Engineering INCORPORATED Albany Augusta Savannah Smyrna June 19, 2003 Hand Delivered Mr. Joe Holley, P.E., Engineering Superintendent 360 Bay Street, Suite 180 Augusta, Georgia 30901 Re: 2nd Street Lift Station Rehabilitation, AUD Project #50260 Change Order #1 Dear Mr. Holley: As you are aware, the contractor's first attempt to change the discharge plug and check valves on the station's pumps was aborted due to the failure of the existing 14-inch gate valve on the force main to seal tightly. We have spoken to the contractor regarding options that would allow the work to proceed. The first option is to cut in a new plug valve while bypass pumping, attempting to deal with leakage through the existing valve by pumping from the excavation back into the wetwelL There is risk associated with this option because the leakage rate through the existing valve is not known and there is the potential for a spill occurring. The cost of this option is $16,672.89. The contractor will not assume responsibility for any spill that occurs under this scenario. The second option is to install a new plug valve while performing a line stop on the force main. While this option is more costly, it minimizes the risk of a spilL The cost of this option is $28,432.27. We recommend this option. The intent of this project was to enhance the reliability of the station until the new Columbia Nitrogen force main is constructed, which will serve to significantly reduce flow to this station. Once the force main is constructed, further rehabilitation was planned, and at that time the suction valves for the 4 pumps would be replaced. The bypass system set up by the contractor was able to reliably handle the flow to the station, and this affords the opportunity to change the suction valves at this time. The cost for this change would be $25,250.24. We have reviewed this price and find it to be reasonable.
