Dear Lena:
I enclose herewith the original of a "Contract for Maintenance of Highways",
dated January 15, 2002, by and between DOT, Columbia County, and Augusta. This Contract
~as executed on behalf of Augusta on November 7, 2001. Please include this in the.City's
permanent records,
By carbon copy of this letter, I am forwarding a copy of the correspondence from
the DOT to Mayor Young, the Order of the Commissioner of The Georgia Department of
Transportation, temporarily designating sections of Walton Way Extensi,on and Davis Road as
temporary State Route 1056, and adding the 'projected alignment of Toucan Road temporarily to
the State Highway System as State Route 1 O~~T A.

hereinafter called the Department) and the Commissioners of Columbia and Augusta-Richmond

WHEREAS, the Counties have-been notified that sections of Pl~astult IIolll~nd Davis
oad (Richmond County Road 1505 and Columbia County Road 572) are being added to the
tate Highway System and will be temporarily designated as State Route 1056 until scheduled
mprovements are completed; and
WHEREAS, the Departm.ent and the Counties agree that it will be advantageous to all parties
ereto, as well as to the traveling public, for the Counties to continue to fully maintain, as
ppropriate, their respective sections of the aforementioned county roads (temporary State Route
1056) while these sections of roadway are temporarily on the State Highway System as well as
ftef. improvements are completed; and
WHEREAS, the parties hereto are acting under the authority of the Constitution of the State
f Georgia, Article IX, Section III, paragraph I (1983).
NOW THEREFORE, in consideration of the sum of One Dollar by each of the parties to the
ther in hand paid, the receipt whereof is hereby acknowledged, and the mutual covenants herein
ontained, the parties hereto agree as follows:

1) The Counties will continue to fully maintain, as may be required by law for county roads,
within their respective jurisdictions and within the limits of rights-of-way of the sections of
~ ~~s~lig~ 'i~ and Davis Road, while temporarily designated as State Route 1056.
Said sections of roadway are shown on the attached sketch map marked "Exhibit A" which
by reference is incorporated herein and made a part of this instrument for the purpose of
describing the roads to be maintained under this agreement.
2) To the extent authorized by law, the Counties agree to indemnify and hold harmless the
Department from all suits, claims for damages, or causes of action -brought on account of
the Counties' failure to perform those maintenance activities required by this contract as
associated with the aforementioned temporary State Route.
3) The Department agrees that these sections of roadway will remain on the State Highway
System and temporarily designated as State Route 1056 until the improvements are
completed, The Department shall provide written notice to the Counties as to the date that
temporary State Route 1056 is removed from the State Highway System and the date of
final termination of this contract.
IN \VITNESS WHEREOF, this instrument has been and is ex:ecuted on behalf of the
epartment by the Deputy Commissioner of the Department; and on behalf of Columbia and
ugusta-Richmond Counties by their Chairmen, they being duly authorized to do so by the
oards of Commissioners of said Counties.

Subject: 'Approved State Highway System Revisions in Columbia and Richmond
Counties: Temporary State Routes 1056 and l056T A (Davis Road Widening
Project)
Effective January 10,2002, State Highway System revisio~s were approved in Columbia and
Richmond Counties as described in the enclosed copy of an Order of the Commissioner of the
Georgia Department of Transportation 3296. In order to support preconstruction activities for
the subject project, this Order added sections of Walton Way Extension and Davis Road as
temporary State Route 1056. It also added projected alignment for Toucan Road temporarily
to the State Highway System as State Route 1056T A.
We appreciate Augusta/Richmond' County agreeing to accept maintenance responsibility for
the new alignment of Toucan Road (temporary State Route 1056T A) when it is constructed
and removed from the .State J?j,ghway '.system ,aI1df.'x~c!Jting the Contract. for Maintenance of
Highways 3296M. Also, We have enclosed an original copy of. the contract for your files.
You will be further notified when the'subject project is completed and the termination date of

ORDER OF THE COMMISSIONER
OF
THE GEORGIA DEPARTMENT OF TRANSPORTATION
TO THE COMMISSIONERS OF' COLUMBIA AND AUGUSTA-RICHMOND
COUNTIES,
WHEREAS, the Georgia Department of Transportation (hereinafter called the Department) is
planning to supportpreconstruction activities for the widening of Walton Way ExtensionlDavis
Road and the relocation of Toucan Road onto new alignment at its junction with Davis Road in
Columbia and Richmond Counties, under Project STP-7006(6); and
WHEREAS, to accommodate preconstruction activities for this project, it will be necessary to
temporarily add these sections of roadway, as shown on the attached sketch map, to the State
Highway System as temporary State Routes 1056 and 1056T A until construction is completed;
and
WHEREAS, Columbia and Augusta-Richmond Counties have executed a Contract for
Maintenance of Highways 3296M agreeing to continue to maintain Walton Way Extension and
Davis Road (Richmond County Road 1505 and Columbia County Road 572) while being
improved and after improvements are completed; and
WHEREAS, Augusta-Richmond County has executed a resolution agreeing to accept for
maintenance and as part of their local road system, the new alignment of Toucan Road (SR-
1056TA) when removed from the State Highway System:,
NOW THEREFORE, in the public interest, the Commissioner of the Georgia Department of
TranspOltation, under the authority vested in him pursuant to the laws of the State of Georgia,
does hereby order and direct that the State Highway System be revised as described in the
following paragraphs.
(1) Add to the State Highway System sections of Walton Way Extension and Davis Road
(Richmond County Road 1505 and Columbia County Road 572), to be temporarily
designated as State Route 1056 until Project STP-7006(6) is completed, beginning at its
junction with Skinner Mill Road (Richmond County Road 585) and extending in a
northerly direction to itsjunction with Washington Road (State Route 104).
Addition of 1.22 miles (1.96 km) in Richmond County,
Addition of 0.44 mile (0.71 km) in Columbia County,

(2) Acid to the State Highway System a section of projected alignment, to be temporarily
designated as State Route 1056T A until Project STP-7006(6) is completed, beginning at
its point of junction with Davis Road (Richmond County Road 1505) and extending
easterly to its point of junction with Toucan Road (Richmond County Road 1347) and
Ravenwood Drive (Richmond County 1318).,
Addition of approximately 0.12 mile (0.19 km) projected in Richmond County.
The foregoing descriptions are in conformity with sketch map 3296 and plans for Project STP-
7006(6); appearing in the General Office files of the Georgia Department of Transportation, of
which a copy of the sketch map is attached for reference,
