SUBJECT: National Hills Sanitary Sewer- Project S-12J
Change Order Number 1- Time Extension
Attached for your review and signature is the fonn for Change Order Number 1 to the subject
contract. The change order involves extending the contract duration by 28 days from the original
90 days for a revised total contract duration of 118 calendar days.
The original contract duration for the construction phase of this project was established during the
design phase of the project and was established with the intent of completing the project prior to
October 1, 2001. When the project duration was set, October 1, 200 1 was believed to be the latest
date a 1996 bond project could be completed in order to financially reconcile the bond before the end
of 2001. The scheduled duration was originally shortened in an attempt to complete the project
early. We have since learned that the bond projects did not have to be completed by October and
more accurate contract duration could have been established.
During the bidding phase, difficulties were encountered in obtaining easement agreements with
property owners along the pipe route creating the need for some re-design. The re-design was
accomplished quickly, but not quickly enough to complete the project before October. We believe
a time extension of28 calendar days will allow the contractor, W. A. Barnett, to complete the project
in a reasonable time period, and there is no monetary adjustment required as a result of this time
extension.
