ONE (1) Augusta Regional Airport FAA AlP Project No. 3.13.0011.26 & 27 RUNWAY 8.26 REHABilITATION PROJECT BACKGROUND AND DESCRIPTION As a result of the Airfield Pavement Evaluation study performed in 1999, it was determined that portions of the existing general avaition apron were in need of rehabilitation. The work in this change order provides for the construction of a bituminous overlay on a portion of the existing general aviation parking apron. The pavement is exhibiting signs of deterioration including lane separation and block cracking due the age of the asphalt and the effects of oxidation from exposure to sunlight. This is a change order to the Runway 8-26 Rehabilitation Project, which was competitively bid (Bid Item # 04-090) through the City of Augusta. Bids were opened on June 11, 2004. APAC-Southeast, Inc. submitted the low bid and their contract to perform the work was approved by the Augusta Commission. The scope of the Runway 8-26 Rehabilitation Project included milling, crack repair, single surface treatment, and an overlay of the existing asphalt. The work being added for the Partial General Aviation Apron Rehabilitation via this change order is the same type of work as performed in the Runway 8-26 Rehabilitation Project. Both in Federal fiscal years 2004 and 2005, the Owner received funds from the FAA to perform as much apron rehabilitation as could be performed with the available funds. It was determined that the estimated quantities included in this change order would best match the available funds. Through discussions between the Owner, FAA, and the Engineer, it was decided that the most economical way in which to have this work performed would be to add the work via change order to the Runway 8-26 Rehabilitation Project already under contract with APAC-Southeast, Inc. APAC has agreed to hold their unit prices. The Engineer states that these prices are fair and reasonable. This change order will increase the quantities for Items 6, 9, 10, 12, & 15 to provide payment for milling bituminous pavement, bituminous surface course, single surface treatment, bituminous tack coat, and permanent reflective pavement markings. This change order will also add a new item for re-mobilizing the construction work force and equipement to the project. Attached is a letter and price quote for re-mobilization from APAC supporting this change order. The estimated Quantities listed on the price Quote sheet DO NOT match the estimated Quantities listed in this chanQe order. This is due to the fact that the unit price quoted for re- mobilization is different than that assumed for the initial estimated quantities. The estimated quantity increases below reflect the adjustments necessry to perform the project within the available funds.
