Murphy ~~reconstruction Engineer RE: Sand Ridge Storm Drainage Improvements File Reference: 87-056 ~ijS;l:A:I~jCNMQl\lct;OOt.lf1J7Y .AJWMi~s:r~Mefi:S)OT1l:J~ In response to your letter of July 9, 1997, we offer the fol'lowing information regarding questions from the Comptroller's office. 1) Whv was this omitted? Who did it? This project, as are all our projects, was put together to resolve a problem at the lowest practical cost to the taxpayers. We gave our design consultant a scope within which to work as we do with all our projects. During the design process we sometimes encounter conditions, etc. that causes us and/or our designer to alter the original scope. In this particular situation the project scope did not include a complete survey pr field investigation of the entire development. It was confined to an area where cons~derable erosion and silting was occur~ing since this was the most visible problem area and also the area called to our attention by local residents. Once an agreement with a consulting engineer is approved by the commission it is extremely difficult to significantly alter the work to be done by the consultant without going through a Change Order. At times I'm sure it appears otherwise but we constantly strive to avoid Change Orders unless there are no reasonable alternatives. This applies during both the design and the construction phases. As you can imagine no work day passes that we are not faced with working out some way to keep the design consultant and/or the construction contractors working without significantly altering their agreements with us. As you are aware we are not always successful. ...~; . "1:; i :- Mr. Charles R. "Randy" Oliver, Administrator July 15, 1997 Page 2 In this case no complaints had been received about water standing in these two existing ditches on our easement nor were these ditches included in the ~riginal scope of the design consultant's contract. During construction the effected property owners made their requests and we made the decision to extend the 18" and 36" storm drains to eliminate water standing in the yards on our easements. . As you can see these two pipe extensions were not inadvertently omitted but rather were never considered until the property owners complained. This also should answer the question of "Who did it?" 2) Are unit prices the same on both oriqinal and Chanqe Order? All items of work in the Change Order that were in the original contract have identical unit prices. We were able to negotiate this although the original project is completed, including extending the existing 18" and 36" storm drain pipes, and the proposed work to resolve the severe erosion and drainage problem is in a different location although it is in the same vicinity. 3) Who all has inspected? The site of the proposed work to resolve the severe drainage and erosion problem has been inspected by Robert Oliver, Chief Sediment and Soil Erosion Control Supervisor, Jack Murphy, Preconstruct ion Engineer, Robert Clements, Assistant Preconstruct ion Engineer and Jim Wall, County Attorney. As a result of these inspections Mr. Wall advised us to proceed with a solution to this problem to avoid litigation since, in the opinions of all the above, the responsibility for this problem obviously was Augusta- Richmond County's. The sites for extending the existing 18" and 36" storm drain pipes were inspected by Jack Murphy, Preconstruction Engineer, Robert Clements, Assistant Preconstruct ion Engineer and Carl Tankersley, Construction Inspector. 4) Show plat and ~ictures: The plats for easements are on file in the Right of Way Acquisition office at 1815 Marvin Griffin Road. '~.... .... - '- - '': The last page of our original submission for this change'order includes a detailed breakdown on all items of work that are covered by this Change Order request. There are three (3) items identified by an asterisk which represent items that were included as an overrun of the original contract. The remaining 14 items are to accomplish the work to resolve the .drainage and erosion problem. We hope this answers all questions, regarding this change order request. RLC/lgg
