The 12,000-gallon UST was removed fyom the Site on September 2, 1999. Follow-up environmental
assessment at the tank location, as required by Federal and State UST regulations, confimled
presence of soil .& groundwater contamination and warranted Corrective Action at the Site.
However, the site is already under Corrective Action to address 1993 diesel fuel release. Therefore,
an approach was adopted that will address recently observed contaminatiqn and, 1993 diesel fuel
release contamination under one Corrective Action. A comprehensive summary of environmental
site assessment and remedial activities were prepared by Environmental Management Associates on
behalf of Augusta-Richmond County and sybmitted to Georgia Environmental Prote<;t~<?n Division
on February 3, 2000. As a Corrective Action, we propose to continue existing Con-ective Action
Plan of Monitoring Only (no active remedial actiqn). Under Monitoring Only Plan, we proposes two
years of semiannual monitoring of groundwater at existing selective groundwater monitoring points
to evaluate the effectiveness of natural attenuation on the groundwater contamination. Semiannual
monitoring will be perfonned during the months of June 2000, December 2000, June 2001 and
December 2001. Proposed Corrective Action is the cost-effective plan to_comply with Federal and
State UST regulations. Change Order 1 will cover the cost to complete the activities proposed under
Corrective Action Plan. Environmental Management Associates (EMA) is perf011l1ing ongoing
Correction Action activities. Therefore, EMA was contacted to submit a proposal to complete the
proposed additional activities. EMA personnel past involvement to address the groundwater quality
assessment issues at the Raw Water Pumping Station Facility and interaction with the EPD on our
behalf will help to address EPD concel1lS (if any) with regard to residual contamination and also
keep the proposed work cost minimum.

Estimated cost to complete the additional work is $6,700.00. This change order brings the total cost
to complete this project to $9,300.00. Please approve Change Order Number One. Funds are

Pursuantto Our recent conversation, Environmental Management Associates (EMA) is pleased
to submit the following cost estimate to complete the proposed semiannual groundwater
sampling and reporting requirements for the above referenced facility.
In accordance with the report entitled "Summary of Analytical Results" dated February 3, 2000,
EMA will complete the semiannual groundwater monitoring activities in June and December
2000 and 2001. The semiannual groundwater monitoring events will consist of the sampling of
two existing monitoring wells (CRAMW-1 and CRAMW-2) and an additional monitoring well
(MW-4) f<>r benzene, toluene, ethylbenzene,and xylenes (BTEX) and polynuclear aromatic
hydrocarbons (P AH). To demonstrate that natural attenuation is occurring, EMA also
recommends that these wells be measured in the field for dissolve~ oxygen (D.O.),
oxidation/reduction potential, and pH. Monitoring well MW-4 will be used to monitor the
backgrowld concentrations of the target and geochemical parameters.
The result5 of the sampling and analysis events will be reported to EPD and Augusta-
Richmond County in a semiannual groundwater monitoring report. The reports will be
submitted:,in July 2000 and 2001 and January 2001 and 2002. The reports will include a brief
summary i)f the Facility background, astj.mmary of findings that will include tabulated data
and a pot~rtiometric surface map,a site ranking, and an evaluation to determine if a CAP-Part
B will be r(~quired for this Facility or if the Facility qualifies for a "No Further Action" status.
Based on the Scope of Work described above, EMA's estimated annual cqst to complete these
activities'is $3,350 ($1,675 per event). The costs for two years would be $6,700. A breakdown of
the total costs is as follows:
