Max Hicks, p, E" Director Augusta-Richmond Utilities Department 360 Bay S1, Suite 180 Augusta, Ga. 30906 RE: Mid City Relief Project Engineering Services Dear Mr. Hicks: The construction phase of the referenced project has been plagued by unexpected conditions which have resulted in additional engineering services. These conditions required an engineering resolution to enable the Contractor to proceed with the work. The project costs are now at a total of $3,626,204. Following is a description of the unexpected conditions that we have handled and resolved: 1. Intensive effort during the installation of the 2,900 If of owner provided pipeline within the six week period the Canal was dewatered, This included resolution of the conflicts with the Power Co, and the Telephone Co, in regard to their inability to relocate their facilities within City property in the six week time available; and the effort required to complete the Canal crossing at the 13th Street gates within the time limit, 2, Redesign of the pipeline vertical alignment due to incomplete information provided by the Ga, Power Co. indicating the depth of their facilities in the City's Street Rights of Way in Fenwick and King Street. 3, Additional coordination and meetings in regard the Canal dredging work conducted by the Canal Authority while the Canal was dewatered; and the placing of spoil materials along the path of the new force main at Chafee Park and its impact on the project. 4. Separation of the project into two construction contracts and increased effort required for two construction contracts instead of one. 5. Unforeseen conflict with the crossing at the First level raceway to the Second level at Fenwick Street and at 13th Street (Old Augusta Factory raceway). (Wooden piles encountered and resolution to the barrier was necessary) 6, Unforeseen contamination of the Right-of-Way in Fenwick Street from 8th to lOth Street. from AGLC and other sources resulting in nwnerous changes to the process and meetings. 7, Redesign of3rd Level culvert crossing to accommodate previously undisclosed plans for lowering the Canal in conjunction with the contamination removal effort, 8. Modifications to Structure No,3 to eliminate the need for closing Walton Way due to by-pass pwnping requirement. The engineering during construction cost are on a cost basis. We request an increase of $45,000 to the construction engineering cost ceiling to cover our work to address the listed items and also cover the remaining costs to complete the projects, Our fees for all our engineering services stands at 6% of the construction cost, Including this request, the total engineering costs for these projects will be 7.25% of the construction cost.
