for additional
funds to be used to serve persons at-risk of being homeless and persons who are homelessinaccordanee
with the HPR Program notice published March 19, 2009;
WHEREAS, GRANTEE has determined that this amendment 1S m its best interest and
SUB RECIPIENT agrees to said amendment;
NOW THEREFORE, it is mutually'understood and agreed by and between the undersigned
contracting parties to amend that previously executed agreement as follows:
(1)
Term II. PROJECT, Paragraph 1, is hereby deleted in its entirety and changed to read:
"The Grantee agrees to reimburse the Subrecipient in an amount not to exceed One Hundred Eighty
Thousand Dollars and no cents ($180,000.00) hereinafter the "Grant" to implement the following.
project(s): 'The Housing Stabilization Program".

Term IV. COMPENSATION, Paragraph 1, is hereby deleted in its entirety and changed to read:
It is expressly agreed and understood that the total amount to be paid by the Grantee under this
Agreement shall not exceed $180.000. Draw downs for the payment of eligible expenses shall be made
against the line item budgets specified herein and in accordance with performance.

Term VIII. D. ADMINISTATIVE REQUIREMENTS "Invoicing and. Payment Procedures" Paragraph 2, is
hereby deleted in its entirety and changed to read:
"Subrecipient is expected to request grant funds monthly according to schedule provided by
Grantee. 70 percent ($126,000) of grant funds must be drawn down by June 30, 2011, and 100

percent ($180,000) of the award must be drawn down by March 31, 2012. IfSubrecipient does not
meet the 70 percent goal, the balance of funds will be recaptured and reallocated."

Exhibit A, Section I, SCOPE OF SERVICES "Program Delivery", Paragraph 1, is hereby deleted in its
entirety and changed to read:
"The programs will operate at 1384 Greene Street, Augusta, Georgia, Monday through Friday from
8:00 a.m. to 5:00 p.m. Housing related services will be provided annually to 35 (hooseholds) eligible
program participants with incomes at or below 50% of the area median income."

Measures" is hereby deleted in its entirety and changed to read:
