Re:
Caption: Approve change order NO.1 in the amount of $29,132.00
for Engineer Service Corporation regarding the installation and
set-up of Telemetry System for Richmond County Water System.
Background: Engineer Service Corporation (ESC) was awarded the
installation and set-,up of the Telemetry System under a lump sum
Contract. The Telemetry (SCADA) System is utilized to monitor and
control the Richmmld County water system operation. The SCADA
system controls all pumps, wells, tank elevations 1 etc. At the
time of bidding it was unclear whether existing tank level
transducers could be utilized with the new system. Therefore, ESC
included an optional pay item in their proposal of 5625 per site if
new transducers were fOl~nd to be necessary. New transducers were
required at; 12 'tank sites. Also, this Department requested from
ESC ap inventory of certain spare parts to keep on hand in order to
make expedient minor r'epairs to the system. The maj or . costs
involved in this change order is due to the need to temporary
remove and reinstall the base radio and antennas from the
Georgetown elevated water tank. This tank is scheduled for
painting this April and must have all antennas and attachments
removed.
Analysis: Approval of this change order wo~ld authorize complete
payment for services perfo!.'med and estabJ.ish funds required to
remove and reinstall base statlons as described herein.
Prior to removal of the existing base radio and antennas from the
Georgetown Tank, an identical new base station should be installed
and brought into operation on the Lumpkin Road elevated tank. This
would eliminate any down time in OUl.- control of the water system.
Once the painting of Georgetown Tank is complete the original base

station removed from this tank would be reinstalled. In addition
to the elimination of down-time for our system, this would also
provide this Department with a secondary base station left on the
Lumpkin Road Tank.
Financial Impact: The Funding required for this change order is
$29,132.00. A breakdown of the cost are shown on the attached
prepared Change Order and corresponding attachments.
Alternatives: An alternative regarding the removal of the base
radio station would be to remove all the radio and antenna
equipment from the Georgetown Tank and re-install it permanently on
the Lumpkin Road Tank. This would cause a complete down-time of
the whole Telemetry System for an estimated time of between 24-36
hours providing no problems or damage to equipment is encountered.
Recommendation: Recommend approval of Change Order No. 1 for
Engineer Service Corporation in the amount of $29,132.00. The
alternative and consequential down-time presented above is not
recommended by this Department or the installers (ESe) of the
Telemetry System.

Re: REVISED QUOTATION; Base Radio Removal and Re-installation
Dear Mr. Dillard:
In accordance with our recent discussion regarding moving the
SCADA System base-radio and antennas ftom the Georgetown Tank
to the Lumpkin Road Tank it is our recommendation that a new
base-radio system be installed on the Lumpkin Road Tank and
started up prior to the removal of the equipment on the
Georgetown Tank. This procedure would eliminate any "down
time~ on the SCADA System providing total system continuity
and would provide you with some additional spare radios and
antennas.
The other alternative would be to remove all of the equipment
from Georgetown and re-install it on the Lumpkin Tank. The
down-time would be 24-36 hours providing we had no delays
or damaged any equipment in the move.
The cost to provide either of these options is as follows:

Please note that the cables on the Georgetown Tank 'are too
short to be used at the Lumpkin Road Tank so either option
requires new transmission lines.
